Next meeting: • Available at meeting Thank you for calling if you cannot attend (612)717-4042 • • MOUNDS VIEW Exhibit A Parks & Recreation Commission January 26, 2000, 6:30 p.m. Minutes Commissioners present: Sherry Gunn, Stan McDonald, Rich Sonterre, Mike Szczepanski, Tony Zuk, Dave Long, Theresa Lexcen, and Dawn Little. Commissioners absent: Frank Silvis Staff present: Terri Blattenbauer(YMCA) A motion was made to approve the minutes from the October 27 meeting by Tony, seconded by Stan. Motion carries. Two new Commissioners were present and sworn in. Mike Szczepanski, a 19 year resident of Mounds View. Has had many years coaching and is interested in athletic programs. Tony Zuk, has lived in Mounds View for 8 years. Also has an interest in youth, and sports in the community. In his free time he is a baseball umpire and/or a • hockey referee. Welcome to Mike and Tony! At the October meeting, Bruce Kessel, Mounds View Finance Director shared information with the Commission regarding the Park Dedication fund status. He informed them that there is little if any, land left to develop in Mounds View and that the Commission should consider investing all or a portion of the existing funds. The total before any expenditures was $227,000. A proposed plan was given to the Commissioners in January with all 1999 expenditures ($89,105) and a remaining total in the fund ($137,895). A recommendation by the Parks and Recreation Department/YMCA was made to invest the remaining amount and utilize an approximate interest payback of 5% ($7,000 annually). No formal motion was made. There was discussion later in the agenda that may impact the remaining amount. Staff updated the Commission on the Sunny Square park opportunity with New Brighton. It was decided that the summer playground program would include this park beginning summer 2000. This is a perceived value to Mounds View residents living in that part of the community. All logistics will be worked out with the New Brighton Parks and Recreation Department. A focus group of past participants will hopefully confirm this concept. Rich indicated that a point of note would be that, in the future, if we are involved in park planning that an addition of more activities for younger youth should be considered. • Winter program information was presented to Commission. The variance of participants from last year is+243. This is a significant increase, due primarily to program quality, • Sherry updated the Commission on the Y Partners campaign. At this point we were at $9,490 of our $10,000 goal. She thanked everyone for their generosity and commitment to kids and families in our community. In other business, Stan mentioned some concern by the Silver Lake Woods housing community that they were disappointed in the arrangement with the banquet center having to be catered. Other commissioners made others aware that this is managed by another entity. Stan asked Council member Thomason to look into the contract arrangement and communicate back to the Commission. Rich mentioned an idea of ice skating on Silverview pond. This would be a quality of ice, issue as well as thickness. Staff will talk with the parks department on the feasibility of this. Dave Long made a motion to adjourn at 8:10 p.m. Seconded by Rich Sonterre. Motion carries. Next meeting: February 23, 2000, 6:30 p.m. at City Hall. • • • Mounds View Exhibit B Parks & Recreation Commission February, 2000 Summary of money distribution: YMCA: All program fees and expenses related to programming. Current budget, $81,000. Lakeside Park: Spring Lake Park and City of Mounds View Joint agreement for maintenance of park and for providing lifeguards at Lakeside Beach. Restricted to $15,000. Park Dedication funds: Commission has direct accountability& responsibility for recommending to council specific ways of utilizing this fund. Current, $137,000. MV Community Center: Gym rental and open gym fees are only source of revenue from YMCA. Gym rental budget is $16,700, and open gym budget is $3,500. Revenue • to date is $6,283. Operating expenses includes supervisors, lights, water, YMCA contract, etc. 2000 budget for expense: $200, 214. Other tenants in the building, under separate management include Children's Home Society, Banquet Center, and Community Education. "Old" Recreation Fund: This fund existed prior to YMCA management. Currently has $100,000, which is a surplus from City transfers from the general fund. The City had previously transferred $32,000 annually to offset department expenses. City administration will be making a recommendation as to the discretion of these funds. General fund—Recreation: Essentially is non existent. Does, however, include expense budgeted for skating rink supervision,playground programs, and School Coordinator. Park Maintenance: No budget responsibilities by YMCA staff. Name Phone Please return this response to the MVCC by March 1. • Thank you for helping us build strong kids,strong families,strong communities MOUNDS VIEW • February, 2000 Summer Playground Structure Background: One year ago, the summer playground programs in Mounds View were planned and implemented somewhat"status quo". The intent was to proceed with the first year, learn, and evaluate. Evaluation: Based on staff evaluation of the existing program through participation surveys, comments and supervision, the program lacked the following: structure, content, creativity. Proposal: We know the following can be implemented and improved for 2000. • Some leadership changes. One adult in charge at each site. • An 8 week season rather than 6 weeks (this will be based on funds). • Character value learning enhancement (caring, honesty, respect, responsibility). • A first day "open house" for parents. • A more controlled system for check in, check out. (pursuing models now). • • Quality... In order for us to "walk the talk", it will be imperative that we have more revenue. I propose the following for rate increases: 1999 2000 proposed Ages 4-5, T,Th $12 $24 (includes t-shirt) 2 hours Ages 6-8, M,W $17 $29 (includes t-shirt) 2 hours Grades 1-5 M-Th $17 $29 (includes t-shirt) 2.5 hours • Friday trips will vary $10-$20. • MOUNDS VIEW Exhibit D Community Center February, 2000 Suggestions/Comments With responses from MVCC staff. S: Could you start swimming lesson times earlier. I have a 1s`grader and his bed time is at 7:30. Could you offer classes a half—hour earlier. R: Thankou for y your question. We are basically at the mercy of the schedule of Edgewood Pool. There is swim team practice right up to the time that we start our lessons. We will keep the communication with the school district, regarding our interest in earlier start time. S: Came up here Saturday,the 6th, at around 3 pm, asking about some info. The gal working was very informative& answered everything I needed to know. You've got one great employee! R: Thank you so much for your comment! We agree that we have a wonderful staff team, and appreciate the feedback. Thank you! S: This place is fun. I like it. I would come again. We don't currently have a basis for a"membership fee", however, it is a direction we are moving and could potentially be something we look very seriously at in the near future.
