We'll have treats at the meeting along with coffee to celebrate the holiday season. The agenda is light and we can have time to reminisce and brainstorm ideas for 1993. The meeting will probably be short. It is a combination November / December meeting because both regularly scheduled meeting dates fall on the Holidays. I look forward to seeing you. Director Saarion informed the Commission that a department goal setting session will take place January 7 , suggesting that the Commission do some goal setting in February. NEXT MEETING: Director Saarion informed the Commmission that the next meeting would be held on Thursday, January 28, 1993 . At this meeting the Regional Senior Community Center public information meeting will be held. This will be a good chance for the Commission to become informed about the RSCC proposal and to ask questions. \ ADJOURNMENT: After "Happy Holiday" wishes by everyone, Commissioner Silvis made a motion seconded by Commissioner Long to adjourn the meeting. Motion passed unanimously. The meeting was adjourned until next year, 1993 . • • PROCEEDINGS OF THE MINUTES OF THE • PARKS AND RECREATION COMMISSION MEETING FOR THE CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA Thursday, October 22 , 1992 6: 30 p.m. City Hall Chambers CALL TO ORDER: Chairperson Burmeister called the meeting to order. ROLL CALL: Member present: Chairperson Burmeister, Commissioners Dentz, Trettel, Starr, Long, Stevenson. Commissioners absent: Silvis, with an excused absence. Staff present: Director Saarion APPROVAL OF MINUTES: Commissioner Dentz made a motion, seconded by Commissioner Long to approve the minutes of the • September meeting. Motion passee, 6 ayes, 0 nayes. GOLF COURSE TASK FORCE REPORT: Commissioner Stevenson reported that indications show that the 18 hole course would provide for greater revenues but also cost a lot more because of the need to purchase property. The negotiation for the cost of the property is necessary. PARK PROJECTS: Director Saarion suggested that the Commission may wish to approach the City Council to request that monies designated for Lambert Park now be used for other park projects or purchases. After brainstorming a number of projects on the list of things to do, it was suggested that two 9 hole disc golf holes and one bridge for Silver View Park be recommended for purchase. Director Saarion will look into the exact prices. Commissioner Stevenson made a motion seconded by Commissioner Long that the Commission recommend to the City Council the purchase of these park amenities using the budgeted monies of • approximately $12, 000. 00 originally earmarked for Lambert Park. Motion passed 6 ayes, 0 nayes. The Commission will be asked to present this ill recommendation to the City Council at one of the next future meetings. STAFF REPORT Council Action: 0 Special Order of Business • CITY COUNCIL MEETING DATE November 23. 1992 0 Public Hearings 0 Consent Agenda tJ Council Business Item Description: Recreation Commission Request to Use Park Capital Funds for Park Repairs and Equipment Administrator's Review/Recommendation: - No comments to supplement this report - Comments attached. Explanation/Summary (attach supplement sheets as necessary.) UMMARY; The 1992 Parks Capital budget has $12,000.00 allotted for Lambert Park playground equipment. This was budgeted before the CDBG grant for the same project was awarded. Because of the grant, Lambert Park now has a beautiful playground worth over $50,000.00 which was funded with grant monies. The parks have several needs and the Parks and Recreation Commission wishes to request the City Council approval to spend the $12,000.00 on these other park needs. The needs are listed below: Track for the Skid Loader: • These metal tracks fit over the wheels of the skid loader which provides a means whereby the skid loader can be used for park areas such as trails and soft, turf areas. Vehicles such as the skid loader and other equipment are frequently not usable in the parks because they are so heavy. For instance, the use of these vehicles on Silver View Park pathway creates ruts and ruins the surface area when trying to maintain the path. Also, near ditch areas where the soils are peaty and soft such as Greenfield trail area, the vehicles often sink and become stuck. The tracks on the skid loader would enable use in these areas without further damaging the surface. I had a chance to see these tracks on a skid loader in action during the restoration work at Silver View culvert project. Timberscapes were hired to complete the restoration and they used a skid loader with tracks exclusively for the project. When talking with Hugh Morris he explained that the tracks were one of his most used pieces of equipment, and would be an asset to parks maintenance. Both parks maintenance workers Steve Dazenski and Jeff Weinke had a chance to see the tracks in action at a Fall Equipment Show. They were the ones that made the initial request for this additional piece of equipment to be used in conjunction with the skid loader. • The cost of the tracks is $2,213.32. ry Saarion, Director Parks, R-reation and Forestry Department • It is the request of the Parks and Recreation Commissioners and staff that the • City Council approve these expenditures including the purchase of skid loader tracks, the floor improvements at Random Park Building, the purchase of two RECOMMENDATION; nine hole disc golf equipment, and the replacement of Groveland Park cargo net using $12,000.00 (which was originally budgeted for Lambert Park playground) and the additional $278.42 available from previous park capital items which were purchased under the estimated cost. • MEMO TO: MAYOR & COUNCILMEMBERS FROM: MARY SAARION, DIRECTOR PARKS, RECREATION & FORESTRY DATE: NOVEMBER 20, 1992 SUBJECT: SECURITY LIGHT AT GROVELAND PARK Councilmember Quick requested that I look into options for the security light at Groveland Park located on the northeast side of the basketball court. The light is providing enough light for youth to be playing on the basketball court during late hours of the evening, and making enough noise to disturb neighboring residents. I have requested Bacon Electric to look into the situation. Don from Bacon Electric has provided several options and estimated costs for each. The options are as follows: Option # 1 Disconnect the security light. The wires would simply be disconnected. The result will be that the fixture would be present, but it would not be functioning. The estimated cost is $45. 00. • Option #2 Move the fixture to another pole, possibly the southeast pole the one that the electrical box is on. The wires could be fed to this location. The estimated cost is $500. 00. This may not result in a remedy because there will be enough light for the bangboard, and perhaps enough spill light to the basketball court. Option #3 Put in a directional light either at the northeast or southeast pole shining towards the park building. This may still allow enough light for basketball play. Such directional lighting is provided at Lambert Park shining towards the new playground equipment. The cost of this option is approximately $750. 00. Option #4 Another option is to have the light put on a photo cell that tells it to turn off at 10: 00 p.m. when park curfew is in effect. However, this would not serve as a security light, rather it would serve as a play light only in the fall months after daylight savings time has discontinued and until the snow 40 arrives. This option would only cost approximately $45. 00. Option #5 • A final option is to leave the light as is. Historical perspective: The security light was originally installed at the request of the residents. A security light was requested at each of the facility areas including the court area, building, playground and finally the picnic area, which is the last area to have security lighting. The park is closed after 10: 00 p.m. If people are in the park after this time and if they are a nuisance the police should be called. Play in the park during park hours (6am - 10pm) is encouraged. There is a short timespan between the time when the weather is yet pleasant, and daylight savings has ended resulting in extended dark evenings, and snow has not yet arrived - - - all factors in providing the elements for youth to be playing in the park during dark until later hours. The chances of favorable weather enticing basketball play into the late hours of the night lessen as winter snows and cold approaches. The trouble time seems to be the months of October and November depending upon the weather. In all likelihood, this problem did not occur last year because of the early snow, and other years because perhaps because of early cold temperatures. However, during mild late Autumns like this year, this problem most likely appears. • The problem will probably disappear with the arrival of snow and cold weather. Another possible remedy would be the request of the police to drive by the park and enforce curfew when nuisance park users are present. These options and any others that you may wish to suggest are open for discussion at the Work Session on December 7, 1992 . Monday, December 7 , 1992 - Jeff and Steve at Skillpath Seminar in Bloomington Tues. - Friday, Dec 8-23 - Regular daily morning rink flooding to establish ice • Thurs. , Dec. 24 - no flooding, kids off of school, off early for Christmas Eve Dec. 27 - 30 - night flooding, 8 pm - 4 : 30 am Mon. , Jan. 4 , 1993 - resume regular morning daily rink flooding. • • 'THIS IS IT" • PARKS, RECREATION & FORESTRY DEPARTMENT (Week of November 16, 1992) Weekend of Special Events Holly Wreath Boutique: This past weekend (Saturday, November 14) was one of special events. Sharie organized the Holly Wreath Boutique which was held here at City Hall. Twenty-three people rented spaces for the boutique. The City offered advertising and space for the boutiquers of the area. As you all know, boutiquing is a special activity for many people during this time of the year. The turnout was very good throughout the day. The crafters had a good time. The crafts were of very high quality. The Holly Wreath Boutique was a success! Many people have already inquired about next year's boutique. Congratulations to Sharie for putting on this special event. Turkey Shoot: • Meanwhile, on Saturday, November 14, Mary was at Edgewood School organizing the "Turkey Shoot". This is a family activity incorporating many different sports including basketball freethrows, hockey goal shoots, soccer goal shots, football throws and disc golf shots. Each child and parent are a team. They had five tries for each sport and if all five tries were successful they were given the opportunity for a bonus point. Over 30 teams participated, approximately 66 people. The prizes were turkeys, donated by the Mounds View Lion's Club. During the time that I was there, many people commented that the activity was a fun and nice family orientated activity. Mary is to be congratulated for this successful activity! P.S. Mary and School Coordinator Mike Quick really worked hard to clear all the school's gymnastics equipment that was found on Saturday morning laying out throughout the gym. All the equipment had to be cleared before the Turkey Shoot equipment could be set-up. It was harried there for a while but Mary with Mike's help was able to clear the gym in the knick of time as the public started to arrive. Turkey Trials: The Turkey Trials will be held at Edgewood pool on Saturday, November 21. Family swimming activities will be organized for fun. Everyone will receive a Mounds View Recreation water bottle. These activities will be held during the normal open swim time at 1:00 p.m. TAG Meeting: • I met with the TAG on Monday evening, November 16. We reviewed information that the TAG wishes to provide for the community. An article will be placed in the January/February City Newsletter regarding the correct driving procedures of the white line now installed on some of Mounds View streets. Also, information regarding safety tips for winter walkers and joggers will be listed. Educational information for Spring was discussed. It was decided that a flyer will be distributed to the schools in the Spring offering safety tips and a map, information on equipment and information on a rodeo to be included. A separate pull out informational piece also was suggested for the March/April City Newsletter. This piece would also provide information on the proposed trail route, safety information, bicycle commuting information and other tidbits that would be on benefit to walkers, joggers and bicyclists. It was also decided that the TAG would encourage the use of bike helmets. The TAG will submit a request to the Mounds View Lion's Club to donate the funds for a safety bicycle day of activities which may include the subsidization of bike helmets for those who are unable to afford the cost of bike helmets. Golf Course Architect Meeting: • Joel Goldstrand met with Randy Thoreson and I on Tuesday evening, November 17. He was given information on the golf course land and wetland situation. It was requested that he give the City a estimate of the cost of providing a concept plan, to be prepared by the next Golf Course Task Force meeting. Mr. Goldstrand will be getting back to Samantha regarding his price on Friday, November 20. MRPA State Conference: Mary is attending the Minnesota Recreation & Parks Association State Conference in Rochester November 18-20. As always I am assured that he will come back with lots of information and new ideas. "Controlling the Spin" Conference: I along with other staff members and members of the Cable Committee will be attending the conference regarding forwarding communications in our city. COUNCIL 11 111 REPORT: .Councilmember Wuori reported that the City Council had approved the requested purchase of the park items including disc golf, Groveland Park playground replacement parts, Random Park Building flooring and carpet and new skid loader tracks. GOLF COURSE UPDATE: Commissioner Stevenson reported that the Task Force requested additional concept plans for a nine hole course. Also, SEH has been requested to submit an alternate proposal to the Army Corps of Engineers requesting the wetland to be altered in oval shape rather than the round shape so that one hole could be played along one side of the wetland. SECURITY LIGHT REC. The Commission reviewed the request by Councilmember Quick regarding the security light • at Groveland Park. After discussion Commissioner Long made a motion seconded by Commissioner Dentz that the security light be left as is.
