CALL TO ORDER Chair Dennis Farmer called the meeting to order at approximately 7:30 a.m. 2. ROLL CALL Members Present: Chair, Dennis Farmer, Vice Chair, Jason Helgemoe, Commissioners, Jim Freichels, Gary Stevenson, Teresa Muckala, & Dan Larson Members Absent: None Staff Present: Assistant City Administrator, Brian Beeman Meeting Attendees: Gary Meehlhause 4. APPROVAL OF FEBRUARY 15, 2019, AGENDA Motion/Second: Commissioner Freichels moved and Commissioner Stevenson seconded the approval of the February 15, 2019 EDC agenda. Motion Carried: 6 Ayes, 0 Nays 5. APPROVAL OF JANUARY 18, 2019, EDC MINUTES Motion/Second: Commissioner Stevenson moved and Commissioner Freichels seconded the approval of the January 18, 2019 EDC minutes. Motion Carried: 6 Ayes, 0 Nays 6. EDC BUSINESS Review 2019 EDC Priorities Assistant City Administrator, Beeman reviewed the 2018 priorities and suggested 2019 priorities. The Commission discussed and agreed to cross out the Crossroad Pointe redevelopment site and Cynthia Johnson lot & related empty lot since those projects are underway and added the five lots west of the MWF Properties apartment project as a redevelopment area. It was also decided to add the Bauer Welding property to the Skyline Motel redevelopment, eliminate the word multi-family in item 6) and replacing it with the word residential, and decided to keep item 9) for one more year and try to continue to attract start-up companies in the available vacant space. EDC Minutes February 15, 2019 Page 2 of 4 Motion/Second: Commissioner Freichels moved and Commissioner Muckala seconded the approval of the 2019 EDC Priorities as amended. Motion Carried: 6 Ayes, 0 Nays Review EDC Bylaws Assistant City Administrator Beeman reviewed the EDC Bylaws and City Code stating that staff is not recommending any changes at this time. Commissioner Larson asked if the number of unexcused absences of Commission Members should be increased. Beeman explained that most Commissioners are informing him that they will be absent and therefore there are very few unexcused absences. If it becomes a problem then Beeman will take the issue to the EDC for further direction. The Commission decided to leave the language as-is. Motion/Second: Commissioner Larson moved and Commissioner Stevenson seconded the approval of the EDC Bylaws to remain as-is. Motion Carried: 6 Ayes, 0 Nays Update from Comprehensive Plan Task Force Members Comprehensive Task Force Member Dennis Farmer provided the Commission an update stating that the Task Force continues to work though the Comprehensive Plan which must be submitted by the end of 2019. He clarified that there is not section in the Comprehensive Plan that is dedicated to economic development. He said there are smaller areas throughout the Comp Plan that address economic development and businesses through the land use portions and other areas. Once the Comp Plan is more complete, Farmer will bring business related items to the Commission for review. 7. REPORTS OF STAFF Crossroad Pointe Redevelopment Project Assistant City Administrator, Beeman provided the Commission with an update on the Crossroad Pointe development stating that staff is still negotiating the purchase and development agreement with the developer. There is one remaining sticking point that both parties are trying to come to a resolution on. Groundbreaking is still expected to begin the second quarter of 2019 and the construction timeline is 12-14 months. Rice Creek Commons Beeman informed the Commission that Ramsey County and the City of Arden Hills is still at a standstill and may be going to mediation to resolve their differences. North Metro Business Council The next North Metro Business Council meeting will be held at the Mermaid Event Center March 13, 2019 from 7:30-9:00 a.m. Commissioner Helgemoe stated that they are still working on a speaker. EDC Minutes February 15, 2019 Page 3 of 4 MWF Developers Beeman informed the Commission that MWF Properties is a little behind schedule due to the snow but they continue to progress by the week. Construction is expected to be completed by the end of 2019. The Triton (Skyline Motel) Beeman informed the commission that the EDA is expecting to close on the property around May 1, 2019. In the meantime, Beeman has been meeting with developers to explain the variety of options available at the site. Once the EDA takes possession, the Police Dept. has requested using it for training then having the Fire Dept. use it as training in a controlled burn. Staff will start target marketing to developers once the EDA has official control of the site. Ridgewood Apartments Beeman showed the EDC a series of before and after pictures of the apartment units being rehabilitated by a Twin Cities investor who has purchased two Mounds View apartment buildings a block from City Hall and is rehabilitating units as tenants move out and releasing them at a higher price. The investor is putting an average of $10,000 into each unit and he is looking to purchase more class c apartments in the area. The EDC appreciated the updates. Other Upcoming Events/Reports Beeman informed the EDC that City offices will be closed Monday February 18, 2019 in observance of Presidents Day. Beeman also reminded the Commission that nominations for Citizen of the Year are due Friday, March 22, 2019. The Town Hall meeting will be held at City Hall Monday, April 15, 2019 from 6:00 p.m. to 8:30 p.m. The Festival in the Park will be moved to Silver View Park this year to allow more opportunities to expand the Festival which will be held August 17, 2019. 8. REPORTS OF COMMISSIONERS Commissioner Muckala raised concern of the high speeds from vehicles traversing along Mounds View Boulevard. She suggested the City continue to keep pressure on the County to encourage them to lower the speed limit along the corridor. 9. NEXT REGULAR EDC MEETING Chair Farmer reminded the Commissioners that the next EDC meeting will be held March 15, 2019 as needed. The Commissions discussed the need to meet and decided that all meetings will be as-needed until the required November meeting. Beeman will coordinate a speaker at an upcoming meeting. Commissioner Freichels s suggested that someone update the EDC on the MNPASS lane construction project. The Commissioners also agreed that they are open to Beeman bringing in more speakers to present to the EDC with topics pertaining to business matters. EDC Minutes February 15, 2019 Page 4 of 4 10.
