The meeting will be held on Thursday, March 26, 1992 at 6:30 p.m. in the City Hall Council Chambers. Forester Wriskey will be presenting his annual Forestry report. Also, we will be updating you on activities which the department has been working on in the past month. The good news is that the City Council approved the request for Proposal II of the Lakeside operations for 1992. Special thanks to Pam Starr and Scott Dentz who both came to the work session to push the need for the extra use of the Fund Balance for this year's Lakeside Park beach program. Another cut in Local Government Aids has again produced havoc. State and Federal • agencies continue to require mandates but neglect to provide funding for the implementation, and then the State raids the Fund for Local Government Aids, using its funds for other shortfalls, while decreasing cities' aid. There are many funding problems for the City to deal with and it all seems so unfair to the cities. More later on this subject. ROLL CALL: Commissioners present: Chairperson Burmeister, Commissioners Starr, Trettel, Dentz, and Long. Commissioners absent: Silvis and Stevenson Councilmember present: Wuori Staff present: Saarion, Director APPROVAL OF MINUTES: Commissioner Trettel made a motion, seconded by Commission Dentz to approve the minutes of the January 23 , 1992 minutes. Motion passes, 5 Ayes, 0 Nayes. . REPORTS: There were no special reports by Chairperson Burmeister or Councilmember Wuori. UPDATES: Director Saarion updated the Commission on several projects. The RSCC is continuing to be a viable group meeting twice each month. The bill has been introduced at the Legislature in committee but no news yet. Many Seniors have been attending the meetings. Vandalism at Silver View: There was an incident where vandals pryed the door open, cutting the bolts and entering the kitchen, breaking the cover of the electrical meter and cutting the locks on the serving window. The ice skating season has ended. Statistics will be provided at the March meeting. The Trailways Advocacy Group meeting will be held on March 5 at 7: 00 p.m. Director Saarion will facilitate the meeting and Commissioner Stevenson will serve as the City Representative from the Planning and Parks and Recreation Commission. \ • The letter in the packet regarding the permit for wetland alterations informs us that the permit is now on hold until which time the two agencies agree on the guidelines of criteria. SEH indicated that it does mean a longer time to wait, but that it probably doesn't hinder our chances for approval. LAKESIDE PARK: At 7: 00 p.m. the Spring Lake Park Recreation Commission arrived for the joint meeting regarding operation of Lakeside Park this summer. Both proposals I and II were reviewed (in the packet) . It was a mutual agreement by both Commissions that the activities at the park this summer should provide for the greatest amount of lifeguarding services possible because of the favorable water conditions this year. A motion was made by Chairperson Burmeister and seconded by Commissioner Long to recommend to the City Council the operation of Proposal II which calls for the use of Fund Balance monies plus the budgeted monies to provide for 6 weeks of lifeguarding staff every day of the week. The motion passed, 5 Ayes, 0 Nayes. Motion passed. Commissioners Starr and Dentz agreed to attend the City Council work session on Monday, March 9, 1992 to confirm the Commissioner's recommendation • to the City Councilmembers regarding the request to spend a portion of the Fund Balance for this summers beach operations. Commissioner Trettel suggested that a donation box be available at Lakeside Park for contributions by patrons, similar to boxes found at Como Zoo. Also, it was suggested that a raffle could be held every week with the reward being a free rental of the water equipment. These ideas and other will be reviewed as fund raisers. ADJOURNMENT: Commissioner Long made a motion, seconded by Commissioner Starr to adjourn the meeting. Motion passed, 5 Ayes, 0 Nayes. Meeting adjourned at 7:30 p.m. • UPDATE • MOUNDS VIEW PARKS, RECREATION & FORESTRY MARCH, 1992 1. CDBG Grants - $158, 290. 00 was requested through Community Development Block Grants. The projects and amounts include: - $67,550. 00 for paving a portion of the Silver View Park trail, including installation of the culvert. - $54 , 000. 00 for the replacement of playground equipment at Lambert Park, accessible to persons with disabilities complying with ADA regulations. - $31,840. 00 for subsidies to persons of low income to offer the opportunity to participate in recreation programs regardless of their economic status. - $4 , 900. 00 for subsidies to persons of low income offering the opportunty for all persons to enjoy the production of the MVCT regardless of economic status. 2 . Lakeside Park beach operations include the employment of lifeguarding staff for 6 weeks, Mondays through Sundays. Staff is currently in the process of recruiting 3 seasonal lifeguards. The program will also include water equipment rentals and food concessions. Park activities will also • include picnic reservations, sand VB leagues, and softball leagues. 3 . The Trailways Advocacy Group met in March and identified a city wide bicycle route system. They prioritized routes for funding as well as offered a draft on goals and objectives. The group will meet again in April and may then proceed to present recommendations to the City Council regarding a Mounds View bicyle / trailways program. See map. 4 . RSCC - The Task Force continues to function with enthusiasm. I was unable to attend the last meeting because of another meeting which ran in conflict to the RSCC. However, after talking with Task Force members it seems that the issue of site location will continue to be the topic at the next meeting. No word to date on the bill. 5. Staff attended an ADA workshop which provided information regarding the American Disabilities Act as it pertains to recreation services and park facilities. The City of Mounds View has already adopted a resolution recommended by the Parks and Recreation Commission which establishes three Community Parks and accessible to persons with disabilities. Any improvements that are made in the parks must be accessible to those with disabilities. The three parks • designated as accessible must be inventoried to make sure that all amenities are truly accessible. Retrofitting older facilities is not required, but encouraged. Staff and Commission can discuss this further. • 6. The need for volunteers serving in the parks is now more crucial than ever. Please note the letter written to Stephanie Shaner regarding scout groups adopting certain projects i.e. the City hall flower garden. This and other volunteer projects are needed. If you Commissioners have any connections with civic groups that may be interested in such volunteer projects, please let me know. 7 . MVCT - at this time is yet undecided on a production. I am waiting to hear from the Board of Directors regarding their plans for summer , 1992 . • • MEMO TO: MARY SAARION, DIRECTOR • PARKS, RECREATION AND FORESTRY FROM: RICK WRISKEY, FORESTER DATE: MARCH 5, 1992 SUBJECT: POTENTIAL OUTDOOR PROJECTS FOR PEOPLE WITH "RESTITUTION TIME" The following is a list of chores that could be performed in 1992 by people doing court- ordered restitution for the City. • Rake leaves and twigs - City Hall. • Pull weeds - City Hall Tot Lot. • Rake under willows - Random. • Clip grass around City Hall building and tot lot. • Hand water trees at City Hall picnic area. • Chip around trees - all parks (chips could be delivered.) • Pick up trash in parks. • Water park trees using hose and buckets. • Edge sidewalks and curbing - City Hall. The City Hall front flower garden would be an excellent project. The flowers are enjoyed by all those who come to City Hall. Forester Rick Wriskey has given me some ideas regarding a volunteer program for this project. If you are interested in this project, please review the list below which outlines the jobs and responsibilities of the project. 1. The flower types and locations should be selected by the volunteers. Rick would could provide advice if you wish. . 2. The City would order, purchase and pick up the flowers. • 3. The City would roto-till the garden, but the volunteer group would be responsible for raking, composting and final preparations of the garden bed. 4. The volunteers would need to sign an "agreement" with the City stating that they would properly maintain the flowers. This would include installation, watering, weeding, hoeing and clean-up within the specified period of time (i.e. May 20 through September 30.) This project is most visible to the public and requires a great commitment from the volunteers. Successful completion of the project would be duly noted in the newsletter, local paper as well as by the City Council. If your group(s) are interested in taking on this project, please call me as soon as possible. I think that it would be a great project and would be a visible project that the scouts could take great pride. The rinks were open for a total of 60 days, within an approximate 9 week time span. Three days (Jan. 8, Jan. 9, & Jan. 15) were closed due to poor weather conditions. ICE CONDITIONS Satisfactory ice conditions were experienced throughout most of the rink season. Tempartures ranging from extreme cold to very warm made flooding very difficult at times. RINK USE Rinks were open during regularly scheduled hours for drop-in skating. In addition, rinks were available for special reservations by individuals and groups. Listed below are the groups and individuals who reserved the rinks during the 1991-1992 season: • Northside Christian School - Hillview; February 3 & 5, 1992 (3 hours/day) Lake Region Hockey - Lambert; Practices & Games held throughout the rink season Individuals - Lambert & Hillview; broomball & pick-up hockey games (1.5 hours/use) In addition, the Mounds View Parks and Recreation Department held ice skating lessons on Tuesdays and Saturdays at Hillview ice rink from January 4 to February 11, 1992. Youth boot hockey, adult & student broomball leagues were offered, but were not held due to lack of registrations.
