John Hammerschmidt will be here at 5:30 to discuss park development in the Oakwood/Greenfield area. When he is finished, we will continue to form a"wish list" and begin to set some priorities. This is by request of Mayor Dan • Coughlin. As we approach the upcoming election,this could be apart of the ballot. Please review the Athletic facility needs analysis provided to you in January, and also the enclosed. If you have an opportunity to visit our parks, or talk with some of your neighbors, this may be helpful in our planning. It will be an informal brainstorming session and pizza will be provided. Development grants for nine new soccer fields were approved, totaling • $450,000. For fiscal year 2000, $550,000 remains available for acquisition and development grants. Enclosed are application materials for the second round of grants. All school districts and municipalities within Ramsey County are eligible to participate. The application deadline for this round of grants is October 15, 2000. I anticipate that grant awards for qualified projects will be made before year-end 2000. I encourage you to take advantage of this grant program to accelerate acquisition and development of youth soccer fields. Maclif Director GAM/cj Enclosure • Minnesota's First Home Rule County printed on recycled paper with a minimum of 10%post-consumer content RAMSEY COUNTY SOCCER PARTNERS PROGRAM REQUEST FOR GRANT APPLICATIONS The Ramsey County Board of Commissioners, by Resolution No 99-396, adopted on October 5, 1999, established the Ramsey County Soccer Partners Program to accelerate the acquisition and development of youth soccer facilities. Cities, school districts and townships within Ramsey County are invited to submit grant applications, in the attached form, by October 15, 2000. Applications should be submitted to the Ramsey County Parks and Recreation Department, 2015 North Van Dyke Street, Maplewood, Minnesota 55109. Following the deadline, all applications will be reviewed, evaluated and ranked by the program's Technical Advisory Committee (TAC) based on established criteria. The recommendations of the TAC will be reviewed by the Ramsey County Parks and Recreation Commission and the Ramsey County Capital Improvement Program Advisory Committee. Grant contracts will be awarded in December 2000 by the Ramsey County Board of Commissioners. MISSION STATEMENT S Recognizing the acute shortage of soccer facilities, the Ramsey County Board of Commissioners intends to provide financial assistance to cities, townships and school districts for acquisition and development of youth soccer facilities within Ramsey County. GOAL To establish 24 new youth soccer fields within Ramsey County by the year 2004. FUNDING Subject to annual appropriation, the Ramsey County Board of Commissioners intends to appropriate approximately $2.5 million over the next five years (1999-2003) for partnership grants to accelerate land acquisition and development of youth soccer fields, contingent upon local units of government agreeing to provide ongoing maintenance. For 1999-2000, the County Board appropriated $1,000,000. GEOGRAPHIC DISTRIBUTION Over the life of the Soccer Partners Program, Ramsey County will attempt to award partnership grants equitably throughout the County based on need and willingness on the part of other public entities to participate in the capital improvements and provide ongoing maintenance and operations. Geographical distribution will be evaluated on the basis of access to soccer facilities, irrespective of political boundaries. S 1 GENERAL GUIDELINES FOR SOCCER PARTNERS PROGRAM • • • • Eligible soccer partners include cities, townships and school districts within Ramsey County. • Land to be acquired or developed under the Soccer Partners Program must be in public ownership (fee title or long-term lease to a public entity). • Initial priority will be given to proposals resulting in a complex of two or more youth soccer fields. • Acquisition and development of new fields or conversion of other athletic fields to dedicated soccer fields will be given priority consideration for funding. • Soccer facilities funded under the Soccer Partners Program must be maintained and operated primarily as soccer fields for a minimum of 20 years from the date of grant award. • Local units of government awarded Soccer Partners Grants must agree to pay the full cost of ongoing operations and maintenance of the soccer facilities funded under this program. • Soccer facilities funded under the Soccer Partners Program must be available for use by Ramsey County youth regardless of race, gender, economic background or national origin. Operational programming should encourage broad participation by Ramsey County youth. LAND ACQUISITION GRANTS Partnership grants up to 50% of the local share of land acquisition may be awarded for soccer facilities (maximum County share $500,000 per site). Special Conditions • Public entity must have site plan and financing plan for development at the time of grant award. • Soccer field acquisition funded under this program must be available for public use within 3 years of land acquisition partnership grant award. DEVELOPMENT GRANTS Category 1 (large grants) Partnership grants up to 50% of the local share for development of community soccer fields and facilities, e.g. irrigation system, lighting, parking lots, (maximum County share $50,000 per field). Category 2 (small grants) Partnership grants up to 50% of the local share for development of neighborhood soccer fields (maximum County share $15,000 per field). Special Conditions • Soccer field development funded under this program must be available for public use within 2 years of the partnership grant award. 2 • RAMSEY COUNTY SOCCER PARTNERS PROGRAM LAND ACQUISITION PROJECT GRANT APPLICATION A. Identify sources of funding for development of the soccer facilities (NOTE: soccer field acquisition funded under this program must be available for public use within 3 years of a land acquisition partnership grant award.) • I. Operations and maintenance plan (identify who will provide these services and the long-term source of funding). J. Describe, in general, how the future facility will be programmed and scheduled (identify access• priorities). K. Identify and summarize any cooperative agreements with other governmental jurisdictions relating to the proposed soccer facility. L.
