Dear Parks and Recreation Commissioners:
Autumn is here. Cooler weather, Harvest moons, shorter daylight hours, changing colors,
pumpkins, carmel apples are all signs of Autumn and signs that winter is coming. We need to
enjoy the out-of- doors as much as possible during these beautiful Autumn days.
We will be enjoying Random Park during our regular meeting Thursday, September 26. We are
hosting an "Introduction to the new Playground" at Random Park beginning at 6:30 p.m. We will
have warm cider, cookies and animal crackers for all those that come to the Grand Opening of the
new playground. As I write this letter the timbering work is being done. The carpets in the
building are being cleaned tomorrow. The old overgrown bushes will be replaced with smaller
• landscaping plants. The park will hopefully be all "spruced" up for the meeting. So, remember to
meet at Random Park at 6:30 p.m. Bring you family and friends. We will meet briefly at 7:30
p.m. at Random Park building for the meeting. Staff will advertise the grand opening through
flyers to the neighborhood as well as sending flyers to all preschool participants. I will need your
help in serving the cider and cookies. There will be a ribbon cutting ceremony with all of you
participating in the ribbon cutting. It should be a good time.
If you are unable to attend the meeting, please call me at 784-0618. I look forward to seeing all
of you on the 26th of September!

CALL TO
ORDER: Chair Burmeister called the meeting to order.
ROLL CALL: Commissioners present included Chair Burmeister and Commissioners Dentz,
Stevenson, Silvis, Long and Starr. Council Liaison Trude was present as well as Director
Saarion.
APPROVAL OF
MINUTES: Minutes of June 27, 1996 meeting were approved unanimously.
• PROGRAM
REPORTS: Director Saarion reported that summer trips went well with highlights being the
Festival, Mounds View Community Theater production of"ANNIE", Sr. Picnic and a myriad of
youth programs.The Teen Dance at Lakeside Park is a new program that went well for the first
time. It was not the best weather, but there was fun by all who came. Staff looks forward to a
bigger and better response next year. Approximately 50 participants showed up. Director
Saarion reported that the incidence of diseased trees has increased this year, for what reason
Forester Wriskey is unsure. Vandalism has occurred at Silver View Park picnic shelter,
playground and portable restroom enclosure. All in all vandalism has been minimal this summe'r.
Safety Camp is being held again. It is beginning to be repetitious and therefore staff will look into
providing this program for specific ages.
ARDEN PARK
UPDATE: Staff has not heard from Ramsey County regarding improvements to the compost
facility located at Arden Park. Staff will continue to call and request timelines and dates for
activity.
WOODCREST
PARK GARDENS: Fall will be the time that the garden areas at Woodcrest Park will be
prepared for next Spring community gardening program. A wooden shed has been put in the
• 1997 budget for Woodcrest Gardens to serve as a tool and equipment shed. Commissioner Silvis
reported that he had heard that Knox was selling their ready made barns at inexpensive prices.
YOUTH ATHLETIC •
FENCING: Director Saarion reported that the City Council approved the use of Park
Dedication Fees to pay for the installation of sideline safety fencing at Groveland and Hillview
youth athletic fields. In addition, Councilmember Quick requested cost estimates for putting a 10'
high fence at the two Silver View outfields, suggesting funding from the Recreation Activity
Fund. Staff will include cost estimates for City Hall field as well. This will be presented at the
September work session.
. PARKING ISSUES: Director Saarion presented an issue that has been brought up by the police
department regarding parking at neighborhood parks especially Hillview and Groveland Parks.
Police have said that current road signs are inadequate and are not consistant. Commissioners
recalled the determination of parking which was an issue several years ago. It was a preference to
have parking on the other side of the park property so that drivers could easily see children who
were crossing the street. This worked out well for Groveland Park. However, at Hillview Park
residents on Hillview Road offered a petition requesting that cars not park on their side of the
road because it would kill the grass next to the street. No parking signs were put up
appropriately. Now it sounds that no parking signs are missing. The demand for parking spaces
continues. Commissioners suggested that staff relay the reasoning behind the initial deciding
factors for parking at the parks. Because there is such a high demand for parking the Commission
agreed that parking should be permitting for both sides of the road.
OTHER
BUSINESS: At the Commissioners request, Councilmember Trude reported on the Bel Rae and
Pedestrian Bridge. Councilmember Trude informed Commissioners that a survey was being
prepared for the community's ideas regarding the community center. That information will give a
direction that the Council will proceed. The property for sale is that which is next to the Bel Rae
property.
The pedestrian bridge project is waiting on easements and engineering report from SEH regarding
removing the pond. Once these factors have been dealt with, final design work can be completed.
ADJOURNMENT: Commissioner Silvis made a motion seconded by Commissioner Long to
adjourn the meeting. Motion passed unanimously.

Request for Variances,Conditional Use Permit
Dear John,
I have not been able to go over your submittal in detail yet--I will be doing that over this coming weekend. I
did want to get word to you right away,however,that I need more information regarding the variance
requests. I need a letter from you for each of the variance requests stating how you believe the criteria on the
attached list are met. I have attached samples of recent letters submitted by residents in Mounds View who
were asking for variances,to show you the type of letter I need. For the variance on parking ratios,you could
make the argument that the City's current parking ratios should not be applied to a shopping center of this
type and include ratios from other cities which you feel are more applicable.
I also wanted to let you know that the City Council voted at its meeting on September 23 to begin eminent
domain proceedings to obtain the easement for the pedestrian bridge. As we indicated when Chuck and I met
with you and Ed,this action is more in the nature of insurance at this point. We have discussed proceeding
with putting your request for variances in sign regulations and parking ratios,and your request for a
conditional use permit for joint use of parking facilities before City Council at their meeting on November 25.
We have also discussed that your granting of the easement cannot be linked to a City Council approval of
your variance and conditional use permit requests. The schedule,however,will give you the opportunity to
know the outcome on these requests before completion of the eminent domain proceedings, and may offer
another way to come to an agreement on granting of the easement. The City needs to obtain the easement by
December 15 to maintain our schedule on the pedestrian bridge.

WEEK OF SEPTEMBER 23 - 27, 1996
PARKS:
The crew is continuing aeration of park turf to be followed by fertilizing. Sprinkling heads are
being marked and repaired. Continuation of trash removal, mowing and lining athletic fields.
Projects continue to be worked on as time is available including pulling bushes at Random, work
at Woodcrest, to be followed by a list of projects that haven't begun yet but are on a"as time
allows" basis. Emergency activities always seem to interrupt activities such as repairing the
furnace at Random Park, repair of the swing bench at Silver View Park, putting up new messages
needed on the City marque, etc.
RECREATION:
The next brochure is underway. Programs for winter are being planned, instructors recruited and
• spaces and equipment arranged. Fall programs have begun. There was high demand for After
School Activities. We had to arrange for duplicate classes where the opportunity was available to
accommodate the high numbers of registrations. Special events are coming soon.
Bel Rae activities include Karate classes, Senior Exercise, 500 card playing, Bingo, and children's
dance programs. We have had a request for daytime adult line dancing instruction. A number of
will be usingthe Bel Rae includingCross of GloryChurch and Silver View Lake
groups
Homeowners Association for annual meetings. A number of persons have called to inquire rental
of the Bel Rae including Garment Graphics, a entertainment agent and a 50th wedding anniversary
party. The Bel Rae is being considered as a location for a DARE sponsored teen dance. The
Mounds View Community Theater is planning on sponsoring a"Sounds of the Season" musical
dinner performance during the weekends of December. Other special events planned at the Bel
Rae include a Sports and Athletic Equipment Swap, Family Turkey Shoot (games for the family),
Halloween Hullabaloo party for young children and Halloween Bash for older students.
FORESTRY:
Rick continues to respond to many telephone calls for tree inspections. He will be trying to wrap
up the tree removal list before the snow flies. Paperwork needs to be completed for the tree
services that have been performed to this date.
CABLE TV:
• Patrick has concluded the Candidates Forum which is playing daily at 12 noon and 8 p.m.

• BEL RAE COMI\'IUNITY CENTER DECORATING RULES AND USAGE POLICY
The lessee is responsible for passing on the information in this usage policy to all people involved
with the rental (decorators, DJ/Band, caterer, guests, etc.)
DECORATING
1. Decorations may not be hung over exit signs, not smoking signs, fire alarm boxes,
thermostats or emergency lights.
2. Helium filled balloons work well for decorations; they can be taped to the underside of
banquet tables, float free to the ceiling or be weighted down with small bags of cancy,
mints, metal washers, a horseshoe, etc. The use of sand, bird seed, rice or similar items to
weight down helium balloons is prohibited.
3. The lessee should contact the Parks and Recreation Department at least one week prior to
the rental date to confirm that decorating plans comply with the facility's decorating rules.
KITCHEN
1. The lessee (or caterer) is responsible for cleaning kitchen, dishes and other untensils used
along with taking their trash to the dumpster. Grease may not be dumped down the drain.
2. The lessee is to leave kitchen in the same condition as they found it. If the kitchen is not
cleaned properly, forfeiture of the damage deposit may occur.
3. Kitchen is not equipped with dish towels, dish cloths, pot holders, etc.
4. A certified Kitchen Manager must be present during kitchen use. Be sure that contracted
caterers are Kitchen Manager certified. If not, you will be required to hire a Kitchen
Manager to be paid at an hourly rate.
CLEAN-UPEND OF RENTAL TIME
1. All left-over food and beverages must be removed from the facility at the end of the rental.
2. The City will provide overall cleaning of the facilities and put all tables and chairs away for
a fee of$40.00 minimum or $20.00 / hour. Otherwise, if this service is waived, lessee
must clean the facility or be charged from the rental deposit.
3. Everyone ( including guests, caterer, DJ/band, etc. must be out of the building by 1 a.m.

• MISCELLANEOUS
1. No open flame candles are permitted, flame may not be above glass container. (Fire Code
regulation).
2. No supplies are provided for the bar (ie. Towels, pourers, etc.)
3. Smoking is prohibited.
4. No artificial smoke, bubble or fog machines (may set off smoke detectors/fire alarm and
make wooden dance floor very slippery)
5. Food may not be served from the carpeted are of the faciltiy.
6. No confetti, silly string, glitter, rice, sand, bird seed or water balloons are allowed in or
around the building.
7. If tables need to be moved, please contact the Department for assistance in planning.
8. No powders, sawdust or similar materials allowed on the wooden dance floor.

objects across the facility wooden floor.
10. Deliveries of supplies or equipment are allowed only during the times listed on the lease
agreement. The lessee shall hold the City harmless from any liability whatsoever during the
use of the facilities.
11. The City of Mounds View is not responsibility for lost or stolen articles. The lessee shall

12. No food, beverages or other gratuities shall be fiven to an employee of the City for
services rendered.
13. No gambling or gambling devised on the premises without proper license.
14. The lessee shall abide by all rules and regulations of the State of aminnesota, the City of
Mounds View, the rental policy and the lease agreement. Should any violations occure: 1)
Offenders may be removed from the premises; 2) the lease may be revoked and all persons
shall be ordered from the premises (without a refund of rental fees and deposits).

From time to time requests are received for use of the building that are not deemed to be
appropriate. The Parks and Recreation Department has discretion in determining what activities
would be harmful to the facility. Restrictions in use are as follows:
1. Animal shows will not be held in the building. However, instructional programs such as
household pets visiting the pre-school programs or those that teach environmental
stewardship such as the Raptor Center will be considered.
2. Mud wrestling and similar activities are prohibited.
3. Vigorous sporting or recreational activities that involve throwing, kicking, or otherwise
propelling a ball or other projectiles that may damage the facilities are not allowed.
4. No food or drink is allowed on the wooden floor.

5. Events that are of an illegal or inappropriate nature are prohibited.

6. Weightlifting competitions are prohibited.
7. Any other events or activities that may physically damage the facility because of the
requested use.

BEL RAE COMMUNITY BUILDING USE BY COMMUNITY GROUPS
RULES AND REGULATION
1 . COMMUNITY BUILDING RESERVATIONS ARE SCHEDULED AND
PERMIT GRANTED WITH THE PARKS AND RECREATION STAFF AT 784-0618.
2. A PERSONAL CHECK IS REQUIRED FROM THE PERSON WHO IS IN CHARGE
OF THE COMMUNITY GROUP. A $50.00 DEPOSIT FOR KEYS AND $50.00
CLEAN-UP DEPOSIT IS REQUIRED. IF KEYS ARE NOT RETURNED THE NEXT
WORKING DAY, THE DEPOSIT IS RETAINED. IF ADDITIONAL CLEAN-UP IS
REQUIRED, THE AMOUNT OF LABOR TIME NECESSARY FOR CLEAN-UP WILL
BE RETAINED.
3. IF EITHER KEYS OR CLEAN-UP DEPOSIT IS FORFEITED, SO IS THE
OPPORTUNITY FOR THAT SAME COMMUNITY GROUP TO USE THE BEL RAE
BUILDING.
4. KEYS MUST BE RETURNED TO THE PARKS AND RECREATION DEPARTMENT
THE NEXT WORKING DAY.
5. ALCOHOL AND SMOKING ARE PROHIBITED IN THE BEL RAE BUILDING.
6. WHEN LEAVING THE PREMISES, THE FOLLOWING MUST BE COMPLETED:
A. SWEEP FLOORS
B. PICK UP TRASH AND LITTER, PLACE IN TRASH RECEPTACLES.
C. WIPE OFF TABLES, CHAIRS, COUNTERS, SINKS AND OTHER
FACILITIES THAT WERE USED BY YOUR GROUP.
D. LEAVE THE BUILDING IN A CLEAN AND ORDERLY CONDITION.
E. VACUUM THE CARPETS.
F. INSPECT THE BATHROOMS BEFORE LEAVING TO ENSURE THAT
THEY ARE CLEAN AND ORDERLY.
G. TAKE OUT ALL SUPPLIES AND EQUIPMENT THAT WAS BROUGHT
IN BY YOUR GROUP.
H. RETURN TABLES AND CHAIRS TO ORIGINAL PLACES.
I. MAKE SURE ALL WATER FAUCETS ARE TURNED OFF.
J. REPORT ANY DAMAGES TO THE PARKS AND RECREATION
DEPARTMENT STAFF.
K. TURN OFF ALL LIGHTS,

RENTAL RULES AND REGULATIONS
The following policies, rules and regulations are established by the City of Mounds View, and
implemented by the Parks, Recreation & Forestry Department for private rentals of the facility.
APPLICATION PROCESS
Reservations may be made by telephone or in person at the Mounds View City Hall, Parks,
Recreation & Forestry Department, located across the street from the Bel Rae.
A reservation is,held for 7 working days at which time, the application form and application fee
are due in the Park and Recreation office. If the application fee and form are not received
withinin 7 working days, your reservation is cancelled.
Rental Fees; Security /Damage Deposit
All rental fees that apply will be stated on the Permit Agreement and are to be paid to the City of
Mounds View as stated and dated. Minimum rental period: 1 hour.
a) Rental Deposit:
A rental deposit of 25% of the total rental fee must be paid at the time applicant submits
application to the City. No application for use shall be accepted by the City unless the rental
depostit has been paid. The rental deposit shall be refundable only if cancellation notice is given
30 days prior to event. The rental deposit will be applied against the total rental fee. NOTE: The
full rental fee may be paid at this time.
b) When a reservation is made less than 7 days prior to the event, the application fee is the total
rental fee.
c) A credit card must be provided as a damage deposit, to be left with the City the Friday before a
rental if on a weekend, or the previous day if event is on a weekday. This is separate from the
rental deposit fee.
d) Payment of balance due on the rental fee is due two weeks prior to the event.

• Cancellation
a) By Renter:
Renter may cancel Permit Agreement by giving written notice to the City. If notice is received by
the City 30 or more days prior to the date of use, all fees paid to the City, including the
application fee shall be refunded to Renter. If notice is received by the City less than 30 days
before the date of use but prior to 7 days before the date of use, the rental fee shall be refunded to
the renter, but the city shall retain the application fee. If notice is received by the City 7 or less
days before the date of use, no fees paid to the City shall be refunded.
b) By City:
The City reserves the right to cancel this Permit Agreement up to 48 hours prior to the date of use
or at any time when a state of emergency is declared by the City or unsafe environmental
conditions exist in the opinion of the City, or if utility services are interrupted. In such an event,
Permitee agrees that the City shall have no responsibility or liability for any disrunption or
damages or loss which Permitee may suffer or incur due to such cancellation. The City will
attempt to notify Permitee as soon as possible if such cancellation occurs. All fees paid to the
City shall be refunded to the Permitee if this Permit Agreement is cancelled pursuant to this
paragraph.
Use of Facility
• The Licensee shall abide by the following rules with regard to the use of the Facility:
1) Applicant understands and agrees that fees paid by Applicant are refundable only as stated in
the License Agreement.
2) This Application may not be assigned or transferred. Also, the Facility premises may not be
sublet by Applicant.
3) Mounds View Community Center is a smokefree building and smoking of any kind is
prohibited throughout the Center. Evidence of smoking shall result in damage deposit retainage.
4) Disorderly conduct is prohibited and punishable by ejection of the disorderly persons from the
Facility. The renter shall be solely responsible for supervising the conduct of the members of its
group.
5) The Renter shall only use those rooms and/or areas indicated on application for rental.
6)The Renter shall leave the room(s) and/or area(s) used in a clean, orderly fashion, including
replacing items which were removed.
7) The Renter shall organize its activities to conclude at the time on application for rental.
8) The Mounds View Community Center reserves the right to alter or change interior site
arrangements and locations as deemed necessary by the management as overall park programming
dictates up to and including 24 hours prior to rental.
9) The Renter assumes full responsibility for any damage caused or unlawful act committed in
connection with the renter's use of the facility.
10) Activities and events sponsored by individuals, agencies, organizations or groups shall not
discriminate contrary to the laws of the State of Minnesota, and, without limiation, shall not
• discriminate against any person on the basis of sex, race, creed, religion, color, national origin,
age, marital status, economic status or disability. •
11) Gamblind of any nature is prohibited.
12) Sound levels for bands and audio equipment will be required to be controlled and maintained
at a level set by the building management. All music will cease at 12:00 midnight to comply with
closing.
13) Decorations may be put in by the Permitee and must be removed by the time indicated on the
Permit Agreement as the time Permitee's use of the facility ends. Installations of decorations shall
not inconvenience any other group. Unless otherwise authorized, the area to be used by the
Permitee shall be available for set-up no more than one (1) hour prior to the time indicated on the
Permit Agreement as the time Permitee's use starts. Special requests for earlier openeing shall be
made at the time the application for the use is submitted. Special requests are subject to
additional charges.
14) No confetti, birdseed, rice, etc. allowed inside or outside of the center.
15) Any decorations or helium balloons must be approved by center staff. Decorations may be
put up by the user and removed upon completion.
16) Candle use of any kind is prohibited.
17)Only Ramsey County Health Department certified and approved caterers may use the
Community Center's kitchen facilities. A list of caterers is available. A catering form must be
submitted prior to the event.
18) The Renter shall be charged in hourly increments of$50 for any unauthorized people,
including caterers and band personnel, or use of the facility after 1:00 a.m.
19) Kitchen facilities include refrigerator/freezer, warming ovens, stove, convection ovens, coffee
•urns, ice making machine, etc.
20) The Renter must comply with all City of Mounds View ordinances, Minnesota State statutes,
federal laws and the established rules for use which apply to authorized use of the Community
Center.
Wine and Beer
No liquor, wine or beer shall be sold or otherwise exchanged for compensation in connection with
the use of the Facility. Wine and beer may be served and consumed within the Facility under the
following conditions:
1) Wine and beer must be served and consumed only within the rental facility designated in the
Permit.
2) Consumption of wine and beer must cease at the conclusion of the activity or event, or at 12
midnight, whichever occurs first. Service of wine and beer must cease 30 minutes before
consumption must cease.
3) A Mounds View police officer must be on duty for security. Hourly fee is $35.00.This cost is
in addition to the rental fee.
All requests for beer/wine must be approved by the Mounds View City Council. Requests must be
submitted at least 1 month prior to the event. Permit application forms are available at the
Community Center.
If beer/wine are served, the Permitee must supply the City with a certificate of insurance, naming •
• the City as an additional insured, showing effective coverage of public liability insurance in the
amount of$100,000 for a single claim and $300,000 for multiple claims arising out of the same
occurance. If a Permitee contracts the services of a licensed beverage/restaurant services, they
would need to supply the above requirements.
KITCHEN USE
Kitchen facilities include: refrigerator, freezer, ice maker, convection ovens (2), gas cooktop, gas
oven, etc.
It is the policy of the Mounds View Community Center that only commerci8ally prepared foods
be served at events. No "Pot Luck" type events are allowed.
A Food Catering information form is required for all events serving food. This form should be
returned to the Community Center 4 weeks prior to your event.
Commercially prepared foods must be transported in approved containers. Kitchen is then used
as a staging/warming area.
Groups providing food for public events must secure a concession permit with Ramsey County
Health Department. Thoses permits must be applied for at least 6 weeks prior to the event.
Only serving utensils and dishes are available for use. Plates, glasses, cups, knives, forks and
spoons will need to be supplied.
BUILDING CAPACITY
• To conform with Fire Code Specifications, the Mounds View Community Center must limit the
capacity of people in each room. Seating limits are:
Main Hall -
SUPERVISION
A building facility manager must be present during the event. The Facility Manager fee is $10.00
and must be paid as part of the Rental Fee. Parks and Recreation Department will arrange for
Facility Manager.
LIABILITY
The Permitee using the Community Center shall agree to compensate the City of Mounds View
for all damages to facilities, equipment or other property owned by the City to compensate an
employee for damage to personal property by any person(s) attending the event and further
assumes all liability for any personal injuries, including death caused by participants on the
scheduled event.
If beer/wine are served, the Permitee, or contracted service vendor paid by the Permitee, must
• supply the City with a certificate of insurance, naming the City as an additional insured, showing
effective coverage of public liability insurance in the amount of$100,000 for a single claim and
$300,000 for multiple claims arising out of the same occurance. •
ROOM SET-UP
The permit holder is to call the Park and Recreation Office to make an appointment to come in
two weeks prior to the event in order to review and determine room set-up.
