Chair Jim Freichels called the meeting to order at approximately 7:30 a.m.

3. APPROVAL OF FEBRUARY 16, 2023 AGENDA
Motion/Second: Commissioner Friechels moved and Commissioner Moe seconded the
approval of the February 16, 2023 EDC agenda.
Motion Carried: 7 Ayes, 0 Nays
4. APPROVAL OF JANUARY 19, 2023 EDC MINUTES
Motion/Second: Commissioner Rundle moved and Commissioner Moritko seconded the
approval of the January 19, 2023 minutes.
Motion Carried: 7 Ayes, 0 Nays
5. EDC BUSINESS
A. Review 2023 EDC Priorities:
Motion/Second: Commissioner Stevenson moved and Commissioner Moe seconded the
motion to approve the 2023 EDC Priorities, adding 1j. Mounds View Square, deleting 9.
Snap Market Redevelopment, and adding 9. Potential Mounds View Community Center
Expansion.
Motion Carried: 7 Ayes, 0 Nays
B. Review EDC Bylaws:
The Commission, is required to review the EDC bylaws annually at its February meeting.
Commissioner Stevenson asked about item III. regarding when the informational agenda
packet is to be submitted to the EDC and if it is clear enough as written. Assistant City
Administrator mentioned that the agenda packet is normally submitted the Thursday

before the meeting, a week before the scheduled meeting. The bylaws specify that the
informational packet should be submitted no later than the Tuesday preceding the
regular meeting. The Commission by consensus, agreed to leave the current EDC
bylaws as-is. No change is needed at this time.
6. A. REPORTS OF STAFF
Assistant City Administrator Beeman provided an update on approximately a dozen
projects happening within the city and informed the Commission of the upcoming March
8 Mounds View Business Council meeting starting at 8:00 a.m. at the Mounds View
Community Center.
B. REPORTS OF CITY COUNCIL MEMBERS
Council Member Meehlhause provided an update on the potential community center
expansion and other City Council business.
C. REPORTS OF COMMISSIONERS
There were no reports of Commissioners.
7. NEXT REGULAR EDC MEETING
Chair Moritko reminded the Commission that the next meeting will be held November 16,
2023 or as-needed throughout the summer.

There being no further business, Chair Moritko adjourned the February 16, 2023
meeting at approximately 8:35 a.m.

Item Title/Subject: Review Applications for EDC Commissioner Openings and
Make Recommendations to the EDA
Background:
The Economic Development Commission is comprised of seven members—three business
representatives and four resident representatives. Each member serves a three year term
which are staggered to ensure continuity of service.
Donn Lindstrom’s term ends December 31, 2023 and he has not resubmitted his application
for an additional term as a Resident Representative. However, Andrew Kovacs has applied
for all available Commission openings.
Jeff Moritko’s term ends December 31, 2023 and he has resubmitted his application for an
additional term as a Business Representative.
Discussion:
There is one EDC Resident Representative opening and one Business Representative
opening starting January 1, 2023. Two applications have been received. The EDC to
discuss and make a recommendation to the EDA.
Recommendation:
The EDC to make a motion recommending one Resident Representative and one
Business Representative to the EDA for consideration. The EDA will review and consider
the EDC’s recommendation at its November 27, 2023 regular EDA meeting.

Economic Development Commission
The EDC is an advisory commission to the EDA consisting of seven members, (four resident representatives of Mounds
View and three business representatives). While the commission doesn’t have the authority to take action, it serves as a
sounding board for the EDA. Examples of commission projects are economic development marketing/branding
initiatives, brainstorming ideas for redevelopment sites, reviewing financing and economic development
policies, hearing from speakers on hearing economic development updates & issues affecting Mounds View, and
setting annual priorities as it relates to assisting the EDA’s initiatives.
Planning Commission
The Planning and Zoning Commission provides recommendations to the City Council on Planning Applications, such as
subdivisions, conditional use permits, and ordinance amendments. The Commission, acting as the Board of
Adjustments, has authority to approve Variances.
Parks, Recreation and Forestry Commission
The Parks, Recreation and Forestry Commission provides recommendations to the City Council for the development
and improvement of parks within the City. The Commission also makes recommendations to the City on all matters
affecting Parks and Recreation programs.
Police Advisory Commission
The Police Advisory Commission assists and advises the City Council and the Police Department with enhancing
awareness of Police Department capabilities and services; provides an opportunity for citizen involvement in police
services; and encourages positive exchange between the Police Department and the community.
Sustainability Committee

Own & operate Moe's American Grill in Mounds View for the past 17 years.

Item Title/Subject: Resolution NO. 23-EDC-49 Establishing the EDC Meeting
Calendar for 2024
Background
Section 408.07 of the Mounds View Municipal Code and the EDC Bylaws require that
the Economic Development Commission establish a meeting calendar. The EDC did
this last November for 2022. The Bylaws also specify that the meetings shall occur on
the third Thursday of each month which can be amended by a resolution. The
Commission has traditionally met at 7:30 am. It is recommended that the EDC meetings
be held on the third Thursday of each month as-needed at 7:30 a.m. A resolution has
been prepared to reflect those dates.
The following dates represent the third Thursdays through 2024.
January 18, 2024 February 15, 2024 March 21, 2024
April 18, 2024 May 16, 2024 June 20, 2024
July 18, 2024 August 15, 2024 September 19, 2024
October 17, 2024 November 21, 2024 December 26, 2024
It does not appear that any of the above dates conflict with observed holidays.
Staff Recommendation
Staff recommends the Commission make a motion to approve Resolution NO. 23-EDC-
49 establishing the calendar of meeting dates for 2024 and confirm the time of day.

RESOLUTION ESTABLISHING CALENDAR OF MEETING DATES FOR 2024
WHEREAS, The Mounds View Economic Development Commission plans to hold one
business meeting per month throughout 2024 as needed, with the exception of Special
Meetings; and
WHEREAS, the adoption of a list of meeting dates provides an orderly system of
advance notification for the benefit of the EDC, City staff and the general public.
NOW, THEREFORE, BE IT RESOLVED that the Economic Development Commission
hereby adopts the calendar of 2024 meeting dates attached hereto.

Item Title/Subject: Reports of Staff
A.Rice Creek Commons (TCAAP) Development Update
In late spring of 2019 project engineers were in the process of plans for mass grading, utility installation,
and primary roadways on the site. This work was slated to be completed in 2019. Initially, the first phase
of housing and early commercial construction was expected to begin in 2020 and when fully realized, the
mixed-use development was expected to offer 1,460 housing units, support at least 4,000 living-wage
jobs, and generate approximately $8.6 million in property taxes annually. Ramsey County Commissioner
Nicole Joy Frethem met with the Mounds View City Council January 11, 2021 and stated that the law suit
is still in effect however, neither party is at liberty to mention any details of the lawsuit. However, she
stated that they feel progress is being made and they are nearing an agreement. As of November 2022,
all construction is still on hold. At the November 1, 2023 open house, the developer is proposing
additional density. The Arden Hills City Council did direct Staff to bring the necessary code amendments
through, which will happen in December 2023. In a perfect world, master development agreement
discussion will begin January 2024 with the goal of having a final agreement in 2024. For more

B.Mounds View Business Council Meeting
The next meeting will be held at the MV Event Center Wednesday December 13, 2023 from 8:00-
9:00 a.m. The Twin Cities North Chamber of Commerce is combining Mounds View with New
Brighton into one Business Council. All meetings are free and all EDC Members are encouraged to
attend. The featured speaker is TBD.
C.Skyline Redevelopment (Villas of Mounds View)
The project is complete and they are actively filling the units.
D.Long Lake Woods
Marty Harsted is moving forward in creating 12 new single-family residential lots. He would like to
break ground in the spring of 2024. He apparently has about four homes that would be built right
away once the development has been completed.
E.Tom Fields Estate
A developer had planned to purchase three lots from Tom Fields located across from Lambert Park to
construct three assisted living homes, however Mr. Fields has delayed the project. Therefore, the
developer has backed out of the project. Three more developers have inquired about these lots,
however the asking price is too high and they have backed out as well. This project is on hold until
the land owners agree to move forward.

F.Simon’s Building
The Simon’s property has been purchased by Sabry Shrara, the owner of Mounds View dentistry. He
initially, wanted to construct a new professional building consisting of a new dental office and two
additional suites to be leased to a future tenant with apartments on the upper levels. However, he
couldn’t get lending for that type of use, so he is reevaluating and the project is on hold until he can
get his current dental office build out completed near the movie theater.
G.Kusina Restaurant
The Kusina Filipino Restaurant is now complete. They are taking advantage of a Critical Corridors
grant through Ramsey County to finish exterior painting of the entire building. They are hoping to get
that accomplished in the spring of 2024.
H.MV Square
Staff met with Paster Enterprises in September 2022 to seek their interest level in redeveloping the
Mounds View Square area. They see the potential need to redevelop the site. However, they need
time to brainstorm and will check-in 2023. The City as submitted a grant for $50,000 to Ramsey
County to help with redevelopment planning for this area. The City hired a consultant to complete a
market study and concepts for the site. Meetings were held at two City Council work sessions and
they also held a public engagement open house to capture comments from the public. The City
Council will accept the final findings and recommendations at its December 11 meeting. The
completed documents must be submitted to Ramsey County by December 31, 2024 in order to fulfill
the grant requirements.
I.Ardan Park & Greenfield Park Redevelopment
Wetland delineation studies were completed in the fall of 2022 on both sites. Several developers
showed interest and the Council ultimately chose Pulte Homes to develop market rate town homes as
per the City’s Strategic Plan. Since then, the Council voted against the development. The City is
currently researching wetland banking for that area.
