1. Call to Order
The meeting was called to order by Chair Rundle at 6:32 p.m. for November 1, 2023.

2. Roll Call
Members Present: Commissioners Curtis, Farmer, Munson, Nelson, Rundle, Stevenson and
Urlacher.
Absent and Excused: None.
Also Present: Assistant City Administrator Brian Beeman and Acting Mayor Gary
Meehlhause.

3. Approval of Agenda
MOTION/SECOND: Commissioner Curtis/Commissioner Farmer. To approve the agenda as
presented.
Ayes – 7 Nays – 0 Motion carried.
4. Consent Agenda
A. Approval of Minutes: October 18, 2023
MOTION/SECOND: Commissioner Curtis/Commissioner Farmer. To approve the Minutes of
the October 18, 2023 regular Planning Commission meetings as presented.
Ayes – 7 Nays – 0 Motion carried.

7. Planning Cases
A. Resolution 1167-23, Recommending Appointments to the Mounds View
Planning and Zoning Commission
Assistant City Administrator Beeman stated the Mounds View Planning Commission consists of
seven Mounds View residents who are not elected officials. Commission members are appointed
by the City Council based upon recommendations made by the Planning Commission, to three-
year terms. The Commission currently has three members whose terms expire on December 31,
2023 (Farmer, Munson, and Stevenson). The City advertised openings to the public to serve on
advisory commissions, including the Planning Commission. The City received six applications
for the Planning Commission. Staff requested the Planning Commission review the applications
then discuss and decide who to recommend to the City Council for the 2024 Planning
Commission appointments. It was noted the Chair and Vice Chair recommendations are
conducted through a Planning Commission election and decided by the City Council at their first
meetings in January each year. Ballots were passed out to the Planning Commissioners and a
vote was taken. Staff tabulated the votes and the Planning Commission recommended the
reappointment of Planning Commissioners Farmer, Munson and Stevenson.
MOTION/SECOND: Commissioner Nelson/Commissioner Munson. To approve Resolution
1167-23, a Resolution Recommending the Appointment of Commissioner Dennis Farmer,
Miranda Munson and Gary Stevenson to the Mounds View Planning and Zoning Commission.
Ayes – 7 Nays – 0 Motion carried.
8. Reports
A. Reports of Staff
Assistant City Administrator Beeman discussed upcoming planning cases noting he was working
with Public Works staff on the vacation of a utility easement. He commented further on two
rental homes in Mounds View that had been condemned.

B. Reports of Council
Acting Mayor Meehlhause provided the Planning Commission with an update from the City
Council. He reported the Council recently approved a Resolution that would potentially support
the approval of conduit bond financing in the amount of $16.5 million for a project in St. Paul.
He commented on the study that was being conducted for the redevelopment of the Mounds
View Square. Staff commented further on the critical corridors grant that the City received to
assist with this project.
Acting Mayor Meehlhause reminded the Planning Commission of the upcoming election, which
would be held on Tuesday, November 7.

10. Adjournment
There being no further business before the Planning Commission, Chair Rundle adjourned the
meeting at 6:55 p.m.
