Sharon Kirscher, 8406 Red Oak Drive, reminded the Council that as properties develop along 41
Mounds View Boulevard that there is a U-turn at Groveland Road for the apartments near Spring 42
Lake Road. She believed this U-turn was a traffic hazard and asked that the Council address the 43
safety at this intersection. 44

A. EDA Resolution 23-EDA-369, Appointing Members to the Economic 3
Development Commission. 4

Assistant City Administrator Beeman requested the EDA consider a Resolution appointing 6
members to the Economic Development Commission. He explained the EDC had two openings 7
at this time, one for a resident representative and the other for a business representative. He 8
requested the EDA appoint two representatives to the EDC. 9

Item Title/Subject: Resolution 24-EDA-370 Electing and Appointing Officers to the
Mounds View Economic Development Authority (EDA)
Background
Article 3, Section 3.1 of the EDA by-laws state that the President, Vice-President,
Treasurer and Secretary shall be elected annually at the first meeting of the year.
The EDA officers for 2023 were as follows:
President: Al Hull
Vice President: Theresa Cermak
Treasurer: Gary Meehlhause
Secretary: Zach Lindstrom
Discussion
January 08, 2024, is the first EDA meeting of the year. In accordance with the EDA
Bylaws, the EDA is required to appoint its officers at this meeting.
Recommendation
Staff recommends that the EDA appoint officers and approve attached EDA Resolution
24-EDA-370.

STATE OF MINNESOTA
RESOLUTION ELECTING AND APPOINTING 2024 OFFICERS
TO THE MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY
WHEREAS, Minnesota Statutes Section 469.096 addresses officers, duties and
organizational matters relating to an Economic Development Authority; and
WHEREAS, the Mounds View Economic Development Authority (the “Authority”)
has adopted Bylaws that govern the operation and function of the Authority; and
WHEREAS, Minnesota Statutes Section 469.096 require the Authority to annually
elect certain officers of the Authority – the President, Treasurer, and Secretary; and
WHEREAS, the Authority Bylaws require the Authority to annually elect certain
officers of the Authority - the President, Vice-President, Treasurer and Secretary - at the
first meeting of the year.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View Economic
Development Authority hereby elects the following individuals to serve as the officers of the
Authority for 2023 as noted below:
