More adult activities in the evening outside the work day (gardening, game night, book club, social media basics, computer basics, buying a house, retirement classes). Programs for people with special needs (kids and adults). Tap into high school groups: robotics, dance team, Friday field trips to Cheap Skate, mini golf, etc. where kids could just meet at a location and hop on a bus to go to the venue. Laurentian? Disc golf league? Swimming lessons at Edgewood? Can we point residents to a different organization that might offer classes that we don't (ISD 621, Community Ed, NB, SV)? C. Maintenance Staff worked on the following items since December, 2021; • Snow removal from rinks, lots ect. • Rink flooding and sweeping Mon- Fri unless the temps are below zero • Several weekend snow removals on the ice rinks • 2022 park maintenance planning • Equipment repairs V Plowing • Splash pad camera installation 7 Splash pad filters ordered, will install in the spring 2022 • Spring/ Summer turf maintenance planning and scheduling i Ordering swing for Silverview Trail, East most swing (installation summer 2022) • Ordering tennis bang boards — installation 2022 Forestry Staff worked on the following items this last month: • Ash tree, down fall and hazard tree removals • Resident consults • Contractor meets • Disease tree contractor removals on going • Planting plan for 2022 spring • Invasive removal 2022 plan • Construction removal planning and evaluations for 2022-23 The following is the List of Parks and projects / maintenance activities ongoing or planned this year. Current updates are in black text, and updates from the previous two month period are in grey. Ordan Park - CIV Hall Campus: Splash Pad: 11 Page Public Works Staff Report Groveland Park: • Tennis lights repaired breakers replaced Greenfield Park: • Notified by the DNR that corrections to be made to the tennis court gate entrance — ADA accessible. Fencing contractor scheduled for next month Leveled the trail running in the back portion of the Park, added class 5 as needed. Hillview Park: • Bathroom locks repaired interior and exterior • Hockey light checks and bulb replacements Lambert Park: • Exterior drinking fountain repaired, it was pulled loose from the building. • Hockey light checks and bulb replacements Oakwood Park: Random Park: • Working with contractor on dates for install of new playground. Silver View Park: Trail buckthorn removal • Silverview Pond East — Kasco Circulator installation Woodcrest Park • Working with Stantec Engineering and Ramsey County on some drainage issues in the Park. Application to perform some storm water pond maintenance was submitted top RCWD. • Met with contractor — work will be scheduled for this winter — postponed 2 1 P a g e Public Works Staff Report City of Mounds View Partners with Minnesota DNR on Communitv Forestry Project If you got a chance to spend time outside at Silver View Park this winter, you may have noticed some interesting new signage adorning many of the parks ash trees. The City of Mounds View has recently partnered with the Minnesota Department of Natural Resources (MNDNR) on a community forestry project aimed at reducing the impacts of Emerald ash borer (EAB) on urban forests and replanting those spaces with a diverse array of tree species. EAB was first identified in Mounds View in 2017, and since then, the Forestry department has been committed to diligently removing hazard ash trees in public spaces. While some ash trees will be treated with a preventative insecticide and remain indefinitely, the majority of ash trees in maintained public areas have been removed as part of a ash tree hazard mitigation program that will end in 2022. This last push, paid for largely by a MNDNR 2021 Shade Tree Program Bonding Grant, will seek to remove many of the City's few remaining ash trees in maintained public areas and replant them with at least 70 new trees representing 14 different Midwest native tree species. This increased diversity will ensure that Mounds Views urban forests are diverse and resilient for years to come. 31 Page 91 PARKS AND RECREATION AND FORESTRY COMMISSION MOUNDS ),'VIEW Background and Purpose: The Parks and Recreation and Forestry Commission was established by the Mounds View City Council in 1988 for the purpose of advising the Council on the operation of public recreation, parks, and playgrounds (MV Chapter 33). The Commission consists of seven (7) members appointed by the City Council (based on the recommendation of the Commission) from applications submitted by interested Mounds View citizens. Terms and Vacancies: Appointed members of the Commission will serve three (3) year staggered terms with terms expiring December 31 of each year. Appointments to a term of less than three (3) years are permissible in order to establish appropriate staggering of member terms. Both original and successive appointees shall hold their offices until their successors are appointed and qualified. Any vacancies during the term shall be filled by the Mayor with the approval of the majority of the Council for the unexpired portion of the term. Commission members serve without compensation take an oath of office. Organization: Commission officers include a Chair, Vice Chair, and Secretary. The City Council appoints a chairperson based upon the recommendation of the Commission. The Commission selects a Vice Chairman from its membership for a term of one year. The Secretary may be selected from the Commission membership or from City staff. The Director of Public Works/City Engineer and Parks Supervisor are City staff liaisons to the Commission. Meeting Dates and Frequency: The Commission regularly meets on the fourth Thursday of each month at 6:30 pm in the Council Chambers at the Mounds View City Hall. The meeting dates may be changed or tweaked as needed by the Commission (due to holidays, etc.), but the Commission is required to conduct at least twelve (12) regular meetings each calendar year. The Commission may occasionally have joint meetings with the City Council and/or the Planning and Zoning Commission on an as -needed basis. A quorum, or the majority of appointed members, is required for the Commission to meet. The City Council could remove an appointed Commission member who fails to attend at least nine (9) regularly scheduled Commission meetings per year. All Commission meetings are recorded and televised on local cable television. Primary Duties of the Commission: 1. Operation of City Parks and Playgrounds: Under the direction of the City Council, advise City staff to operate a program of public recreation and playgrounds upon City -owned property or other property made available to the City for such public recreation purpose. 2. Lease and Acquisition of Property: Recommend to the City Council the leasing or acquisition of land or personal property for public recreational use as the Commission deems desirable. 3. Maintenance and Care of Public Recreation Property: Maintain and care for all property that the Commission has acquired and which has been assigned to the Commission for public recreation purposes. 4. Inventories of Services: Make periodic inventories of recreation and park services that exist or may be needed, and interpret the needs of the public to the City Council. 5. Cooperation with Other Agencies: Cooperate with other park and recreation departments, schools, and private agencies for establishment of a joint powers agreement to provide parks and recreation services to the City residents. 6. Policies and Functions of Department: Interpret the policies and functions of the Park and Recreation Department to the public. PARKS AND RECREATION AND FORESTRY COMMISSION PAGE 2 7. Capital Improvement Plans and Budgets: Advise the City Council and City Administrator in the preparation of the annual budget and long-range capital improvement programs. 8. Rules and Regulations: Formulate and prescribe reasonable rules and regulations for the use of the general public of any facilities in any park area. 9. Construction of Improvements: Advise the Council on maintaining and constructing roadways, paths, buildings, fountains, docks, boat houses, bath houses, refreshment booths, community center, pavilions and other necessary structures and improvements in parks. 10. Communication: Communicate regularly with the City Council and Planning and Zoning Commission through joint meetings and meeting minutes. 11. Athletic Awareness: Be aware of the role and services provided by athletic organizations within the community. 12. Sanitation and Reforestation Prograrns: Advise the City Council regarding sanitation and reforestation programs within the City. 13. Other Duties: Do whatever other acts are reasonable, necessary, and proper to carry out its prescribed powers and functions as set forth. Budget and Finances: 1. Annual Presentation of Proposed Budget; The Commission, through the City Parks and Recreation Division staff, should present, no later than August 1 of each year, a proposed budget, in such details as the Council shall require, of the financial needs for the ensuing fiscal year to operate and maintain the parks and open spaces, as well as provide recreation programs. 2. Fees and Char es: The Commission shall advise the Council to establish charges or fees for the restricted use of any facilities or to make any phase of the recreation program wholly or partially self-sustaining. 3. Rules and Regulations: The Council may establish such rules and regulations for the administration of the Parks and Recreation and Forestry Commission as it may deem necessary and may delegate such rule-making authority to the Commission, and the Commission shall have power to make such rules and regulations pursuant to delegated authority as it deems necessary for the purpose of performing its duties. 9A Overview: The Park and Recreation Commission is a volunteer board of Council -appointed Mounds View residents charged with advising the City Council on the operation of public recreation, parks, forestry and playgrounds, pursuant to the authority of Chapter 33 of the Mounds View Municipal Code. In this capacity, the Commission has the responsibility to recommend to the City Council, programs of public recreation, use of playgrounds, cooperative agreements with other agencies develop policies for consideration and recommend proposed budgets. The commission may also recommend capital improvements, and advise the Council in establishing fees for the public facilities and programs. The Commission receives citizen input, solicits all available information on an issue and recommends appropriate action to the City Council for final action. Primary Responsibilities: Advise City staff to operate a program of public recreation and playgrounds upon property which is owned or otherwise made available to the Municipality for such public recreation purpose. 2. Recommend to the Council the leasing or acquisition of real or personal property for public recreational use as it deems desirable. 3. Prior to this, council authorized further work on the Tribute Park specific to forming a committee which is in process. Tonight's meeting will provide council and opportunity to "explore" what might be described as a "maximum" expansion of the Community Center with a focus on the recreation side — specifically youth and amateur sports via an 3 gymnasium expansion. 1. Director Peterson who will share architectural renditions created by Ortel, the same firm of record for the public works building. These are concept in nature but identify maximum use of the existing site when taking into account the parking. Don will also share some cost estimates. Next Steps: 1. Joel Feldman from CSL is currently reviewing the concept and report and validate data on what revenue could be generated from tournaments, clubs and other rentals. Action Council requested Staff to pursue the costs and feasibility of expanding the Community Center to include: Adding three additional gyms ® New fitness area • Outdoor garden area for the Event Center Council also requested that Staff pursue additional upgrades/improvements for the City Hall Campus to include: Additional Benches on the Mounds View Blvd trail (Reviewed by PRFC) New Parking Garage/ Training Room for the Police Department • Parking Improvements • Challenge Course Memorial/Tribute Park Band Shell Recommendation: Public Works Staff is requesting that the Commission discuss and provide further direction and feed back for the City Council.
