Call to Order The meeting was called to order by Vice Chair Farmer at 6:30 p.m. for October 18, 2023. 2. Roll Call Members Present: Commissioners Curtis, Farmer, Rundle, Stevenson and Urlacher. Absent and Excused: Commissioners Munson and Nelson. Also Present: Phil Carlson — Stantec, and Council Member Gary Meehlhause. 3. Approval of Agenda MOTION/SECOND: Commissioner Stevenson/Chair Rundle. To approve the agenda as presented. Ayes — 5 Nays — 0 Motion carried. 4. Consent Agenda A. Resolution 1166-23, Recommending Approval of the Alexander Gardens Preliminary Plat at 8441 Fairchild Avenue and 8492 Long Lake Road Phil Carlson, Stantec, stated the Alexander's reside at 8441 Fairchild Avenue. They wish to purchase a portion of the land at the rear of their property from the Wilcox's lot at 8492 Long Lake Road. The Wilcox's have agreed to sell a portion of their property to the Alexanders. The Alexander's are applying for a subdivision to be called Alexander Gardens. The Alexander's lot is 0.47 acres, platted in 1978. Access is from Fairchild Avenue. At the rear side of the property is the south end of the 1-acre lot owned by the Wilcox's. The Alexanders wish to purchase just the south portion of the Wilcox property such that their property extends east to the rear lot line of 8450 Red Oak Drive. Mr. Carlson explained the dimensions of the Alexanders' property are approximately 170 feet by 90 feet that includes drainage and utility easements each 5 feet wide on the north, south and east sides of the parcel and 10 feet on the west side on Fairchild Avenue. The portion of the Wilcox's' property the Alexanders wish to purchase is on the south side of the property with dimensions of 75.72 feet by 98 feet. The proposed modification will result in addition of about 3,500 square feet to the Alexander's lot. The modified plat area and boundary is shown in blue line in the image and the red solid lines indicate the modified plat boundary of the Wilcox property. There is one small addition to the drainage and utility easement to add another 5-foot- wide easement to the north -south easement to extend a full 10-foot-wide easement should it be needed for utility purposes. Staff recommended the Planning Commission hold a public hearing and approve the Preliminary Plat for the Alexander Gardens plat to adjust the lot line between 8441 Fairchild Avenue and 8492 Long Lake Road as depicted on the Preliminary Plat prepared by Lake and Land Surveying Inc received by the City September 25, 2023 with the following findings of fact: 1) The request involves a lot line adjustment between two existing lots of record, the properties at 8441 Fairchild Avenue and 8492 Long Lake Road. No new lots are being created. 2) The plat does not involve the installation or modification to any public infrastructure or site grading. 3) The preliminary plat meets the requirements in Sections 158.022 and 158.023 of the City Code for preliminary plat approval. Commissioner Curtis asked if the neighbors were notified of this preliminary plat. Mr. Carlson reported the neighbors were notified. To approve Resolution 1166-23, a Resolution Recommending Approval of the Preliminary Plat for the Alexander Gardens plat to adjust the lot line between 8441 Fairchild Avenue and 8492 Long Lake Road as depicted on the Preliminary Plat prepared by Lake and Land Surveying Inc received by the City on September 25, 2023. Ayes — 5 Nays — 0 Motion carried. 8. Reports A. Reports of Staff Mr. Carlson explained the City Council approved the Apple Tree Dental parking lot expansion. B. Reports of Council Council Member Meehlhause provided the Planning Commission with an update from the City Council. He encouraged all residents to get out and vote on Tuesday, November 7. He commented further on the proposed sales tax ballot question and how the proposed sales tax would impact Mounds View residents. C. Reports of Planning Commissioners Vice Chair Farmer stated the City was taking applications for Planning Commissioners at this time and would be making recommendations to the City Council on two seats in November. 9. Commission members are appointed by the City Council based upon recommendations made by the Planning Commission, to three-year terms. The Commission currently has three members whose terms expire on December 31, 2023 (Farmer, Munson, and Stevenson). The City advertised openings to the public to serve on advisory commissions, including the Planning Commission. The City received six applications for the Planning Commission. Those applications are attached. Discussion: The Planning Commission should review the applications then discuss and decide who to recommend to the City Council for the 2024 Planning Commission appointments. The Chair and Vice Chair recommendations are conducted through a Planning Commission election and decided by the City Council at their first meetings in January each year. Strategic Plan Strategy/Goal: N/A Recommendation: Staff recommends the Planning Commission review the applications, then consider Resolution 1167-23, a resolution recommending appointments to the Planning Commission for 2024 via a motion. The City Council will take action at its November 27th meeting. Economic Development Commission The EDC is an advisory commission to the EDA consisting of seven members, (four resident representatives of Mounds View and three business representatives).
