We are waiting for the grass to stop growing, but the weather has provided for excellent growing and although the parks take a lot of mowing, the turf is really nice. Soccer has begun along with the 4-Man Football activity. Students are back in school, busses can be seen throughout the day in the community. The transition from summer to fall has begun. The regular September Parks and Recreation Commission meeting will be held on Thursday, September 24, 1992 at 6:30 p.m. at City Hall. The agenda is very light. It 0 will be interesting to hear the update on the Golf Course Task Force meeting which is being held between the time of this letter and the Commission meeting. I ," ler r CALL TOLL FREE 8C0-221-5185/FAX 914-699-2961 41 MEMO TO: PARKS AND RECREATION COMMISSIONERS • FROM: MARY SAARION, DIRECTOR PARK, RECREATION & FORESTRY DATE: SEPTEMBER 16, 1992 SUBJECT: UPDATE ON ARSENAL LAND FOR ATHLETIC FIELDS I recently talked with John Buckley regarding an update on the status of using Arsenal land for the development of a joint city athletic complex. Things have been moving for Arden Hills. John informed me that the Army is in the process of working a deal with the City of Arden Hills where they will give Arden Hills approximately 500 - 600 acres of property just north of the new Reserve Building. The land would be used for a new Arden Hills City Hall and Maintenance Building. The remaining acreage would be park land for the development of an athletic complex. This land would have access either off of Lexington or Hwy 96. There are currently no restrictions for pollutants and other issues. A long term lease would be enacted. The original joint athletic complex plan had a $50, 000. 00 contribution from each city. This complex would include baseball, soccer and softball fields. It is time to look into funding for the $50, 000. 00 contribution • if the City of Mounds View wishes to continue to be a member of this joint venture. • MEMO TO: PARKS AND RECREATION COMMISSIONERS • FROM: MARY SAARION, DIRECTOR PARKS, RECREATION & FORESTRY DATE: SEPTEMBER 16, 1992 SUBJECT: INFORMATION ON LAND ACROSS FROM CITY HALL ON EDGEWOOD DR. Mr. Terry Moses is representing the owner of the land located across the street from City Hall on Edgewood Drive, next to the Bel Rae Ballroom. Mr. Moses has discussed the status of the land and opportunities to develop it with Planner Paul Harrington. Because the land is designated as wetlands, it cannot be developed without altering the wetlands. Mr. Moses naturally would like the City of Mounds View to purchase the land and use it for parkland and holding pond as suggested in the storm water system master plan developed by SEH in 1988 (proposed multi-purpose detention basin map enclosed) . In order to do this the City would need to mitigate the wetland. Mr. Moses has not indicated an "asking price" of the land. It is the suggestion of the Planning Dept. that Mr. Moses prepare a proposal to be submitted to the City Council. It is unknown whether or not Mr. Moses will pursue this avenue. However, he • has come to City Hall several times to discuss options. It is quite evident that he wishes that the City purchase the land. The land is currently unable to be developed and yet his client is paying taxes on the land. It would be in the best interest of the City if the land would be given to the City. On the other hand, the owner naturally wishes to get whatever he can for the land. In preliminary review of the maps, it is believed that the distance along the east/west line of the parking lot is approximately 500 feet. This may be enough area to construct a large baseball field depending upon the scope of wetland mitigation necessary. A baseball field of this size is a needed athletic facility in the City of Mounds View. I look forward to your discuss and ideas regarding this land. I wish to inform you that I have submitted a LAWCON grant for matching funds for the connection of trail from the sidewalk break along Silver Lake Road into Silver View Park connecting to the parking lot leading to the County Road I sidewalk. This is a missing link that hinders the grand Silver Lake Road sidewalk to the County Road I connection linking Downtown Minneapolis and downtown St. Paul through the northern suburbs. The administrators of the LAWCON grant have already inspected the site. The project meets all the criteria of the grant and was a worthy request according to their comments. The bad news is that over 43 grant requests were made totaling $4 million dollars with only a little over $200,000.00 available in grant monies. Funding will be determined on the merit and worth of all the other projects. I am keeping my fingers crossed on this one. I have given Ric Minetor, City Engineer the list of roads that the TAG group wishes to have lined with a trailway. The City is again negotiating with Ramsey County to perform the street lining this Fall. Ric has assured me that he will request that the County also stripe a trailway on the roads that were indicated. The project has not begun yet and a date could not yet be given to me as to a starting time. I am trying to patiently wait on this, but I am eager to see our first trailway stripes on any road in Mounds View to indicate "the beignning" of on-street trailways. There is no other news regarding trailways other than a resolution which was requested by the Friends of the Parks organization. This group is a County advocate for the purchase of abandoned railroads for the Burlington Northern Trailway Corridor, leading to outstate Minnesota from Minneapolis and St. Paul. The S LAWCON grant specifically is associated with parks, but the LCMR grant could be available for other trailways. However, the LCMR has a more regional criteria that we may find difficult because we are competing with the Counties and State trailway projects. My earlier attempt was denied because of lack of "regional" significance. But, try and try again as the old saying goes. This correspondence update will serve in place of a meeting. I just don't have enough subject matter to call a meeting. However, I will correspond with you on a quarterly basis or call a meeting if the need arises. I hope that you all had an enjoyable summer.
