Please limit your comments to three minutes. NO RESIDENTS PRESENT 7. STAFF REPORTS A. Parks and Recreation -Andy: See attached report. Seeking positions for Front Desk, Facilities Maintenance, and Custodial Staff. Seasonal Summer positions also open. Memberships and Daily Admissions are up in 2022 from 2021. Festival in the Park Committee donated $691 worth of scholarships to be given out for the Explore More Program. Fee change update: Very little negative feedback from customers. 50/50 split for residents/non-residents for Event Center changes. Revenue up in 2022 from 2021- especially in park building rentals. B. Public Works — Don: See attached report. Snow removal, ice rink flooding, roof raking. Winter equipment repairs and maintenance. Salt applications. Getting some equipment delivered for Greenfield Park. Woodcrest Park will have the contractor come in and start cleaning out the wetland to get storm water to flow better. 8. UNFINISHED BUSINESS: 9. NEW BUSINESS A. Update on Park Recreation Programs —Angie Gornick: See attached report. Coordinating with neighboring communities to share resources and provide shared programming to fill programs instead of having to cancel due to lack of enrollment. Sending out monthly youth program newsletters. How do we get info about MVCC programs out to the local schools? Since MVSchools uses "PeachTree" to communicate to families, anything that MVCC has that might be similar for competing participation with Community Ed would not be allowed. Suggestion-attend school library nights and have a table to advertise classes. Are we getting a diverse population of participation? We are not currently collecting demographic data. Something to consider looking at in the future, maybe even add a racial identification question to the registration to record that data in the future. B. Review of Parks and Recreation and Forestry Commission — Role and Duties: Commissioners should review and bring back questions next meeting if necessary. C. Review of City Parks: Ellie Lillemo came forward to ask that the purple dinosaur from Random Park come back to a playground. Need to change the name of Random Park to Hodges Park. Need to also consider maintenance of wetland area near Medtronic and area south of Arden Park. Need to fix Parks and Amenities page in the next Park and Rec Program Guide. Winter edition is grossly inaccurate. D. Review of Park Dedication Fund — Park Improvement Plan/Projects, Budget Balance: REVIEW for next meeting E. Community Center Expansion: See attached updates for proposed expansion-difference of Weight Room/Fitness Center versus Senior Center on the first versus second floor. One up, one down. Estimated $33M project. Looking at funding options to get bonding permission from the MN State Legislature in order to bring a vote to residents to add a .5%-1.5% sales tax within City Limits to build in 2025. Tax increase would be a bond, so have an ending date like school bonds work. Consider putting amenities in the MVCC expansion that would attract visitors from other communities because we have something that nearby communities does not have (instead of indoor pool or indoor playground, what else can we add that's different and would attract visitors?) 10. COMMISSIONER REPORTS: Hillview Park rink has the best ice! Need a taller coach for RevSports. 11. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS 12.
