ROLL CALL: Commissioners: Arel, Anderson Lillemo, Palm, Sullivan, Wake Wiesner Staff: Peterson I Thomas *to be absent 3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Wake Wiesner. Motion passed 6-0 4. APPROVAL OF MINUTES: Motion to approve by Sullivan, 2nd by Arel: Motion passed 6-0. February 24, 2022 5. PUBLIC INPUT Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full name and address. Please limit your comments to three minutes. No residents present. 6. STAFF REPORTS A. Parks and Recreation — Andy Thomas: See attached report. Water leak in the licensed kitchen at MVCC. Needs to be gutted and repaired. Positions for custodial, event center and seasonal employees are open. B. Public Works — Don Peterson: See attached report. 7. UNFINISHED BUSINESS A. City Hall Park — Update Challenge Course: Commissioners like the idea of the challenge course at City Hall Park. Perhaps GT Wave as well. This is not committing to elements, but to move forward with approval to City Council for further discussion. YALP features are not on current plan, but could be added later. 8. NEW BUSINESS A. Silver View Park — Pickle Ball Court where current horseshoe pits are located. Can move horseshoe pits to the west of the building where the old playground was. Potentially add lighting the pickleball courts. May have to remove some trees, but not sure if they are high value trees. Direct Staff to investigate the disc golf path usage (discs and traffic), potential tree removal, and cost with and without lighting. B. Review Application for Commission Seat: Previous appointed seat is unable to join the Commission, so we are reviewing a new applicant. Motion by Palm, 2nd by Lillemo to recommend the applicant to the City Council for approval. Motion Passed 6-0. 9. COMMISSIONER REPORTS: Wake Wiesner travelled to see playgrounds and saw amazing playgrounds in other states and communities. We need to keep adding amenities to our playground and keep things up-to- date. 10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS: May park tour. 11. Item: 8A I h MUNI is VIEW PUBLIC WORKS • PARKS & RECREATION MEMORANDUM To: Parks & Recreation & Forestry Commissioners From: Don Peterson — Director of Public Works/Parks and Recreation Date: April 28, 2022 RE: Lambert Park Hockey Rink Discussion/ Background Staff proposed to the Parks and Recreation and Forestry Commission to reduce the overall size of the hockey rink at Lambert Park; create a % sized hockey rink, and move the pleasure rink to the North -end of what is currently the hockey rink. The Commission requested Staff to obtain proposals for reducing the size of the hockey rink and replacing the hockey boards: • Keller Fence, Inc of St. Paul, MN to install new post and chain link netting for the hockey rink for $ 24,454.00 • Home Depot of Blaine, MN for lumber and hardware to install new boards for $9,503.89 • Voss Lighting of Roseville supply (14) LED rink lights for $4,375.00 • Lakes Area Electric — installation of new lights $5,000.00 Total $43,332.89 Staff is also recommending a 7% contingency of $3,033.00 for any unforeseen issues that may arise with this project and for any cost increases that may occur. Funding would be from the Park Dedication account, 451-4470-7050 with a 2022 budget of $60,000.00, for new boards for the Lambert Park Hockey Rink. Recommendation: Staff is seeking direction from the Parks and Recreation and Forestry Commission regarding the Lambert Park Hockey Rink modifications.
