Commissioners absent: Pam Starr, Dave Long, and Frank Silvis. Staff present: Terri Blattenbauer(YMCA) Meeting called to order at 6:40 p.m. at City Hall. There were 11 community members also present for the Silverview trail discussion. A motion was made to approve the minutes from March 24 by Gary, with a second to the motion by Stan. There was no April meeting. Several community members spoke in favor to pave the remainder of the trail that surrounds Silverview pond. Some additional considerations asked of the group: • • To add a bridge across the narrow area of the pond. • They appreciate the vistas, which right now there are none. • Would like to see a planting plan and canoe access. • Fishing pier • Cut grass closer to water • Boardwalk in low and "wet" areas • More swings • Maintain path,trim bushes, spray for wild cucumbers and burn weed. • Finish Greenfield trail • Remove lillies from pond(Cliff Ash provided information on DNR approved product.). Gary made a motion to pass by resolution the paving of the remainder of Silverview path surrounding the pond. Also,that the item be moved to the Planning Commission and on to the City Council. Seconded by Stan. Terri reviewed the next agenda item which was a synopsis of tabled items from some past items. This was developed in lieu of the April meeting. Updated items discussed include: The landscape timeline which is pending due to the completion of the outdoor basketball courts. The NYSCA coaching certification has been implemented into our youth baseball program. The additional gym amenities have been ordered and will be shipped on June 4. We are continuing to pursue the refrigerator donation, 4 safety bases • for softball are in place and leagues have begun. Final numbers for Spring programs were finalized and attached to the packet. The numbers are a great depiction of what is being offered and the large number of participants. Other items on this review were moved to the Park dedication plan discussion. A list was provided to the Commission of items that had been previously talked about for the Park dedication plan, as well as a wish list or new items. The following are the items in priority order that the Commission would like to continue to pursue: • Outdoor basketball courts—In progress • Silverview trail paving—In progress 1. Changing space at MVCC with showers 2. Sand VB court lighting at City Hall 3. Pathway along Silver Lake Road 4. Drinking fountains replaced or repaired at Hillview, Greefield, Groveland, City Hall, (determine priority needs). 5. Path from Woodcrest to Cty. H2, and eventually to Cty. I. 6. Additional backstop net at Greenfield A program flyer along with a listing of program ideas for Fall was presented. Some of the planned activities include; fitness,teen leaders club,preschool movement education, homeschool physical education, family nights, parent's night out, language as well as • others. In other business, there was a brief discussion on the pond fillies brought up earlier in the meeting. The rulings on this matter will be provided to the commission. Also, a report was given to the commission on the condition of Commissioner, Frank Silvis after his heart attack. Best wishes were extended to Frank in his recovery. I believe 75%participation at the meetings is appropriate. If this will not work for you, please let me know and I will work with the City to have your position on the Commission replaced by applicants. I appreciate your desire to help further the parks and programs in Mounds View, however, I do understand personal schedules and how they may hinder participation at monthly meetings. Fitness There will be some aspect of fitness offered at the Community Center. An instructor is being sought and the type of class will be determined by the abilities and certifications of the instructor. Teen Leaders Club This is a group of teens selected to assist in planning for teen nights, being a role model for peers, providing a voice for teen activities and also participate in fundraising activities to raise money for teens. Preschool Movement Education This program is designed for ages 6 months to age 3, parent child activities. Held at the Community Center, it will concentrate on quality time with child, movement and exercise to do with your child outside of class, as well as songs and games. Homeschool Physical Education This will provide a physical component to homeschooled youth at the Community Center. Twice per week, 1 hour each meeting. Will consist of activities emphasizing teamwork, fairplay, skills, fitness and FUN! Family nights Family nights will be scheduled 1-2 times per month on Saturday evening. Program will consist of games, relays, special events, food and fun for the whole family! Watch for this to start in September. Parent's night out Parents take a break and drop your kids off with us for movies, games, songs, snacks, and lots of fun! Qualified staff will watch, entertain and provide programs for your children. Language A class to learn German and Portuguese will be taught at the Community Center. Other ideas! We would also like to implement a special event on Halloween, called Halloween Hoopla, evening Tai Chi, and also a play area for siblings whose brother or sister is a participant in a program. This has been an item of discussion with the Parks and Rec. Commission for some time, as they have been working towards a plan for spending park dedication funds for enhancements to City parks. At this time the Commission moves this item to the Planning Commission with the hopes that it can move rapidly forward to the City Council, and hopefully to some fruition yet this summer. • Thank you for your attention to this project. Commissioners absent: Stan McDonald, Pam Starr, Dave Long, and Mary Benz. Guest present: John Hammerschmidt(Bridges Golf Course General Manager) Staff present: Terri Blattenbauer(YMCA) Meeting called to order at 6:35 pm. Sherry shared an opening thought about a commercial and opening a box of crayons. The meaning is that we are all special. She also shared an editorial written by a parent. A motion was made to approve the minutes from February by Sherry with a second to the motion by Gary. • John Hammershcmidt, General Manager of Bridges Golf Course was invited to talk about plans for the golf course. A few of the topics included, the possibility of placing billboards on 118 to help with debt, moving the compost from Arden Park to the golf course, the wetlands study, and time for questions by the Commissioners. Terri updated the commission on some items from the February meeting. Steve Dazenski is securing a cost estimate for path lighting for sand volleyball and softball at City Hall. The subject of paving the trails at Silverview will be an agenda item for the April 5 council work session in regards to notifying the affected residents. The commission had suggested the move of Woodcrest playground equipment to Random Park. It was recommended by Public Works to move the equipment elsewhere due to several reasons, including, color scheme, space, as well as others. The commission would like to continue pursuing the move to Random Park. The equipment may be difficult to move from the footings, however, P.W. Department will attempt to salvage what they can. Discussion moved to adding a trail system along Silver Lake Road to Count Road I, also, along Highway 10. A bridge over Highway 10 was also discussed, as well as adding a culvert at Silverview. These items could potentially be apart of the Park dedication plan. Discussion and update on these items will be continued at the April meeting. Terri gave an update of programming at the Community Center and the Parks and Recreation programs for Spring (Exhibit A-1 attached). Spring programs begin the week of March 29. A Marketing Plan is being developed for MVCC and P & R Department, a • refrigerator is being donated by Steve's Appliance. It will be a used one, and we will be 1 checking with them periodically on the status of any trade-in. The approved amenities • have been ordered and should be complete in 6-8 weeks. Coke was approached to sponsor the scoreboard and declined. Terri will continue to explore the rationale to purchase a Border Patrol for the MVCC parking lot. The Minnesota Sports Federation will be sponsoring a weekend long Masters Volleyball tournament at the community center April 17-18. Lastly, an after hours part time cleaner has been hired to clean the facility M-F. A weekend cleaner is still being sought. We are currently discussing the paving of the remainder of the path that surrounds Silverview pond. If you would like to be apart of that discussion, you can attend the meeting scheduled for Wednesday, May 26,6:30 p.m. at the Mounds View City Hall. We will be taking the first portion of the meeting for this item. This is in lieu of our April Meeting. • Landscape timeline: The 2, 1/2 court basketball courts will be in by the first part of June. The irrigation system will be worked on once that is complete. Rick has been planting trees where he can at this point and will be working with the school to have the kids help on the North side planting in May. • NYSCA Certification: We have explored the certification, and received the information. The MVCC Program Director, Shannon Roepke, will test to become a trainer. This will be implemented for our youth coaches. • VB court lighting at City Hall: The cost of lighting is$7,390. We will continue discussion on this at our May meeting. • • Gym Amenities: The amenties are completely ordered. The Vendor had difficulty with fitting all 6 baskets on wall-mounts. The final product will be 4 main, ceiling mounted baskets (on the 2 side-by-side courts) and 1 wall mounted practice basket on the east wall. I will explain more of this at our meeting. All baskets, lockers, wall padding, and divider curtain should be in around June 1. • Refrigerator donation: I am waiting for Steve's appliance to a acquire a used unit. They are willing to donate used. I have been calling about once every 2 weeks to check the status. • Silverview trail paving: The Council has approved a hearing. The item will be on the regular agenda for May. I will be sending a letter to affected residents to invite them for discussion on this matter. I may be asking some of you for assistance in identifying those homes. • 4 Safety bases for softball: These are in place for the leagues starting the week of April 26. • Final numbers for Spring programs: These are updated figures from our last meeting. (Attached) • • Changing space options: I have explored the option of converting a storage area • located in the lobby/vending area to 3 unisex, ADA accessible changing areas. We could pursue this as a permanent or temporary option. I have a price estimate on both options. P = solid plastic,to match restroom stalls $4,188. T=baked enamel metal stalls $2,660. With the hopes that at some point there may be locker rooms/showers, we can discuss what would be the best current solution. • Border Patrol: My best source regarding usage and definite need is the local hockey association. I have left 2 messages for the president and have received no response back. I will continue to pursue them. • Park Dedication plan: This will be our main topic of discussion for our May meeting. We will need to begin securing a plan for implementation. The following items have been discussed: Pathway along Silver Lake Road, Bridge over Highway 10, Path from Woodcrest to Cty. I, Placement of a culvert at Silverview. These are items in addition to the paving of the trail system at Silverview. Please let me know of other ideas you may have for this plan. • Woodcrest playground equipment: I was informed that the City Council made the decision to pursue moving the equipment to higher ground and keeping it at Woodcrest. Commissioners absent: Stan McDonald, Pam Starr, Dave Long, and Mary Benz. Guest present: John Hammerschmidt(Bridges Golf Course General Manager) Staff present: Terri Blattenbauer(YMCA) Meeting called to order at 6:35 pm. Sherry shared an opening thought about a commercial and opening a box of crayons. The meaning is that we are all special. She also shared an editorial written by a parent. A motion was made to approve the minutes from February by Sherry with a second to the motion by Gary. • John Hammershcmidt, General Manager of Bridges Golf Course was invited to talk about plans for the golf course. A few of the topics included, the possibility of placing billboards on 118 to help with debt,moving the compost from Arden Park to the golf course, the wetlands study, and time for questions by the Commissioners. Terri updated the commission on some items from the February meeting. Steve Dazenski is securing a cost estimate for path lighting for sand volleyball and softball at City Hall. The subject of paving the trails at Silverview will be an agenda item for the April 5 council work session in regards to notifying the affected residents. The commission had suggested the move of Woodcrest playground equipment to Random Park. It was recommended by Public Works to move the equipment elsewhere due to several reasons, including, color scheme, space, as well as others. The commission would like to continue pursuing the move to Random Park. The equipment may be difficult to move from the footings,however, P.W. Department will attempt to salvage what they can. Discussion moved to adding a trail system along Silver Lake Road to Count Road I, also, along Highway 10. A bridge over Highway 10 was also discussed, as well as adding a culvert at Silverview. These items could potentially be apart of the Park dedication plan. Discussion and update on these items will be continued at the April meeting. Terri gave an update of programming at the Community Center and the Parks and Recreation programs for Spring (Exhibit A-1 attached). Spring programs begin the week of March 29. A Marketing Plan is being developed for MVCC and P & R Department, a refrigerator is being donated by Steve's Appliance. It will be a used one, and we will be • checking with them periodically on the status of any trade-in. The approved amenities • have been ordered and should be complete in 6-8 weeks. Coke was approached to sponsor the scoreboard and declined. Terri will continue to explore the rationale to purchase a Border Patrol for the MVCC parking lot. The Minnesota Sports Federation will be sponsoring a weekend long Masters Volleyball tournament at the community center April 17-18. Lastly, an after hours part time cleaner has been hired to clean the facility M-F. A weekend cleaner is still being sought. This is in lieu of our April Meeting. • Landscape timeline: The 2, Y2 court basketball courts will be in by the first part of June. The irrigation system will be worked on once that is complete. Rick has been planting trees where he can at this point and will be working with the school to have the kids help on the North side planting in May. • NYSCA Certification: We have explored the certification, and received the information. The MVCC Program Director, Shannon Roepke, will test to become a trainer. This will be implemented for our youth coaches. • VB court lighting at City Hall: The cost of lighting is $7,390. We will continue • discussion on this at our May meeting. • Gym Amenities: The amenties are completely ordered. The Vendor had difficulty with fitting all 6 baskets on wall-mounts. The final product will be 4 main, ceiling mounted baskets (on the 2 side-by-side courts) and 1 wall mounted practice basket on the east wall. I will explain more of this at our meeting. All baskets, lockers, wall padding, and divider curtain should be in around June 1. • Refrigerator donation: I am waiting for Steve's appliance to a acquire a used unit. They are willing to donate used. I have been calling about once every 2 weeks to check the status. • Silverview trail paving: The Council has approved a hearing. The item will be on the regular agenda for May. I will be sending a letter to affected residents to invite them for discussion on this matter. I may be asking some of you for assistance in identifying those homes. • 4 Safety bases for softball: These are in place for the leagues starting the week of April 26. • Final numbers for Spring programs: These are updated figures from our last meeting. (Attached) • • • Changing space options: I have explored the option of converting a storage area located in the lobby/vending area to 3 unisex, ADA accessible changing areas. We could pursue this as a permanent or temporary option. I have a price estimate on both options. P = solid plastic, to match restroom stalls $4,188. T=baked enamel metal stalls$2,660. With the hopes that at some point there may be locker rooms/showers, we can discuss what would be the best current solution. • Border Patrol: My best source regarding usage and definite need is the local hockey association. I have left 2 messages for the president and have received no response back. I will continue to pursue them. • Park Dedication plan: This will be our main topic of discussion for our May meeting. We will need to begin securing a plan for implementation. The following items have been discussed: Pathway along Silver Lake Road, Bridge over Highway 10, Path from Woodcrest to Cty.
