1 A. Resolution 24-EDA-371, Approving a Fifth Amendment to the Loan
2 Origination Agreement with Center for Energy and Environment

4 Assistant City Administrator Beeman requested the EDA approve an amendment to the loan
5 origination agreement with the Center for Energy and Environment. He reported this action was
6 taken each year by the EDA. He noted the CEE administers the City's loan program and the City
7 would like to continue this partnership for 2024.

9 MOTION/SECOND: Gunn/Lindstrom. To Waive the Reading and Adopt Resolution 24-EDA-
10 371, approving a Fifth Amendment to the Loan Origination Agreement with Center for Energy
1 1 and Environment.

15 B. Update from the Center for Energy and Environment

17 Assistant City Administrator Beeman reported a representative from the Center for Energy and
18 Environment was in attendance to provide the EDA with an update.

20 Jim Hasnik, Director of Lending for Center for Energy and Environment (CEE), thanked the
21 EDA for inviting him to attend this meeting. He reported last year was a slower year noting two
22 sewer loans were approved and explained four loans were in the process already for 2024. He
23 stated the balance in the home improvement program fund was currently $69,850. He stated if
24 the four loans being processed were approved, the program could be running low on funds for
25 2024.

27 Commissioner Lindstrom requested further information regarding the sewer line repair loans. Mr.
28 Hasnik explained this loan covers residential and commercial repair/replacement or lining of
29 sewer lines. He noted this was a 0% loan that covers up to $20,000 for residential properties with
30 a ten year term, or up to $50,000 for commercial properties. He indicated there was no income
31 limit. He noted a credit and payment history was reviewed for these loans and he will work with
32 homeowners. He reported he was much more flexible than a bank. He commented further on the
33 debt to equity requirements for these loans.

35 President Meehlhause noted this was a line of credit that the EDA received from the MPCA. Mr.
36 Hasnik stated this was the case.

38 President Meehlhause questioned how many residents have taken advantage of this program
39 since its implementation. Mr. Hasnik explained six residents have participated in this program
40 and $88,000 has been loaned out to date. He stated there were still funds available for Mounds
41 View residents in need of assistance to replace their sewer lines.

President Meehlhause commented on how valuable a home energy audit was and encouraged
residents of Mounds View to consider having an audit done on their home. Mr. Hasnik stated
through Minnesota Housing, additional loans were available at 6.5% interest along with energy
loans for solar and HVAC improvements.
President Meehlhause thanked Mr. Hasnik for attending this meeting and for his presentation to
the EDA.

Background and Discussion:
The EDA recently purchased a home and lot located at 2833 Mounds View Boulevard & 2716
Hillview Road, Mounds View, MN 55112. The local Police and Fire Departments will be conducting
training exercises on the newly acquired properties before conducting a final controlled burn. Before
the training can begin, all utilities and service must be disconnected, any asbestos and hazardous
materials must be remediated/removed, and after the training has been completed, a contractor will
need to complete the final demolition and clean up for each site of any remaining debris.
Since the total amount for the asbestos Abatement/Removal service and Demolition and Cleanup is
over the $5,000 threshold, the EDA must approve these costs before services can begin.
Asbestos Abatement/Removal:
$7,300 total amount quoted by ShelterTech for 2716 Hillview Rd
$3,800 total amount quoted by EnviroBate for 2833 Mounds View Boulevard
Demolition Services:
$24,950 total amount quoted by Nitti Companies for both 2716 Hillview Rd and 2833 Mounds View
Boulevard
Recommendation:
Staff recommends the EDA approve

A RESOLUTION APPROVING THE COSTS OF ASBESTOS ABATEMENT/REMOVAL
AND FINAL DEMOLITION & CLEAN UP SERVICES FOR 2833 MOUNDS VIEW
BOULEVARD AND 2716 HILLVIEW ROAD
WHEREAS, the Economic Development Authority (EDA) purchased a property
located at 2833 Mounds View Boulevard and 2716 Hillview Road, Mounds View, MN 55112;
and
WHEREAS, the Mounds View Police Department and Spring Lake Park, Blaine,
Mounds View Fire Department (SBM) wishes to conduct training exercises on said premises;
and
and
WHEREAS, it is necessary to abate/remove any asbestos before training can begin;
WHEREAS, final demolition and cleanup of each property is required; and
WHEREAS, ShelterTech has submitted a quote for $7,360.00 for 2716 Hillview Rd
requiring approval from the EDA; and
WHEREAS, EnviroBate has submitted a quote for $3,800.00 for 2833 Mounds View
Boulevard requiring approval from the EDA; and
WHEREAS, Nitti Companies has submitted a quote for $24,950.00 for both 2833
Mounds View Boulevard and 2716 Hillview Road requiring approval from the EDA;
NOW, THEREFORE, BE IT RESOLVED, that the Mounds View City Economic
Development Authority authorizes Staff to make the necessary expenditures, as presented
in the attached quotes, including any minor deviations to the final invoices as may be
necessary.

Pre -Demolition Asbestos Abatement
EnviroBate- proposes to furnish all labor, materials, equipment, supplies, disposal and insurance necessary for removal of
asbestos containing materials (ACM) listed in the Sheltertech Corp survey dated February 5, 2024 prior to the
burning/demolition of the structure. Work will be conducted with all applicable air sampling, permits, and notifications as
necessary. Envirobate will supply power and water as necessary for the abatement process. Work can be started 5 days after
notice to proceed and MDH permits are set. Work to be completed over approximately one working week.
*Excludes removal of MSW, LBP, and hazardous and regulated waste items.
*Excludes abatement of assumed, unidentified, or concealed items and quantities greater than listed in the survey.
EnviroBate- proposes to complete this scope in accordance with all EPA, OSHA, state and local regulations governing
asbestos control and removal.
Pricing is as follows:
EnviroBate will complete the project basis as the specifications noted above for the total sum of: $3,800.00
Terms: Payment due within 30 days of invoice date (NET 30)
