HomeMy WebLinkAboutResolution 9880RESOLUTION 9880 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA PUBLIC HEARING FOR THE 2024 PRIVATE PROPERTY INFLOW AND INFILTRATION GRANT PROGRAM FROM THE METROPOLITAN COUNCIL WHEREAS, the City was awarded $50,000 from MCES for the Private I & I Grant, and the City Council must establish guidelines for implementing; and WHEREAS, The City Council reviewed the information and determined the following guidelines for administering the program to Mounds View property owners at the February 5, City Council Work Session; and WHEREAS, A Public Hearing must be held in order for the City to participate in the MCES Private Property I & I Program; and WHEREAS, the City Attorney has reviewed the agreement and recommended some changes the agreement which MCES has agreed to these changes; and WHEREAS, Staff is requesting the City Council hold the Public Hearing to receive comments and approve this resolution establishing the guidelines for the Private Property Inflow and Infiltration Grant Program from the Metropolitan Council. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, Ramsey County, Minnesota as follows: 1. Accept the $50,000.00 awarded to the City of Mounds View as part of the MCES for the Private I & I Grant. 2. The City sets the following guidelines in administering the Private I & I Program. a. The City will concentrate on residential homes built prior to 1960. b. Only homes not selling shall be eligible to be included in the program. c. Property owners need to submit an application to be eligible to participate in the program. d. Each property that submits the application will be placed in a lottery and will receive $2,500.00 if drawn. e. Property owners must submit the original cost estimate and the Contractors 1099 form in order to receive the $2,500.00. 3. The City Council holds a Public Hearing on February 26, 2024 and March 11, 2024 in order to receive feedback on the Private I & I Program from the MCES. The Director of Public Works/Parks and Recreation is authorized to make approvals related to contract modifications during construction of the Project on behalf of the City Council as per the Purchasing Policy. 5. The Mayor and City Administrator, Staff and consultants are hereby authorized and directed to take any and all additional steps and actions necessary or convenient in order to accomplish the intent of this Resolution.
