1. CALL MEETING TO ORDER
Acting President Cermak called the meeting to order at 6:00 p.m.
2. ROLL CALL: Acting President Cermak, Commissioner Gunn, Commissioner
Lindstrom, Commissioner Meehlhause, and Executive Director Zikmund.
NOT PRESENT: None.
3. APPROVAL OF AGENDA
MOTION/SECOND: Meehlhause/Lindstrom. To Approve the November 27, 2023, Agenda as
presented.
Ayes – 4 Nays – 0 Motion carried.
4. CONSENT AGENDA
A. November 13, 2023, EDA Minutes.
MOTION/SECOND: Gunn/Lindstrom. To Approve the Consent Agenda as presented.
Ayes – 4 Nays – 0 Motion carried.
5. SPECIAL ORDER OF BUSINESS
None.
6. PUBLIC COMMENT
Sharon Kirscher, 8406 Red Oak Drive, reminded the Council that as properties develop along
Mounds View Boulevard that there is a U-turn at Groveland Road for the apartments near Spring
Lake Road. She believed this U-turn was a traffic hazard and asked that the Council address the
safety at this intersection.

7. EDA BUSINESS
A. EDA Resolution 23-EDA-369, Appointing Members to the Economic
Development Commission.
Assistant City Administrator Beeman requested the EDA consider a Resolution appointing
members to the Economic Development Commission. He explained the EDC had two openings
at this time, one for a resident representative and the other for a business representative. He
requested the EDA appoint two representatives to the EDC.
MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 23-EDA-
369, Appointing Members to the Economic Development Commission.
Ayes – 4 Nays – 0 Motion carried.

9. NEXT EDA MEETING: Monday, December 11, 2023 at 6:00 p.m.
10. ADJOURNMENT
Acting President Cermak adjourned the meeting at 6:06 p.m.
