Motion Passed 5-0 4. APPROVAL OF MINUTES from July 27, 2023: Motion approve by Lundberg, 2nd by Palm. Motion Passed 6-0. 5. PUBLIC INPUT Citizens may speak to issues not on tonight's agenda. Resident @ 7385 Pleasantview Dr. is asking for park shelter space in October to give away books to kids, and help with park cleanups. Lillemo present at 6:37 PM. Resident wants to bring books to 2 parks per week in October with about 5,000 books total published 2017-2019. Resident would like to have PRF Commission and City to promote the event. Any left over books could be brought to the MVCC for the Fall Festival. The City limits what we can put on the announcement board and website. Motion by Palm, 2nd by Lillemo to recommend to the City Council approval of the Free Book Fair, allowing free rental of park buildings depending on reservation ability. Motion Passed 7-0. Resident @ 8005 Woodlawn Drive shared Project Ardan Community Group shared the group's survey about interest in park clean up and community engagement. Resident @ 2501 Sherwood Road has been looking at the parks in the city for cleanup. They helped with cleaning up graffiti. Looking for volunteer gatherings to showcase the parks and looking for volunteer needs. He is reporting park maintenance issues (tunnel at Siiverview Park is cracked). We appreciate the help, but asked that this group contact Public Works for appropriate materials to be used for cleaning up and proper police reporting. 6. Special Business—Presentation Community Center Expansion-City Administrator Zikmund walked through the slideshow available on the city website.Two-level parking garage would be installed in order to save wetland areas.Where does the money come from for supporting infrastructure of the surrounding area, is that included in the projected budget? MV Blvd handles half of the traffic that it was designed for, so currently there should not be a significant impact on the neighborhood roads as most traffic will come through MV Blvd. Event Center would not have additional space or significant impact other than a"refresh.' Can we get more of a commitment to NOT impose a property tax increase. There is NO property tax levy increase as part of this plan. if the State bond comes through, we do NOT have to pay it back.The Event Center and rooms get used often during the day and after school. This would offer more use on the weekends for tournaments. The projected increase in staff is scalable, but current budgeted staffing is able to handle the increase in events(budgeted, as opposed to hired staff). Resident at 8005 Woodlawn Drive shared that some residents are uncertain of supporting the project and are looking for a breakdown of the price. Zikmund said they can put the answers on the website. There is the cost plus inflation, but the cost estimate details that are broken down can be shared on the website. Zikmund shared what makes this a regional draw for our community. Resident also asked that pictures of the current condition of the Community Center be shared. City Administrator Zikmund has advertised neighborhood meetings upon request before November 7th voting day. More mailings will come out as well. 7. STAFF REPORTS A. Parks and Recreation -Andy- See attached report. Welcome new Recreation Coordinator, Maddie Margo! Community Resource Fair September 16, between 10 am-1 pm, Fall Festival the evening of Oct. 26. IBL is planning on attending in September to discuss the pitching mound at Greenfield Park. B. Public Works—Don- See attached report. Eagle Scout is installing bluebird houses around different parks. EAB is severely impacting trees in the city. Residents are not welcoming to the City Arborist to coming onto property and/or marking trees. Numbers are over 60 trees around the city, and over 60 trees at one mobile home park alone, which is private property. Residents who cannot afford tree removal could ask for City approval to have the cost added to their property taxes. 8. UNFINISHED BUSINESS A. Fencing at Hodges Park— Long Lake Road: 1. 85' x 5 ft. high chain link= $4800, Ornamental = $9600; 2. 125' x 5 ft. high chain link$7500, Ornamental = $15K 3. Discussion includes moving basketball hoop to the south side, NO FENCING at this time, but perhaps putting a bench just west of the tot lot, and maybe near the western-most outset. Direct Staff to research cost of benches. B. Inclusive Play Grounds—Madison's Place, Woodbury - Commissioner Lundberg - Palm suggests that Lundberg contact Woodbury to see availability for meeting with us in the evenings or weekends. When we get a date and number of commissioners attending, we can post a quorum meeting if necessary and take a trip to Woodbury. Staff will also ask a playground vendors for their ideas of inclusive playground elements to bring back to the Commission. 9. NEW BUSINESS A. Review Fee Schedule for 2024 (Due 9-18-23). See attached report with increases in red. Discussion about what is considered "extremely dirty" for building cleanup as this could be subjective. Research cost of renting the disc golf course, perhaps in line with soccer field rental. 1. CORRECTIONS: Field rentals move to $16 for 2 hour block increase from $15. 2. Rental fee for Groveland, Lambert, Hodges, and Silverview STAYS at $100 and $200. Only increase Service Fee from $100 to $200 for groups of 50 or more people (but 75 people for Silverview). 3. Direct Staff to correct all "Random"facilities to "Hodges." 4. Motion by Arel, 2nd by Palm to recommend fee changes as suggested in red with the corrections noted above to City Council. Motion Passed 7-0. 10. COMMISSIONER REPORTS: 1. Report from Director- Benches along Mounds View Blvd- City Council Staff Report August 14, 2023 -City received a grant for Ramsey County for benches along the MV Blvd corridor, but will have to pay $450 each for cement pads for each bench. 2. Report from Director-Ardan Park and Silver View Park Storm Water Ponds - Community engagement meetings with neighborhood and experts, at 5:00 PM Sept. 21 @ Silverview, then 5:00 PM Sept 28 @ Ardan Park 3. Commissioner Mills shared the concept illustration for the Tribute Park! 4. Recognition of those involved in Festival in the Park 5. When Woodcrest playground be replaced?The Commission has chosen for many years to let the playground slowly die due to cost, location, and lack of need. However the glider needs to be repaired. 6. Can we get more monkey bars at our parks? 7. What is the status of the dinosaur from Hodges Park? 8. Blue airplane is filling with water at Greenfield Park 9. Staff worked on the following items since September 1st, 2023 Parks Maintenance • Greenfield playground merry go round footing installed • Park building cleaning and Park cleaning • Ball field game preparations • Athletic line painting weekly • Hazard tree/ Branch removals • Weed whipping mowing at all parks • Fall fertilizing and aeration started • Eagle Scout blue bird house installation project (Dalton Diederich) installs start 9-30 • Silverview estimated three homeless living in park • Purchase Eagle Scout bird house supplies and deliver to Dalton Forestry Staff worked on the following items this last month • Resident phone consults and site visits daily, hundreds of calls on Ash trees and Oak trees • (Right of Way) trees are marked ,numbers are over 70, most have been taken down • Contractor meets and calls • Hazard tree/ branch removals • Over 500 trees marked in the city with disease, Ash was expected, Oak Wilt number were not expected • Hazard tree removals: Silverview, Oakwood Park and other areas 11Page Public Works Staff Report The following is the List of Parks and projects/maintenance activities ongoing or planned this year. Current updates are in black text, and updates from the previous two month period are in grey. Ardan Park • 2nd ditch clean out late fall 2023 • Pond meeting set up-tent, signs, tables, chairs and microphone. City Hall Campus: • New grill installation on the West side of the West pavilion, Spring 2024 • Splash starting winterization • Splash addition stain being applied fall 2024 • Repair the drinking fountain near the old playground site 2024 • Splash bathrooms, new toilet paper dispensers • Hand 2 dryers are ordered for both splash bathrooms installation Sept/Oct. 2023 • Un plugged main sewer line for splash pad Groveland Park: • Grill and table repairs or replacements 2023 • Start bird house install north side of park 9-30 (scout project) • New tables installed Sept 2023 • Playground chips added Greenfield Park: • New turf mound installed last month, replacing old turf mound. The new mound is rated for adult game and high school game play. The new mound has the same dimensions as the old mound. Metal cleats are not allowed like our previous mound. Background The Parks and Recreation and Forestry Commission was advised of field improvements requested by Irondale baseball League (IBL). IBL representatives have not been able to attend the Commission meetings due to conflicts. The Commission directed Staff to decrease the amount and fencing being requested by IBL and bring new pricing back to the Commission. Attached to this memo is the past cost proposal in along with an updated cost proposal. Staff received an updated cost proposal from Century Fence (attached) and is requesting the Commission review the proposal from Century Fence and provide staff further direction. Respectfully submitted, Don Peterson Director of Public Works/Parks and Recreation Item: 7A MOUNDS VIEW PUBLIC WORKS • PARKS&RECREATION Here are some improvements that IBL would like to see at the Silver View fields and at City Hall Field. Silver View 1. Fencing along the 1st and 3rd baselines- Ideally we would like to see the fencing extended all the way down the lines but if that is not possible or financial feasible then we would like to see fencing extended past the infield. Included in the fencing, we would like to see the existing fences by the benches made higher. This is requested because of safety issues between the fields. The hill in between the two fields is a great spot for spectators but with the current height of the fences, many foul balls (line drives especially) hit or nearly hit many spectators. 2.Warm up areas for pitchers and catchers- IBL would like to see two pitching rubbers and two home plates on each field down the 1st and 3rd baselines (out of the field of play). 3. Dugouts (chain link, concrete, wood)-This would be beneficial for safety reasons and the look of the field. Again many foul balls come from the opposing field and land in or near the current benches. Dugouts would dramatically improve safety and functionality of the current benches. 4. Shed - IBL would like to have a shed near the two fields, which could house field maintenance equipment(chalker, rakes, hand field dragger, etc.) and equipment for IBL (mounds, batting equipment, etc.). IBL would be willing to incur and/or help with the cost of placing a shed at Silver View. This way we would be able to greatly improve the ability of hosting tournaments, help with home games and have equipment on hand to maintain the field for practices. Similar to the boxes behind home plate, this shed could be accessed with a number code lock or key. 5. Batting cage -This is definitely a "wish list" item for IBL. I am not sure if there would be room for this to become a reality. 6. Re-leveling of the infield to take out low spots that flood easily with rain. 7. Removal of the padding in both batters boxes. Due to the padding, the home plate on both fields is not aligned with the pitchers mounds and foul lines. Item: 7A MOUNDS VIEW PUBLIC WORKS •PARKS h RE CREATION City Hall Field 1. IBL has been around for more than fifty years and will continue to be around as long as baseball is in existence. Also, Silver View and City Hall can be used by different age groups, making it more desirable to make improvements there. The Park Commissioners toured Woodcrest Park in May of 2022 and decided that the playground equipment would not be replaced with any future maintenance limited. Staff has recommended that the playground be removed due the age of the equipment and the limited availability of replacement parts. The discussion of the playground has been raised at recent commission meetings; Staff is requesting the Commission review the material and provide further direction. My daughter works for them, and they have a section of books in their warehouse they are going to send to a pulp facility to be destroyed. They are moving their warehouse and I would like to get as many of these new books as possible to distribute through a combined park initiative this fall and spring. FACE a 501 3C organization is supporting this cause. I am asking the Parks Commission to request use of every park shelter in Mounds View to get permission to use them to distribute the books. This could be combined with a park cleanup day to promote Arden Project, another 501 3C organization. I hope this grows to other volunteers becoming reading buddies. The local library has limited hours and the school district could use support in getting kids reading levels up. Please consider supporting this cause.
