Next meeting: • Available at meeting THANK YOU FOR CALLING IF YOU CANNOT ATTEND (763)717-4042 • • MOUNDS VIEW Exhibit A Parks & Recreation Commission April 26, 2000, 6:30 pm Minutes Commissioners present: Rich Sonterre, Frank Silvis, Theresa Lexcen, Dawn Little, Stan McDonald, Tony Zuk, and Mike Szczepanski. Commissioners absent: Sherry Gunn, and Dave Long Staff present: Terri Blattenbauer (YMCA) and Mike Ulrich (City of Mounds View) A motion was made to approve the minutes from March 29, by Tony, seconded by Rich. Motion carries. Cliff Ash, Silver Lake Woods resident was present to address some issues. The following concerns were discussed: • Treating lillies on the pond • Cracks in the path surrounding the pond • Seal coating the north end of the path 1111 • Organizing a resident clean up for Fall • Would like to see a park advisory committee to make a plan and get the study of the pond up to date. Cliff would also like clarification on banquet center usage. He would like a rate schedule to communicate to the Association. There was also discussion on partnering with Public Works on the Spring clean up on May 20. Rich encouraged the Silver Lake Woods Association to extend an invitation to the Park and Recreation Commission to help clean up. Staff updated the group on participation for Spring session. The variance from 1999 was a+65 participants. Staff will be reporting more on increases based on new programs. The request was made to council to purchase fitness equipment for the community center. Staff are waiting on the final vote, and approval. There was lengthy discussion on the quality of swimming lessons and instructors. Staff concurred with the group, and informed them that it is a priority to continue to evaluate, search for good instructors and supervise more closely. Two ideas that surfaced were, to market the jobs and include training for free, and to possibly offer college credits. The unemployment issue can be partly to blame for lack of quality, committed instructors. It was also noted that the request to transfer $100,000 from the "old" recreation fund was approved to be transferred to the Park dedication fund. This will take place in May. Resident Elizabeth Nelson submitted a letter regarding the Silverview path and her • interest in having only as a walking path, restrictive to bikers, in-line skating and runners. Ms. Nelson indicated that in the pre planning phase, that it was presented as a"walking • path". In conclusion after much discussion with Commissioner, Rich Sonterre, she has agreed that dual use would be acceptable. Rich has sent a letter of response to Ms. Nelson with some history and thank you. Discussion continued regarding the striping and/or signage of the path. Mike Ulrich provided some information of the status of area communities. Rich believes the circumstance is unique and careful consideration should be put into providing a means of safety to all users. Mike's suggestion is to do nothing at this time. A motion was made by Commissioner Stan McDonald to follow Mike's suggestion and do nothing at this time, to be mindful of issues, and be prepared to take action at that time. Seconded by Commissioner Tony Zuk. (Note: 4 approved, 1 opposed). A letter was submitted to staff to request funding to help provide some new, and repair some playground equipment at Sunnyside School. The Commission reviewed the development of the Pinewood Playground structure and it was noted that the City, at that time did not donate actual funds, but donated in-kind services. A motion was made by Commissioner Tony Zuk to instruct staff to draft a letter to the Sunnyside Playground Committee informing them that due to limited funds, there are other identified priorities and the MV Park& Recreation Commission denies this request. Seconded by Commissioner Stan McDonald. Motion carries. • The number 6 agenda item, Traffic Controls along Highway 10, was taken off the agenda. A review Board is in the process of being developed for this issue. Park planning was addressed once again. Mike Ulrich provided a summary of budgeted items to 2010. Mike indicated that Mayor Dan Coughlin recommends that a park improvement plan be done for 1,3,and 5 years. All wishes should be listed with priorities identified. This could be used to propose a bond referendum. The group agreed that a special meeting should be set to address this planning session. A motion was made by Commissioner Rich Sonterre to direct staff to organize a meeting to dedicate as a planning session to brainstorm budgetary issues of parks and recreation. Seconded by Commissioner Tony Zuk. Motion carries. Mike Ulrich addressed the Woodcrest playground structure. It was not clearly identified in the reconstruction process how this would be funded. Staff have been asked to explore this from minutes, video, for clarification. A small structure is needed for ages 3-8. Motion to adjourn at 8:50 pm by Tony Zuk, seconded by Stan McDonald. Commissioners absent: Dave Long, Tony Zuk, and Stan McDonald. Staff present: Terri Blattenbauer(YMCA), Mike Ulrich, Steve Dazenski, (City of Mounds View). Guest: John Hammerschmidt (Bridges Golf Manager) John Hammerschmidt was present to discuss and inform the Commission of an opportunity for the Community in terms of Park development. He talked of the area near Greenfield and Oakwood Parks that Rice Creek could provide some alterations to the area at no cost to the City. Amenities would not need to be implemented at this time but could be added to the wish list. Sherry Gunn volunteered to serve as an information • seeker with the DNR to check on the availability of grants, and Rich Sonterre will be serving as the liaison on the Rice Creek Development Committee. Mike S., a long time resident and coach of several sports, indicated a need in the community for soccer and baseball. The Commission was hesitant to commit to changes in that area of the community. John re-iterated that this would not cost the City anything for the initial changes, and reinforced that it would be an enhancement to the area. There was a community resident at the meeting that has an interest in having a place for kids that would allow skateboarding, BMX bicycling and in-line skating in a safe environment. There was discussion on matching grants and the cost of a soccer field. Mike U. indicated that there would need to be a study to determine the soil conditions. The remainder of the meeting was spent brainstorming a "wish list" of park improvements. No priorities have been set. The updated list is attached as Exhibit B-a. The Commission agreed that it would be an effective way of confirming this list by providing neighborhood meetings (focus groups) at each park.
