EDA BUSINESS 44 45 Mounds View EDA November 13, 2023 Regular Meeting Page 2 A. Resolution 23-EDA-366, Authorizing the Purchase of Real Property. 1 2 Assistant City Administrator Beeman requested the EDA consider the purchase of the property at 3 2716 Hillview Road. He explained the EDA discussed this purchase at their September 25 4 meeting. He commented further on the purchase agreement and recommended approval. 5 6 Commissioner Meehlhause asked if this property could tie into the adjacent bank property. 7 Assistant City Administrator Beeman stated this would be an option for future development and 8 noted staff has spoken with the bank owners about this potential. 9 10 MOTION/SECOND: Lindstrom/Gunn. To Waive the Reading and Adopt Resolution 23-EDA-11 366, Authorizing the Purchase of Real Property. 12 13 Ayes – 4 Nays – 0 Motion carried. 14 15 B. Resolution 23-EDA-367, Authorizing the Purchase of Real Property. 16 17 Assistant City Administrator Beeman requested the EDA consider the purchase of the property at 18 2833 Mounds View Boulevard, which was adjacent to Steve’s Appliance along the Mounds 19 View Boulevard corridor. He explained the EDA discussed this purchase at their September 25 20 meeting. He commented further on the purchase agreement and recommended approval. 21 22 Commissioner Meehlhause asked how the EDA would fund the purchase of this property. 23 Assistant City Administrator Beeman reported the EDA would use proceeds from the sale of the 24 Skyline property to purchase this parcel. 25 26 Commissioner Gunn commented on how the City would have more control over the future 27 development of this property, if under City ownership. Assistant City Administrator Beeman 28 stated this was the case. Executive Director Zikmund explained both of these properties came to 29 the EDA with offers at or near the County assessed value. 30 31 MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 23-32 EDA-367, Authorizing the Purchase of Real Property. 33 34 Ayes – 4 Nays – 0 Motion carried. 35 36 C. Villas of Mounds View, Certificate of Completion, Investment Letter, and 37 Resolution 23-EDA-368, Authorizing Issuance of TIF. 38 39 Assistant City Administrator Beeman requested the EDA approve a Certificate of Completion, 40 Investment Letter and Resolution authorizing the issuance of TIF for the Villas of Mounds View. 41 He explained this project was being closed out, TIF notes were previously approved and now was 42 Mounds View EDA November 13, 2023 Regular Meeting Page 3 the time for the EDA to issue the TIF notes. 1 2 MOTION/SECOND: Gunn/Meehlhause. To Authorize Staff to Continue the Process of Closing 3 the Documents for the Villas of Mounds View. 4 5 Ayes – 4 Nays – 0 Motion carried. 6 7 MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 23-8 EDA-368, Authorizing the Issuance of TIF for the Villas of Mounds View. 9 10 Ayes – 3 Nays – 0 Abstain – 1 (Lindstrom) Motion carried. 11 12 8. The terms are three years. Donn Lindstrom and Jeff Moritko’s terms expire December 31, 2023. According to the Mounds View City Code Section 408.03: The Commission shall be composed of seven (7) equal voting members, including three (3) business representatives and four (4) residents, appointed by the Authority Board of Commissioners based on the recommendation of the Economic Development Commission, from the applications submitted. Members shall have diverse qualifications with practical experience consisting of, not limited to, but including one (1) of the following areas: economics, finance, accounting, real estate, social services and marketing. While Jeff Moritko is reapplying for another term as a Business Representative, Donn Lindstrom has not submitted his application and has notified the EDC that this will be his last term. However, Andrew Kovacs has submitted his application for a Resident Representative. Discussion Staff received two (2) applications, one for the Business Representative and one for the Resident Representative opening. The EDC considered the applications at their November 21st meeting and they are recommending that the EDA consider appointing Jeff Moritko as the Business Representative and Andrew Kovacs as the Resident Representative to the EDC with their terms starting January 1, 2024 and expiring December 31, 2026. Recommendation Consider EDA Resolution 23-EDA-369, a resolution appointing members to the Economic Development Commission (EDC). Respectfully submitted, ________________________ Brian Beeman Assistant City Administrator Attachment: 23-EDA-369 A Resolution Appointing Members to the Economic Development Commission (EDC) County EDA RESOLUTION 23-EDA-369 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA A RESOLUTION APPOINTING MEMBERS TO THE ECONOMIC DEVELOPMENT COMMISSION (EDC) WHEREAS, the Economic Development Commission (EDC) consist of members appointed by the Economic Development Authority (EDA); and WHEREAS, there are two (2) vacant seats on the EDC effective January 1, 2024; and WHEREAS, Jeff Moritko and Donn Lindstrom’s EDC term seats expire on December 31, 2023; and WHEREAS, Donn Lindstrom is not applying for an additional term; and WHEREAS, City Staff received two (2) commission applications; and WHEREAS, the EDC considered the applications at their November meeting and is recommending Jeff Moritko as the Business Representative and Andrew Kovacs as the Resident Representatives for full three (3) year terms to be appointed to the EDC by the EDA; NOW, THEREFORE, BE IT RESOLVED, that the EDA does hereby appoint the following below to the EDC: Name Term Expiration Jeff Moritko December 31, 2026 Andrew Kovacs December 31, 2026 Adopted this 27th day of November, 2023. ________________________________ Theresa M.
