The project can be a Planned Unit Development (PUD), which allows for deviations from the City Code; OR it can be done without a PUD if Variances are approved (Variances require practical difficulties unique to the property). It had been Staff's opinion that this needed to be rezoned PUD due to the number of units, and deviations from Code requirements the Developer is requesting. But, after further review, it could be rezoned R-4, and apply for Variances (not all of the requested deviations have supporting practical difficulties). Which route to go (PUD vs. R-4), is up to the Developer. But, it would be tremendously helpful to receive direction from the Planning Commission. Discussion: PUD's allow for flexibility from the City Code if it is consistent with the intent of the Code, includes higher standards, preserves/enhances site characteristics, and is a more desirable project. The Developer presented a concept plan to the Planning Commission on August 3, 2022, specifically if they supported; (1) reducing the minimum Residential PUD project size from 3-acres to 1-acre (YES), and (2) increasing the density from a maximum of 5-units per acre, to 10-units (YES). Due to rising construction costs, the Developer is asking for additional deviations to the City Code (no curb & gutter, no fire truck turnaround). Although Commission members' opinions at the Concept Plan stage are "opinions", and not "approvals", Staff is requesting Commission members to provide clear direction regarding what on the plan is acceptable or not acceptable. If R-4 zoning, then the project requires; 1. Comprehensive Plan Amendment (Table 2-3; Density Within Redevelopment Areas); from 1 5 UROtS per aGFe, to 1-10 units per acre. 2. Comprehensive Plan Amendment, from Single Family DetaGhed to Single Family Attached. 3. Zoning Map amendment, from Q-1�-SiRgle-Famil , to R-4 High Density Residential. Lot 7, Bayport Acres (1980). Res 1131; Approving Subdivision of Lands to be Known as Bayport Acres. Res 1132; Approval of Development Agreement No. 80-36. Variance to curb & gutter requirements. 7. Development Review. If a PUD, then a Conditional Use Permit (CUP) for a Residential PUD is required instead of Variances. If a PUD, then a Zoning Text Amendment is required to reduce the minimum project size from 3-acres' to 1-acre (Planning Commission was agreeable to this at the August 3, 2022 meeting). Analysis: 1. Comprehensive Plan amendment; (1) (Figure 2-2 Future Land Use), from Single -Family Detached, to Single -Family Attached; and, (2) amendment to change the density of Single Family Attached from 1-5 units per acre, to 1-10 units per acre. 4 5 6 The Planning Commission was agreeable to this at the August 3, 2022 meeting. 2. ' Mounds View City Code §160.317(A)(2) (Minimum project size) a Mounds View City Code §160.004 (Relation to Comprehensive Municipal Plan) S Mounds View City Code §158.040 (Conformance with Comprehensive Plan). 6 Mounds View City Code §160.316(B) (General Requirements and Standards; Comprehensive Plan consistency) ' City Code 160.131(B) (R-4 High Density Residential District; Permitted Uses): Townhouses up to eight units as regulated herein. $ City Code 160.055(C) (Setbacks for Principal Buildings) 9 City Code 160.055(C)(1) "Where principal buildings in existence on lots within the some block on the same side of the street have front yard setbacks different from those required, the minimum front yard setback for any new principal buildings shall be the minimum front yard setback inexistence for anyone lot."..... 7750 Long Lake Road has a front yard setback of 49.3', according to a letter from the City to Timberlane Homes (May 26, 1981) regarding minimum setbacks for Bayport Acres. Landscaping10: Required Proposed Overstory deciduous shade tree 11+511 Coniferous tree 11 Understory shrub 76 Ornamental tree 11 If the site plan layout does not have adequate space, the number of plantings may be reduced, as long as the size and height is maintained.12 The Developer has completed a Tree Plan. There are 75 trees on the property, + 7 trees on the adjacent St Paul Water Authority land (along Co Rd 1), The 75 trees include 37 Specimen Trees. All are likely to be removed. 5. Usable Open Space.13 400 sq ft required per unit (3,200 sq ft total). Usable Open Space is to be for "active or passive recreation" (e.g. a "yard"). All yard space is stormwater infiltration basins. The Council could interpret the basins as "passive recreation" space, but it's a stretch. 6. Development Review: 14 A Development Review is a "catch-all" of everything not already required for review (e.g. architecture, landscaping, drainage, exterior lighting, etc). Development Reviews are not required for one and two-family units. It is Staff's interpretation of the project as a whole (8 units total, vs. excluding the two 2-unit buildings). During the August 3, 2022 Planning Commission meeting, the Commission opined: No yellow paint. Preserve as many trees as possible. Minimal usable yard space is ok. On the current plan, all yard space is consumed by stormwater infiltration basins. The basins are about 5' from the townhomes. By comparison, if the basins were within a Flood Fringe district, 10 City Code 160.419 (Landscaping); 1. One overstory deciduous shade tree for every 2,000 square feet of the total building footprint (e.g. 8 units X Z800 sf footprint = 23,040 sf footprint/2,000 sf = 11 trees. 2. One coniferous tree for every 2,000 square feet of building (e.g. 23,04012,000 =11 trees) or one coniferous tree for every 200 feet of site perimeter (e.g. 8481200 = 4 trees), whichever is greater (e.g. 11 trees). 3. One understory shrub for every 300 square feet of building (e.g. 23,0401300 = 76 shrubs) or one shrub for every 30 feet of site perimeter (e.g. 848130 = 28 shrubs, whichever is greater (76). 4. One ornamental tree for every 2,000 square feet of building (23,04012,000 = 11 trees) or one ornamental tree for every 200 feet of site perimeter (8481200 = 4), whichever is greater (11). 11 City Code 160.418(B)(2) (Tree Removal on Lots with Construction or Grading Activity): For every specimen tree removed, the permit holder or property owner shall plant a minimum of two new trees, up to a maximum of five new trees. 1z City Code 160.419(C)(6) 13 City Code 160.317(6)(f) (PUD; Special Requirements & Standards; Townhouses and condominiums) 14 City Code 150.054 (Development Controls); ..."All new construction and expansions of existing construction shall be reviewed by the Planning and Zoning Commission and approved by the City Council as conforming to this section, except as follows...... The rviuunus view visiun A Thriving Desirable Community Item 05B Page 4 of 6 the building would require a 15' buffer, 1' above the flood elevation.15 Staff is concerned that there is not enough of a buffer, although the Code may not require any (unless within a Flood zone). 7. Curb & Gutter16 Curb & Gutter is required for residential (7+ units), and commercial/industrial. The Developer is requesting that it not be required, due to expense. The purpose of curb & gutter is to direct stormwater runoff. Without it, it is more likely that lawns will be driven over or damaged by snowplows, creating divots and collecting runoff, or damaging landscaping. Some townhome projects have it. Some do not (Mounds View streets did not have curb & gutter for 50+ years). 8. Truck Turnaround17 Fire Code requires a fire truck turnaround, unless the buildings are sprinkled. The turnaround is more likely to be used by garbage trucks and delivery vans. The Developer is requesting that one not be required, due to expense. Without a turnaround, trucks will have to back out onto Long Lake Road, which creates a hazard. Staff strongly opposes not requiring a turnaround. 9. Preliminary/Final Plat (revised plans have not been submitted) 10. Stormwater Management (will be reviewed with the revised Preliminary Plat) Strategic Plan Strategy/Goal: • Continue BR&E program. Maximize utilization of development space and current list of available sites. Consider residential redevelopment and thriving small businesses with neighborhood appeal. • Support the development of a variety of housing stocks that includes affordable and market rate, and the maintenance of properties. • Consider more townhomes and affordable apartments, and other housing options. Develop as R-4 zoning (with Variances to setbacks), not as a PUD. It is Staff's opinion that the City is loosely using PUD's as a means to avoid unjustified Variances, and is not getting any benefit (e.g. you get what you ask for). 2. Replace two 2-unit buildings with one 4-unit building, and shift both buildings south to the 30' setback. Variances would still be needed to reduce the east and west setbacks. Staff's opinion is that there are Practical Difficulties to support this. 3. Move the fire turnaround to the NW corner, instead of the south side. 4. Redesign the townhomes such that there is enough yard space to accommodate a patio (in front or back), and adequate buffer between home and stormwater basins. The garages should be sized to accommodate inside storage of garage/recycling bins (they are not). 5. Redesign the townhomes along Long Lake Road such that they look like they "front" the street, vs. back-up to the street. This corner is highly visible, and the architecture should stand out. Add some kind of element on the corner (e.g. pergola & landscaping). Respectfully, C�,in Jon Sevald, AICP Community Development Director The Mounds View Vision A Thriving Desirable Community CITY OF MOUNDS VIEW PLANNING AND ZONING COMMISSION BYLAWS (Revised February 5, 2020) AUTHORITY: The Bylaws of the Mounds View Planning and Zoning Commission (Bylaws) are established in accordance with the Mounds View Municipal Code Section 401.06. Subd. 7 "The Commission shall adopt bylaws for its governance and for the transaction of its business." Where there is a conflict between the provisions of the Bylaws and the provisions of the City Charter and the Municipal Code, the provisions of the City Charter and the Municipal Code shall govern. (For purposes of simplicity, the Planning and Zoning Commission may hereinafter be referred to as the Planning Commission or the Commission.) ADOPTION OF BYLAWS; REVIEW AND AMENDMENT: A. ADOPTION AND AMENDMENT: The Bylaws shall be adopted by Resolution by an affirmative vote of the majority of members of the Planning and Zoning Commission appointed as voting members, and shall be placed on file with the City Administrator and the Community Development Department. A copy of the bylaws shall be forwarded to the City Council for its information. Any amendments to the Bylaws shall be adopted by Resolution in the same manner as the original Bylaws. B. ANNUAL REVIEW: The Bylaws shall be reviewed on an annual basis at the first regular meeting of the Commission in February. III MEMBERSHIP AND VACANCIES. Vacancies on the Planning Commission shall be filled in accordance with the Municipal Code, Sections 401.02 and 401.03. IV. OFFICERS A. OFFICERS NAMED: The officers of the Planning Commission shall consist of a chairperson and vice -chairperson. The Commission may create and fill such other offices from its members, as it may determine, to transact Commission business. In addition, the City Administrator, or his or her designee, shall act as the recording secretary for the Commission for purpose of preparing meeting minutes. B. ELECTIONS, TERMS Chairperson: At the first meeting in January, the Commission shall conduct an election in order to make its recommendation for the chairperson, following the procedure in Section IV.B.3. The name of the person recommended for chairperson shall be forwarded to the City Council for action at its next meeting in January. Based upon the recommendation of the Planning Commission, the Mayor, with the approval of the City Council, shall appoint the chairperson of the Commission each year. 2. Vice -Chairperson: The Planning Commission shall elect a vice -chairperson each year at its first meeting in January, following the procedure in Section IV. B.3. 3. Election Procedure: For each office, the chairperson shall invite nominations from Planning Commission members. After nominations have been received, the chairperson shall entertain a motion to close nominations. If such motion is made and passed, and more than one nomination has been made, the chairperson shall distribute ballots to the Commission members and each member shall write his or her selection on the ballot. The recording secretary shall tally the ballots and announce the nominee receiving the most votes. In the event of a tie, the recording secretary shall announce the nominees tied in the voting and balloting shall be repeated until an election occurs. If only one nomination has been received, the chairperson may conduct the voting by voice vote. If a majority of the members present vote in the affirmative for the nominee, the nominee shall be elected. 4. Assumption of Duties: The Chairperson and Vice Chairperson shall assume office at the first meeting in February of each year. 5. Term of Office: The chairperson and vice chairperson shall serve one year terms, and may be re-elected to additional terms in accordance with this Section IV.B. C. DUTIES OF OFFICERS: The chairperson shall preside over the meetings of the Planning Commission, and shall have the authority to add or cancel regular meetings and to call special meetings as provided in Section VI. The Chair shall have the authority to redirect public comment unrelated to the Commission's business to the most appropriate City commission or to the City Council. The vice chairperson shall assume the duties of the chairperson, in the absence of the chairperson. In the event of the absence of both the chairperson and vice -chairperson, those members present shall elect a temporary chairperson to preside over the meeting. V. COUNCIL LIAISON: The City Council may appoint from among its members a Liaison to the Commission on an annual basis. It is expected that the Council Liaison will attend the Commission meetings on a regular basis. In the event of the absence of the Council Liaison at a Commission meeting, a Commission member may be appointed by the chairperson to represent the Planning Commission at the next regular City Council meeting or at the meeting where the City Council will be considering the planning cases acted upon by the Planning Commission in the absence of the Council Liaison. VI. MEETINGS A. TYPES OF MEETINGS; SCHEDULE: The annual meeting schedule of the Commission shall be adopted by Resolution at the first regular meeting in December for the following year. Regular Meetings: Subject to the adopted meeting schedule, the Commission's regular meetings will occur on the first and third Wednesdays of each month for the purpose of convening public hearings, making recommendations to the City Council, conducting business which requires a vote of the Commission, convening as the Board of Adjustment and Appeals, conducting long-range planning functions and other official business. 2. Special Meetings: From time to time, special meetings may be called in order to process significant caseloads, to review works in progress such as comprehensive plan updates or municipal code revisions, or to undertake a retreat or strategic planning session, either amongst itself or in the company of the City Council or other commissions. Special meetings can be proposed by any Commission member or at the request of the City Administrator, or designated staff liaison, yet must be approved by a majority vote of the Commission. 3. Emergency Special Meetings. Emergency special meetings can be called via written notice to the City Administrator, or designated staff liaison, by the Chairperson or two Commission members, or by the City Administrator, or designated staff liaison. (Emergency special meetings are those in which the subject matter is of such an immediate concern that it cannot be delayed until the next regular meeting of the Planning Commission.) The City Administrator, or designated staff liaison, shall post and mail a notice of any special meeting in accordance with State Statutes. Planning Commission members shall be notified by telephone and in writing, if possible, at least seven days prior to a special meeting. 4. Cancellation of Meetings: Regular or special meetings may be canceled by the chairperson or City Administrator, or designated staff liaison, in the event that there are no items of business requiring the attention of the Commission, or for lack of a quorum, or in response to inclement weather or for any other good and sufficient reason. Members of the Commission shall be notified by telephone and/or other means of communications, of any meeting cancellation. A notice of the meeting cancellation shall be posted as required by State Statutes. B. QUORUM: A majority of the number of voting members appointed to the Commission shall constitute a quorum. C. CONDUCT OF MEETINGS; ADJOURNMENT Meeting Chairperson: If neither the chairperson nor the vice chairperson is present to conduct a meeting of the Planning Commission, the Planning Commission may elect a meeting chair from among those members present prior to the commencement of business. The election shall follow the procedures set forth in Section IV.B.3, except that the Community Development Director, or his or her designee, shall conduct the election. 2. Open Meeting Law: Meetings shall be conducted in accordance with the State of Minnesota Open Meeting Law (Minn. Statutes 471.705). 3. Adjournment: Meetings shall adjourn at or before 11:00 p.m. unless a two- thirds majority of the members present agree to extend the time of adjournment. If there is no objection, the Chairperson may declare the meeting adjourned without the necessity of a motion or vote by the Commission. D. MINUTES: Minutes shall be recorded for regular meetings and each commission member shall receive a copy of the unapproved minutes for review and approval at a succeeding meeting. Minutes shall be approved by motion. Approved minutes shall be the official record of the business conducted and actions taken by the Planning Commission. Commission members may request copies of approved minutes after they have been corrected, if necessary, and signed as approved. Copies of the approved minutes shall be filed with the Community Development Department. Unapproved minutes shall be clearly marked "DRAFT"; approved minutes shall be marked "APPROVED". A policy statement regarding the content and format of the minutes shall be on file with the Community Development Department which may be reviewed from time to time as needed. VII. INFORMATIONAL PACKETS: Each Commissioner shall receive a staff report, plans and additional information, as appropriate, for each item placed on the agenda for any regular or special meeting. The Commission packet should be delivered at least four days prior to the meeting. Each Commissioner is responsible for reviewing the material within the packet prior to the meeting. VII I. PROFESSIONAL CONSULTANTS: Advice from, consultation with, and/or requests for review by the City Attorney, City Engineer, City Planning Agency, or other paid consultants shall be in accordance with the Municipal Code, Section 401.07. IX. SUPPLEMENTARY PUBLICATIONS: All Commission members shall receive a copy of the Mounds View Municipal Code and a copy of the Municipal Comprehensive Plan as well as other materials provided by the City Council or City Staff. These materials shall be retained by each commission member and returned to the City Administrator, or designated staff liaison upon the member's resignation or termination of appointment. X. CONDUCT OF MEMBERS A. ATTENDANCE: Commission members shall advise the designated Staff member or the Commission chairperson of an anticipated absence from any regularly scheduled Planning Commission meeting. Any member absent from three consecutive regularly scheduled meetings or more than six regularly scheduled meetings per year without the consent of the Commission shall be deemed to have vacated the office, and such vacancy shall be filled by the City Council pursuant to Section 401.03, Subd. 1. A leave of absence may be granted by the consent of the Commission. B. CONFLICT OF INTEREST. - General Standard: No Commissioner shall be appointed with private or personal interests likely to conflict with the general public interest. If any person appointed to the Commission shall find that their private or personal interests are involved in any matter coming before the Commission, they shall disqualify themselves from taking part in any discussion or action on the matter- alternatively, they may be disqualified by a two-thirds (2/3) majority vote of the Commissioners in attendance. 2. Conflict Due to Economic Interests: A Commissioner has a conflict of interest if, in his or her discharge of official duties, would be required to take an action or make a decision that would substantially affect the Commissioner's financial interests or those of an associated business, unless the effect on the Commissioner is no greater than on other members of the Commissioner's business classification, profession, or occupation. In the event a conflict of interest exists with respect to a particular matter before the Commission, the Commissioner shall disqualify himself or herself from taking part in any discussion or action on the matter. C- EX PARTE CONTACTS: Ex parte contacts are contacts between individuals seeking to influence the decisions of the Planning Commission and individual Commission members outside the meeting forum. Such contacts may include communications with project applicants, supporters and opponents. When the Planning Commission is involved in a matter which is to be heard and decided by the Commission (e.g. variances), Planning Commissioners shall indicate to the person contacting them that such communication and all testimony needs to be offered at the hearing to ensure a fair hearing for all parties. The intent is for Planning Commissioners to make their decisions based on the same information provided to all Planning Commissioners. Planning Commissioners should avoid expressing any opinion as to the merits of the case outside of Commission meetings. Multiple grounds signs are permitted on lots abutting multiple streets, although the cumulative sign area is limited to the combined allowable size (e.g. 100 sq ft divide between two ground signs). Dynamic Signs cannot flash, blink, or resemble traffic signs or create a traffic hazard. The sign must include an ambient light monitor able to adjust the brightness between daytime and nighttime. The sign shall display its message for a minimum of eight seconds. The project requires approvals for a Zoning Map Amendment; Preliminary/Final Plat; Conditional Use Permit (CUP) for a Planned Unit Development (PUD); and Development Review. The City Council reviewed a concept plan at its August 1, 2022 Work Session, providing a consensus to the developer to proceed with an application. The project includes a "ghost plat" to include a Phase II 130-unit apartment east of Phase I. Phase II would require the acquisition of three homes to the east, none of which are for sale. The intent of the ghost plat is to demonstrate how a Phase II would be compatible with Phase I. There is no timetable as to when (if ever) Phase II will be developed. The proposed deviations for the PUD were further discussed with the Commission. Staff commented further on the proposed request and recommended the Planning Commission approve a Recommendation to Amend the Zoning Map; Preliminary Plat of Woodale Apartments; Planned Unit Development; and Development Review, conditioned upon being revised prior to the City Council's consideration. Jared Ackmann, Reuter Walton Development, discussed the proposed plans in further detail with the Commission. He reviewed other developments Reuter Walton had completed in the metro area. He stated he has had discussions with the City for the last year. He noted he was proposing a 140 unit apartment complex on the three acre site. He commented on how the units would be broken down for the proposed workforce housing. He indicated the site would have approximately 200 parking stalls and he would not be charging for parking. He discussed the outdoor amenities (tot lot and dog park) that would be included within the development. In addition, the property would have a community room, fitness area, bike racks and onsite office. He stated he appreciated how close this site was to the park and ride on County Road H and was also close to the Metro Transit Route #25 bus line. He finished his presentation by reviewing elevations of different Reuter Walton projects. Mounds View Planning Commission Regular Meeting November 2, 2022 Page 4 Commissioner Stevenson asked if the underground parking stalls would be assigned. Mr. Ackmann stated his developments have assigned stalls at some complexes and at others, they have not been assigned. Collin Kaas, Kaas Wilson Architects, commented further on how vehicles would circulate through the underground parking lot. Chair Rundle encouraged Reuter Walton to assign the parking stalls. Commissioner Nelson questioned where residents would park if there was not room in the underground parking lot. Community Development Director Sevald explained the City requires all projects to have adequate parking onsite. Mr. Kaas stated 35 to 40 additional parking stalls could be added on the corner lot as an interim solution, if parking concerns were to arise. Commissioner Nelson inquired if these units would be low income. Mr. Ackmann reported all units would be at 60% AMI or less. He explained he submitted a grant with Ramsey County to have 14 units at 30% AMI. Commissioner Nelson asked how long this project would take to construct. Mr. Ackmann commented on the proposed building timeline and anticipated the apartment complex would take 15 months to build noting the building would be ready to open in December of 2024. Further discussion ensued regarding the number of affordable housing units Mounds View was encouraged to construct per the 2040 Comprehensive Plan. Commissioner Nelson questioned if it was the developers long term goal to acquire the corner properties. Mr. Ackmann stated this was the case. Commissioner Stevenson discussed the history of this property noting the rezoning of this site was a long time coming. Commissioner Curtis recommended the plans continue to evolve to include a patio, tot lot, and dog area. Community Development Director Sevald commented further on the proposed landscaping plan and retaining wall location. Mr. Ackmann indicated he would be working on the landscaping plan further, prior to the City Council meeting. Mr. Kaas explained the units along the rear of the building would not have balconies and indicated this was done to protect the privacy of the adjacent homeowners. Commissioner Farmer supported the developer providing sidewalks that go all the way out to Mounds View Boulevard. Community Development Director Sevald reported it was staff s recommendation to have a sidewalk installed from Woodale Drive to Mounds View Boulevard. Mr. Ackmann explained he was looking into the options that would maximize access for future tenants. Commissioner Nelson indicated he was mostly supportive of the project, but he felt it was being rushed. While he understood the reasons for the project moving forward in a hurry in order to Mounds View Planning Commission Regular Meeting November 2, 2022 Page 5 meet the grant timelines, he was concerned with the fact the developer was before the Commission requesting four things at one meeting. Chair Rundle inquired if the fire department had reviewed the plans. Community Development Director Sevald indicated the fire department had reviewed the plans and was looking into turning radius concerns they have, noting the layout of the parking lot could change. Commissioner Nelson questioned what the color scheme would be for the proposed building. Mr. Ackmann reviewed the building colors and materials. Commissioner Curtis stated his only concern with the project at this time was traffic and how traffic would flow in and out of the site. Commissioner Nelson asked what the park dedication fee would be for this project. Community Development Director Sevald discussed the park dedication fee that would be paid by the developer. Commissioner Curtis inquired who would manage this property. Mr. Ackmann stated this was yet to be determined, but noted it would be a local, experienced management company based out of the Twin Cities. Commissioner Farmer recommended staff address the lighting plan to ensure the apartment complex lighting does not bleed onto the neighboring properties. Community Development Director Sevald reported the City had standards in place that would address this concern. Commissioner Stevenson suggested the City Arborist review these plans prior to receiving Council approval. Commissioner Nelson requested the applicant provide the City with further information regarding the sites snow removal plan. Commissioner Stevenson questioned if a traffic study should be required. Community Development Director Sevald noted a traffic study could be completed after the project was approved. Resolution 1155-22, Recommending Appointments to the 2023 Planning Commission Community Development Director Sevald stated the Planning and Zoning Commission consists of seven Mounds View residents, appointed by the City Council to three-year terms, based upon the recommendation of the Commission. Terms expiring on December 31, 2022, include; Gary Rundle. The City advertised openings via the city website (deadline: October 20, 2022), receiving one application for the Planning Commission: Gary Rundle, 7445 Spring Lake Road Community Development Director Sevald recommended the Planning Commission approve the appointments. He stated the Council has been working on the 2023 budget and tax levy. He estimated the final tax levy would be around 5.5%. He commented on the benefits of having a home energy audit. He reported the Council was considering an expansion to the Community Center. City Administrator Zikmund explained staff was meeting bi-weekly with the architect working on the plans for the Community Center expansion. He reported the architect would have plans ready for the Council to review in February of 2023. He stated the City would be completing a community survey that was focused on parks and recreation, along with the proposed Community Center expansion. He anticipated the City would have to bond for this project at some point in the future. He commented on why the precautionary boil alert was in place, noting a variable frequency fan failed. He discussed how the City was responding to the notification/alert concerns. He noted the City would be issuing a report to the public once all of the facts were compiled. D.
