Next meeting: THANK YOU FOR CALLING IF YOU CANNOT ATTEND (612)717-4042 • • DATE: October 19, 1999 TO: Honorable Mayor and Council Members FROM: Terri Blattenbauer YMCA Program Ex cutive RE: Park projects requesting use of park dedication funds The following are two projects the Parks and Recreation Commission would like to proceed with to improve and enhance the Mounds View Parks. • Replace backstop netting and add 3'd baseline net (at Greenfield): $1,315 With the replacement, we would also be angling the net over home plate. The replacement and addition will reduce the number of balls hit into neighboring yards. This appears to be an inherent problem. • Replace, repair and secure disc golf units at Silverview Park: $2,100 Currently 6 of the units are missing or damaged. The cost of replacement parts was explored and it appears to be more cost efficient to purchase new. New ways of securing the units was also determined and will be done. Volunteers will be used for redirection of the course to make it more user friendly. TOTAL: $3,415 It is with great enthusiasm that I submit this request by the Parks and Recreation Commission, and also inform you of their plans to invest some of the existing funds. Options will be discussed at the next regular meeting. We will proceed with the two projects as deemed appropriate by City Council. • SECTION 00010 • ADVERTISEMENT FOR BIDS MOUNDS VIEW COMMUNITY CENTER- LOCKER/SHOWER REMODEL 5394 EDGEWOOD DRIVE MOUNDS VIEW,MINNESOTA The City of Mounds View will receive single prime sealed bids for the Mounds View Community Center — Locker / Shower Remodel until 2:00 P.M. local time on November 18, 1999 at the City of Mounds View, 2401 Highway 10, Mounds View, Minnesota, 55112, at which time and place all bids will be publicly opened and read aloud. Bidding documents, including the Proposal Form, Drawings and Specifications, will be on file at the Offices of the Architect, Wold Architects and Engineers, 305 St. Peter Street, St. Paul, Minnesota 55102. (651) 227-7773; at the Minneapolis Builders Exchange; St. Paul Builders Exchange; Dodge Plan Room (Edina); Construction Market Data (Brooklyn Park). This project includes: Construction of Men's and Women's locker/shower rooms in an existing space in the Mounds View Community Center. Included would be general construction of walls and finishes, lockers and benches, accessories, and all mechanical and electrical for a complete project. The Architect will provide complete sets of the Bidding Documents for $25.00 per set to prospective bidders and subcontractors. The copies will be available about October 28, 1999. The following information must accompany the deposit: Company name, mailing address, street address, phone and facsimile numbers and type of bidder(i.e. General, Mechanical or Electrical Subcontractor to General, or other). The Architect will $25.00 to prime contractors (who submit a bid to the Owner) for each set (including addenda)returned in good condition within ten (10) calendar days of the award date,subject to the conditions of AIA Document A701. • Make proposals on the bid forms supplied in the Project Manual. No oral, telegraphic or telephonic proposals or modifications will be considered. Submit with each bid, a certified check or acceptable bidder's bond payable to the City of Mounds View in an amount equal to five percent(5%)of the total bid. The successful bidder will be required to furnish satisfactory Labor and Material Payment Bond, and Performance Bond. Bids may not be withdrawn within thirty(30) days after the scheduled time of opening bids, without the consent of the Owner. The Owner reserves the right to accept any bid or to reject any or all bids, or parts of such bids, and waive informalities or irregularities in bidding. The Owner requires Substantial Completion of the project on or before February 1,2000. CITY COUNCIL CITY OF MOUNDS VIEW • 00010-1 No.99098 • MOUNDS VIEW Exhibit A Parks and Recreation Commission August 25, 1999, 6:30 p.m. Minutes Commissioners present: Frank Silvis, Mary Benz, Dave Long, Gary Stevenson, Stan McDonald, Sherry Gunn, Dawn Little, Theresa Lexcen, and Rob Marty(Council Liason). Commissioners absent: Rich Sonterre Staff present: Terri Blattenbauer(YMCA) A motion was made to approve the minutes from July 28 and special meeting on August 16 by Sherry, seconded by Stan. Staff updated the Commission on the status of the construction of Silverview Pond trail completion. Work should begin on September 1 and completion is tentatively scheduled in 2 '/2 weeks. Prep work has already begun. Skye Management has been given Right of Entry paperwork to be completed and allows construction to affect their property. • Six guests were present to discuss the water lillie issue on Silverview pond. Cliff Ash, a resident adjacent to the pond brought some issues to the Commission. The information included DNR approved pellets for removal of lillies, discussion on the weeds and lack of vistas, cucumber vine and felt the need for sealcoating of the existing path surrounding '/2 the pond. The resident group expressed a willingness to help clean up with some guidance. The Commission directed staff to work with Rick Wriskey on organizing a clean up. Staff will also explore the cost of seal coating. Forming a sub committee to review an existing plan or to develop one will be an agenda item at the next meeting. Staff update on park dedication projects included: • Changing space/showers: Council requested plan on how to keep area safe. Pursuing TIF funds, and providing council with information on architectural fees, and added cost projections. • VB court lighting at CH: Acquiring bids • Pathway, Silver Lk. Road: Current construction • Drinking fountain updating: Purchasing equipment for updating to be done by Park employees. • Backstop net at Greenfield: • Staff waiting on confirmation of needs and costs. Approximately $1,245 needed for 3rd base line and new backstop net. • • Retrofitting park bleachers: City Hall and Greenfield will be done this year. There is one set available for Commission to decide on where it is placed. Park staff altered it to make it compliant. • Silverview trail paving: $49,000 is the total cost after bids. Process has begun with about 2 V2 weeks to completion. • Outdoor basketball courts: $9,000 completed. Funds will be taken from construction fund for payment. Revised total to be paid by Park dedication funds: $77,935 (so far) Staff informed Commissioners of the benefit of purchasing new disc golf equipment rather than purchasing pieces to repair. New costs $350 each,replacement parts will cost $364 each. A replacement parts price list was shown with needed items highlighted. Volunteers will be asked to assist with the new placement of these units. The Parks Department will also be securing these similar to Roseville to eliminate theft and protect against vandalism. A motion was made by Mary to purchase the six needed disc golf units at the cost of approximately $2,100. Seconded by Gary. • Staff prompted the discussion regarding the movement of the compost site to the golf course. Estimated cost would be $75,000 for fence, concrete, and tree removal. Commissioners believed it would be wise to begin by discussing this with Ramsey County as"the city"rather than"Parks and Recreation"and negotiate with them first. Points made by Commission included; wanting additional hours in the move, and having Public Works help move fencing which would help keep costs down. A recommendation to City Council was made,to move the existing compost site located at Ardan park to the Bridges Golf Course, and for a City representative to contact Ramsey County. Motion made by Stan, seconded by Gary. Staff updated the Commission on the status of Fall programs (a packet of flyers and correspondence was handed out). Two follow up items were mentioned, a copy of the MVCC/YMCA youth sports philosophy was handed out. The philosophy was added to the Mounds View Matters and a request was made by the Commission to post at the Community Center. Secondly, a news release was done to educate residents on the swim passes available, actual passes were also developed and printed. The relationship with the Mounds View Manufactured Homes is still progressing and owners have agreed to renovate space for kids programs in which we would be involved. Staff will keep Commissioners updated on this progress. A suggestion box will be in place at the Community Center this Fall. A follow up system will be in place, as well as documentation and sharing with the the group. • • Commissioners were asked to consider investing some Park dedication funds for future use. A motion was made by Stan to direct staff to Bruce Kessel, City of Mounds View Finance Director to guide in investing an undesignated amount to acquire the best return. Seconded by Dave. Frank informed the group on the joint committee with Spring Lake Park Lions, both Parks and Rec. departments and representatives from both Lions Clubs. A list of Lakeside improvements was prioritized at last weeks meeting. Sherry Gunn has enthusiastically volunteered to be the 2000 Y Partners Campaign Chair. Meeting adjourned: 8:30 p.m. Next meeting: September 22, Meet at the Community Center at 6:00 p.m. for a visit to the Parks. • • O MOUNDS VIEW Exhibit B Parks and Recreation Commission September 22, 1999 Minutes Commissioners present: Frank Silvis, Mary Benz, Dave Long, Gary Stevenson, Stan McDonald, Dawn Little, Theresa Lexcen, Mayor Dan Coughlin(as council liason, replacing Rob Marty). Commissioners absent: Sherry Gunn and Rich Sonnterre Staff present: Steve Dazenski (Parks Foreman) and Terri Blattenbauer(YMCA). The evening was spent informally in the Mounds View Parks. Steve drove the group with the Lions bus from park to park. The objective of the trek, as we plan long term, was to look at the park facilities, equipment, and amenities and make comments for discussion at our next regular meeting. The parks in which we visited were: Lambert, Oakwood, Greenfield, Hillview, Groveland, Silverview, and Random. Darkness became an issue towards the end of the evening. • The following are some suggestions, or conversations noted: • Remove or replace the grills at Groveland • Repair fence at Hillview • Article in the Mounds View Matters regarding the new paths • Basketball court at Oakwood • Visit St. Anthony park system. They have revamped their parks. It may be a good idea to have a representative attend a P & R Commission meeting. • Graffiti/vandalism is an issue in parks • Replacement of park shelters with brick buildings • Park update and residential watch request in MV Matters • Addition of sideline fences at Lambert next We will continue discussion on the park visit and long range planning at our n e meeting. Staff informed the Commission of the upcoming Y Partners campaign,which is an annual fundraising campaign to raise money for kids and families in Mounds View. Rick, and some members of the Planning Commission will be attending the first 30 minutes of our meeting next Wednesday to review a proposal regarding adjacent property south of the Community Center. Please read the enclosed material, as the discussion will focus on the future of that area. Please come with an understanding of this item. • • Exhibit C • Memo To: Terri Blattenbauer From:Rick Jopke CC: Date: 10/19/99 Re: Property South of the Community Center As I indicated to you over the phone the City Council has requested that the Planning and Park and Recreation Commissions to review a proposal for the property located immediately south of the Community Center. There is a 9.4 acre privately owned parcel known as the Midland Videen parcel and 1.5 acre remnant city owned parcel adjacent to it that was created when Edgewood Drive was realigned. A major portion of the Midland Videen parcel is a wetland. TOLD Development Co. has offered to IIIbuy the Midland Videen parcel and the City remnant parcel in order to construct a Walgreens store and a small retail/restaurant building on the site. They have indicated that they would be willing to donate the wetland area to the City. As an alternative they could just build the Walgreens store and only need to have the City vacate the old Edgewood right-of-way and sell it to them. The remainder of the remnant parcel would remain under city ownership. Bob Cunningham from TOLD Development Co. will be present at the October 27th Park and Recreation Commission meeting to present their alternative designs to the Commission and answer any questions that the commission might have. The Park and Recreation Commission could then provide a recommendation to the City Council. The Planning Commission has scheduled a study session that night for 7pm. If this matter could be early on the Park and Recreation agenda I would invite the Planning Commission to come early and listen to the presentation also. I have attached some background materials that will provide some history and more details. Date of Report: September 9, 1999 BACKGROUND At various times in the past year the City Council has discussed the status of the remnant city owned parcel created by the relocation of Edgewood Dr. and the adjacent vacant Midland Videen property. I have attached copies of previous staff reports as background material for you. As you may recall the City received an offer of$350,000 from TOLD Development Company to purchase the city owned property so that they could construct a Walgreens store and possibly a restaurant. TOLD remains interested in the site. They would still be interested in developing their • original plan but have also developed an alternative plan that would only require that the City vacate and provide the former Edgewood Dr. right-of-way to them. Representatives from TOLD will be present at the October 4th work session to discuss their concepts with the City Council. RECOMMENDATION: Staff recommends that the City Council review the alternatives presented by TOLD Development Company and provide direction to the developer and staff on how to proceed on this matter. Date of Report: January 14, 1999 Background: When Edgewood Drive is relocated in the spring of 1999, a 1 1/2 acre remnant site will be created which could be developed. Also in the area is the Midland Videen property. It is located south of the Community Center property and east of Edgewood Drive. The property is approximately 9.4 acres in size. A wetland occupies a major portion of the property. There is approximately 1 1/2 acres at the southwest corner of the site that is developable. Because the two sites would be contiguous it makes sense to market them together to get the best development. The Midland Videen site also could offer an opportunity to solve some regional storm sewer problems in the area. • In June of 1998 the City Council authorized staff(Resolution-5246)to enter into an option agreement to purchase the Midland Videen property and to send out a Request for Proposals (RFP)to seek unified well planned development on the parcels. An option agreement was drafted and given to a representative of the Midland Videen property owner. The option agreement has never been agreed to or signed by either the owner of the Midland Videen property or the City. Initially the City was waiting for final agreements on the theater property to insure that Edgewood Drive would be realigned and the remnant parcel created. The owner of the Midland Videen property has also been negotiating with other interested parties. City staff has drafted an RFP but has not sent it out because we do not control the Midland Videen property, the final plans for the realignment of Edgewood Drive have not been completed, and the exact size and configuration of the remnant parcel has not been determined. The City received the attached Offer to Purchase the remnant parcel from TOLD Development Co. for$350,000. TOLD has a signed letter of intent to purchase the Midland Videen property. TOLD has indicated that they would like to develop a Walgreen's store and possibly a restaurant on the site. Anthony Properties has also expressed an interest in the property and submitted the attached letter to the City. They would develop an office building on the site. The City Council in October continued consideration of TOLD's offer indefuutely. There was • concern expressed that it was premature to act until the Planning Commission could review the matter further to determine what the appropriate use of the property should be. The need to have City of Mounds View Staff Report January 14, 1999 Page 2 • additional information on the value of the property and on platting the property was also discussed. The Planning Commission discussed this matter and determined that either a retail/restaurant use or an office use would be appropriate on the site depending on the specific site plan developed and how the development would work with the City Hall property,the Community Center and the adjacent wetland. The city-owned remnant site is currently guided for CC Civic Center uses by the City's Comprehensive Plan and is zoned PF Public Facilities. The Midland Videen property is currently guided as MD Medium Density Residential by the Comprehensive Plan and is zoned B-3 Highway Business. A Comprehensive Plan amendment and rezoning of the city-owned remnant would be required if the site is to be developed for commercial uses.A Comprehensive Plan amendment for the Midland Videen property would also be required. Depending on the use of the property and the design and location of the building(s)on the site, additional City development approvals may also be required. Staff has received proposals from two engineering/surveying firms which indicate that it will cost between $6,800 to $20,000 to plat the property to create a parcel which the City could sell to a developer. The cost varies depending on how much of the two existing City Hall parcels are • platted. It would take 2 to 3 months to complete this process. Staff is also attempting to get a proposal from an appraiser to determine what the cost and time frame for obtaining an appraisal on the property would be. Interest in the parcel by the two potential developers remains high. This matter has been placed on the January 19, 1999 work session for discussion by the City Council. The two interested developers have been invited to attend the work session and discuss their interest and proposals with the City Council. Staff will be seeking direction on how the City Council would like proceed on this matter. The City received 40 responses to the survey. Attached is a summary of the responses received. A number of citizens indicated that a number of options would be appropriate. A majority of the responses (45)were for the City to hold on to the parcel. Overall there were 23 responses indicating that nothing should be done, 14 responses indicating that the parcel should be used for a storm water pond, and 8 responses saying that the site should be used for other public purposes including open space,parking, a rollarskating rink, and Community Center expansion. Of the responses indicating that the City should sell the property, 1 response was to sell it to the highest bidder, 7 responses were to sell it • for retail development, and 2 responses supporting office development.Proposed retail development included hardware store,restaurants, bakery, coffee shop, and grocery stores. A medical clinic (but not chiropractors) was the suggested office development. ' , . It was by request of the Commission to add the lillie issue as an agenda item and discuss a sub committee to look into that issue as well as others. • Park Dedication projects that are now complete include; paved trails as a continuation to Silverview trail, and off Silver Lake Road and the VB court lighting at City Hall park. Staff is working with the architects on the locker rooms at the community Center. The projected date of completion in Feb. 1, 2000. Staff will be discussing the disc golf units and the backstop net at Mondays (10/25) council work session. There is one set of park bleachers available for the commission to decide where it is placed. It is currently compliant. • • Updates on the compost discussion, drinking fountain updating, will be available at the meeting. • The Commission had inquired about having the youth sports philosophy posted at the community center and also in the parks. A cost estimate to doing this is being sought. Information will be available at the meeting. • Staff is still pursuing the opportunity to work with the Mounds View Manufactured homes. At this time it is in the hands of a few token residents to help with a door to door survey. The property manager will not start any fix-up work until it is confirmed that there is a definite need in that community. • Lakeside improvements continue. showers/changing rooms As you know, the Parks & Recreation Commission and YMCA staff at the Community Center are anxious to pursue construction of the addition of showers/changing rooms. The following is information requested by you at the August 23 Council meeting, which is anticipated with the new addition: • Additional projected revenue: Conservatively from additional in-house and Minnesota Sports Federation sponsored tournaments, and early morning and noon hour usage. $5,610 (first year). • Additional projected expense: Cleaning/maintenance, supplies, and water. $7,500 (first year). Within 2-3 years, I anticipate even more programming as this will enhance our facility • and truly make it more appealing to the adult market. I would expect that in subsequent years that revenue would exceed $10,000. I have contacted two architects to learn of additional fees to the project. Wold Architects & Engineers estimated $4,000 less than WAI, who did the original work with the building of the Community Center. Wold Architects are reputable as the firm involved with projects at City Hall. The additional fee would not exceed $12,000. It is my recommendation to hire Wold Architects & Engineers for this project. At this point, a cost estimate provided by a plumber and construction company totaled $111,300, however, I anticipate your approval to immediately move on to the bidding process. A cost of approximately $300 should be allowed for the advertising. I will be involved in a meeting on Monday, September 13 to discuss usage of Tax Increment Financing (TIF) for this project. CITY OF MOUNDS VIEW County of Ramsey State of Minnesota WHEREAS,the City constructed a Community Center financed with Tax Increment Financing; WHEREAS, the City has determined that the Community Center would be more functional with showers and changing facilities; WHEREAS,the City has prepared preliminary plans which indicate that there is adequate space in the storage area on the east side of the gymnasium which could be converted to showers and a changing area for approximately$112,000 plus architect fees; and WHEREAS,the City has obtained proposals from two architectural firms and the lowest responsible bid appears to be from Wold Architects and Engineers at a fee of$12,000. NOW THEREFORE,BE IT RESOLVED by the City Council of the City of Mounds View that City • authorizes the use of up to $130,000 of Tax Increment Financing to add men's and women's showers and changing areas to the Community Center. T 10/27/99 ( c -?t) 6233 1O Feel-( G33 •ggY DATE: October 19, 1999 TO: Honorable Mayor and Council Members FROM: Terri Blattenbauer YMCA Program Ex cutive RE: Park projects requesting use of park dedication funds The following are two projects the Parks and Recreation Commission would like to proceed with to improve and enhance the Mounds View Parks. • Replace backstop netting and add 3`d baseline net(at Greenfield): $1,315 With the replacement, we would also be angling the net over home plate. The replacement and addition will reduce the number of balls hit into neighboring yards. This appears to be an inherent problem. • Replace, repair and secure disc golf units at Silverview Park: $2,100 Currently 6 of the units are missing or damaged. The cost of replacement parts was explored and it appears to be more cost efficient to purchase new. New ways of securing the units was also determined and will be done. Volunteers will be used for redirection of the course to make it more user friendly. TOTAL: $3,415 It is with great enthusiasm that I submit this request by the Parks and Recreation Commission, and also inform you of their plans to invest some of the existing funds. Options will be discussed at the next regular meeting. We will proceed with the two projects as deemed appropriate by City Council. October 5, 1999 MEMO TO: LAKESIDE PARK IMPROVEMENT COMMITTEE FROM: EDWARD LAUN AND JAY McCLUSKEY SUBJECT: UPDATE FROM COMMITTEE MEETING OF SEPTEMBER 8, 1999 1. Repairing flume and retaining wall is still being looked into. 2. The following equipment was approved and ordered; Park shelter, concrete slab, two picnic tables, barbecue grill, trash receptacle, hydraulic whirl and a megarock play structure. The total cost of equipment and installation will be $17, 213.06. Weather permitting, everything will be installed this year. 3. Playground equipment "Painting Party" was scheduled for Saturday, September 25th at 9:00 am. Due to a conflict it was rescheduled to Saturday, October 2nd at 9:00 am. Due to the cold weather it was canceled and will be rescheduled for next spring. We will advise you when the next meeting will be.
