YMCA • Evening and weekend building supervisors • Periodic LR checks during each shift. • Do not have designated locker room monitors. • Circulates building during shift. • Occassional additional staff when needed. • DATE: August 19, 1999 TO: Mayor and Council Members FROM: Terri Blattenbauer YMCA Program Executive (.* RE: Showers/changing space at MVCC On August 16, the Parks and Recreation Commission had a special meeting to develop a plan(by request of the Mayor and Council), on how we would maintain a safe environment with this addition. I have attached 3 models of different facilities and how they manage this concept. The YMCA model represents 9 branch facilities. The following is a proposed plan to achieve this goal, and continue to provide quality programs, attract more users, and maintain a safe facility: • YMCA staff would assure that the locker room space was locked during special • events, such as teen nights, family nights, etc. • Supervisors and lead staff would monitor periodically, and use a check off system for monitoring. • Signs would be posted, such as: "We ask you to help us provide a safe and clean environment. If you witness suspicious or behavior, please report to service desk. Thank you!" • Signs on the doors would be posted informing individuals that the areas are for showering and changing only, restrooms are located by front entrance. This would eliminated unnecessary traffic. • YMCA staff would use the windowed office areas as an advantage and monitoring tool as well. • During peak times and seasons, it will be a possibility that the Community Center is double staffed which would help in building circulation. One staff would remain behind the desk and the other as a floater. The Parks and Recreation Commission and YMCA staff are enthusiastic about the possibility of such an important addition to the facility. We have been informed that T.I.F. funds are available until the end of the year and are interested in pursuing this option. Commissioners absent: Stan McDonald Staff present: Terri Blattenbauer(YMCA) Three new commissioners were sworn in; Rich Sonterre, Dawn Little, and Theresa Lexcen. Welcome and congratulations were extended. A motion was made to approve the minutes from June 23 by Gary, with a second to the motion by Dave. Staff updated the commission on the status of the Silverview pond trail completion. On July 30,the project was open for bids. This project has been introduced to the council • and we are still very eager to begin the construction in August. Discussion turned to questions a resident had from a phone conversation,regarding the water lillies and vistas at Silverview pond. Cliff Ash who lives in the neighborhood, provided staff with information on DNR approved pellets that would rid the lillies. His suggestion was to do another study with a select group of individuals to assess the affected areas. The commission maintained the fact that the environment was to remain a natural setting. This will be an agenda item at our next meeting to continue discussion. The park dedication priority list was reviewed. Three items will be discussed at the Council work session on August 2. Steve acquired a portion of the cost for the Silver Lake Road addition. This cost includes the excavation,pulling the old culvert and the addition of any fill ($2,500). It was discovered that the pathway, Woodcrest to H2 is not a feasible project due to soil correction,mitigation and the landowners wishes. The backstop net at Greenfield is still being pursued. An additional piece on the 3rd base line will cost$430. Retrofitting the two sets of bleachers at City Hall and Greenfield Parks is being completed. The other four sets have been removed from the parks due to decreased usage and the cost of retrofitting to meet code. There was also brief discussion on the replacement of the four that were removed, in the future. Woodcrest playground equipment was discussed briefly. The Commission was informed that at this point there is no set schedule for the work that is designated (i.e. building • removal, aggregate path, etc.). The Commission is concerned with possible safety issues orks and expediate • with the deterioration of the building. Staff will consult with Public W p this process. Steve will start the removal of the playground equipment to determine what is salvageable. The Commission asked if Steve or Mike Ullrich could attend the August meeting for a status update. Staff provided an update on the CommunityCenter, and recreation programs. Two pP g handouts were provided. One handout showed a review of summer program attendance (765) and upcoming fall programs. The other was the development of Teen Nights for the rest of the year. The New Brighton/Mounds View Chamber of Commerce donated $1,000 and the Mounds View Lions donated$500 to this program. There was also discussion on the irrigation and grass planting timeline at MVCC. Mayor Dan asked to have an idea brought to the Commission. It was the idea to have some sort of welcome packet for new residents with the objective being a warm reception and connection. It would include coupons,park and recreation information, etc. It could potentially be a project for seniors. There was lengthy discussion on P.R. issues with programming, and activities being offered. Some ideas that transpired are: using local businesses for the M.V. Matters, and cable TV. The month of August will be used exclusively for marketing through direct mail, MV Matters, school flyers, grocery stuffers, bulletin boards throughout the community, mailings from the MVCC to past participants, and posters at schools. • In other business,Rich talked about providing a philosophy up front with parents as to the recreational and or competitive nature of the program. The Commission concluded that all programs offered should stress participation, and fun rather than competition. Frank informed the Commission that a committee has been formed between Spring Lake Park Lions, SLP Parks and Recreation, MV Parks and Recreation and the MV Lions. The SLP Lions are donating$20,000 for Lakeside improvements. Motion to adjourn at 8:30 p.m. by Sherry, seconded by Mary. Next meeting: August 25, 6:30 p.m. • • MOUNDS VIEW Exhibit B Parks and Recreation Commission August 16, 1999, 6 p.m. Community Center—Special meeting Minutes Commissioners present: Sherry Gunn, Frank Silvis, Mary Benz, Stan McDonald, Dave Long, Theresa Lexcen, and Dawn Little. Staff present: Terri Blattenbauer(YMCA) A special meeting was held to discuss the showers/changing areas. Staff attended the council work session on August 2 and they requested a comprehensive plan on how we plan to keep an area such as this a safe environment. Safe interpreted as, safety for youth and free from pedophiles,managed horseplay, as well as safe from injury due to the circumstances of the environment. Three models were provided to Commission and interpreted. The attached indicates the three models and the proposed ideas for MVCC. The only change is the Commission • suggested removing the `provide incentives for helpers' idea. Other discussion involved technical questions which would be addressed by YMCA staff once the addition existed. Other issues addressed consist of upgrading water faucets to have them be automatic shut off. The Commission also would like staff to pursue full cost by T.I.F. money available until the end of the year. Staff has contacted the construction company that issued the cost estimate to find ways to bring the cost down. Two ideas were to explore the feasibility of using left over tile, and by using a lower quality partition on the women's. Hopes are that they will help determine if there are any other cuts possible. Staff will continue to work with City staff on attending the council meeting scheduled for August 23,the TIF funds and the process involved, and follow up with the construction company. Right to Construct Public Improvement. Teen Nights are every other Friday evening from 7:30-9:30 pm. Participants will be allowed in the MVCC at 7:15 and be charged $1/person.
