Next meeting * Available at meeting THANK YOU FOR CALLING IF YOU CANNOT ATTEND (612)717-4042 • • MOUNDS VIEW Exhibit A Parks and Recreation Commission February 24, 1999, 6:30 pm Minutes Commissioners present: Frank Silvis, Gary Stevenson, Mary Benz, Dave Long and Rob Marty (Council Liason). Commissioners absent: Stan McDonald, Pam Starr, and Sherry Gunn. Staff present: Terri Blattenbauer(YMCA), Rick Wriskey(Forestry) and Steve Dazinski (Public Works). Meeting called to order 6:35 pm. Motion to approve the January 27, and special meeting, February 10 minutes by Gary, with a second to the motion by Dave. Rick Wriskey gave a 30 minute presentation on what the Forestry department in Mounds View does. Including the in-house landscaping at the MVCC and City Hall. He also informed the IIIcommission that tree planting at the community center this spring will involve the Pinewood Elementary school kids on Arbor Day. Terri asked the commission to begin brainstorming ideas of what projects they might be interested in pursuing in 1999 for usage of some park dedication funding. Steve was present to inform the group on the existing trail system in Mounds View and his thoughts on paving the remaining trails, particularly at Silverview. Apparently there had been some resistence by residents in that area. Terri will get information on a public hearing. Developing trails at the golf course for a nature trail is also an interest. Terri will invite John Hammerschmidt to the March meeting to discuss plans. Lighting for the paths to the softball fields at City Hall, and the volleyball courts was also discussed. Steve will get a cost estimate for this. Terri will explore the possibility of moving the playground equipment from Woodcrest, which is no longer a park, to Random park which would enhance the existing equipment. Discussion turned to the outdoor basketball courts that were included in the MVCC original plans. The cost of adding 2 half courts is $4,590 each. Gary made a motion to proceed with the outdoor basketball courts and the process of paving the trails at Silverview. Seconded by Mary. Motion carried. Terri updated the group on the Community Center. All amenities that went to the City Council were approved to be paid by the construction budget, however, a 2nd bid must be sought for the • baskets, since it is over a certain dollar amount. All other purchases are being worked on with specs, budgeted numbers, etc. Bruce Kessel, Finance Director has asked Coke if they would be • interested in partial or full sponsorship of the scoreboard. Mike Ullrich is working on cable hookup for the lobby for a TV. Terri will pursue two other ideas for programming which would incur cost in 1999, Border Patrol for the parking lot for street hockey, and also virtual golf for a portion of the storage closet in the gym. The commission believes that this space would be best utilized if it could be locker/changing space. Other happenings include a school flyer for spring programs, a day camp program is potentially being developed for summer and possible outreach with the schools for spring and summer. The MVCC is hosting a state men's and women's volleyball tournament on April 17-18 sponsored by the Minnesota Sports Federation. Terri will check with Steve's Appliance for a refrigerator donation for the Sr. lounge. There was brief discussion on the issue of having safety bags in softball. Currently they are not required, however, at some point will be and are a safety measure that should be considered. They are approximately $100 each. Dave made a motion to approve the purchase of 4 safety bases for softball. Seconded by Mary. Motion carried. Guest present: John Hammerschimdt(Bridges Golf Course General Manager) Staff present: Terri Blattenbauer(YMCA) Meeting called to order at 6:35 pm. Sherry shared an opening thought about a commercial and opening a box of crayons. The meaning is that we are all special. She also shared an editorial written by a parent. A motion was made to approve the minutes from February by Sherry with a second to the motion by Gary. • John Hammershcmidt, General Manager of Bridges Golf Course was invited to talk about plans for the golf course. A few of the topics included, the possibility of placing billboards on 118 to help with debt,moving the compost from Arden Park to the golf course,the wetlands study, and time for questions by the Commissioners. Terri updated the commission on some items from the February meeting. Steve Dazenski is securing a cost estimate for path lighting for sand volleyball and softball at City Hall. The subject of paving the trails at Silverview will be an agenda item for the April 5 council work session in regards to notifying the affected residents. The commission had suggested the move of Woodcrest playground equipment to Random Park. It was recommended by Public Works to move the equipment elsewhere due to several reasons, including, color scheme, space, as well as others. The commission would like to continue pursuing the move to Random Park. The equipment may be difficult to move from the footings, however, P.W. Department will attempt to salvage what they can. Discussion moved to adding a trail system along Silver Lake Road to Count Road I, also, along Highway 10. A bridge over Highway 10 was also discussed, as well as adding a culvert at Silverview. These items could potentially be apart of the Park dedication plan. Discussion and update on these items will be continued at the April meeting. Terri gave an update of programming at the Community Center and the Parks and Recreation programs for Spring (Exhibit A-1 attached). Spring programs begin the week of March 29. A Marketing Plan is being developed for MVCC and P & R Department, a • refrigerator is being donated by Steve's Appliance. It will be a used one, and we will be checking with them periodically on the status of any trade-in. The approved amenities • have been ordered and should be complete in 6-8 weeks. Coke was approached to sponsor the scoreboard and declined. Terri will continue to explore the rationale to purchase a Border Patrol for the MVCC parking lot. The Minnesota Sports Federation will be sponsoring a weekend long Masters Volleyball tournament at the community center April 17-18. Lastly, an after hours part time cleaner has been hired to clean the facility M-F. A weekend cleaner is still being sought. An update item for next meeting, Terri will speak with Rick Wriskey on a timeline for landscaping. Motion to adjourn from Gary with a second from Sherry. Meeting adjourned 8:10 pm. The following questions need to be addressed: * What is the moat effective method of getting information to residents? * What is the most effective/efficient session duration? * Are fees a barrier to participation? * What are residents willing to pay in terms of fees? * What types of programming are wanted by different target audiences? * How can we more effectively involve a greater number of residents in the use of the new community center? * Is transportation a barrier to accessing programming? Proposal in order to understand the wants and needs of residents in Mounds View and the surrounding area, we propose developing a survey document to be conducted with a random sample of individuals and families. This survey could be conducted in two ways: 1.) Formal research -- a phone or mail survey could be put together by a market research firm and conducted with a random sample of residents. Benefits -- accurate, reliable information Barriers -- Cost of approximately $20,000 - $25,000 depending on the scope of the project. 2. ) Informal research -- a written survey could be developed and inserted in to the Mounds View Matters or other local publication. Residents would be asked to fill it out and drop it off or mail it back. An incentive could be used to increase participation. Benefits -- Quicker to do, less eepensiv?
