HomeMy WebLinkAboutResolution 9889RESOLUTION NO.9889 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA APPROVING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY AND LAW ENFORCEMENT LABOR SERVICES LOCAL 204 REGARDING HOLIDAY PAY WHEREAS, the City of Mounds View entered into a labor agreement with Law Enforcement Labor Services (LELS) representing patrol officers and investigators (Local 204), valid from 2023 through the end of 2025; and, WHEREAS, the Labor Agreement, in Article 24, identifies the observed holidays being paid out at one and one-half (1 Y2) times pay; and WHEREAS, the Business Agent for LELS 204 submitted a Memorandum of Understanding requesting to increase wages paid to union members called into work on the following holidays: Independence Day, Thanksgiving, Christmas Eve, and Christmas Day; and WHEREAS, the HR Committee discussed the request and determined all LELS 204 Union members working on the four (4) identified holidays should be paid at two (2) times their wage for the scheduled days, not just those who are covering for other Union members; and WHEREAS, working on one of the four (4) identified holidays, the employee must first receive supervisor approval. NOW, THEREFORE BE IT RESOLVED THAT the Mounds View City Council does hereby approve the attached Memorandum of Understanding to increase the holiday pay from one and one-half (1 Y2) times holiday pay to two (2) times pay for any police officer or investigator working the following premium holidays: Independence Day, Thanksgiving, Christmas Eve, and Christmas Day, with Supervisor approval. Adopted this 11t" day of March, 2024. strum, Mayor ATTEST: Nyle ikm d, Ci y Administrator (seal) MEMORANDUM OF UNDERSTANDING LELS 204 — PATROL AND INVESTIGATORS HOLIDAY PAY ARTICLE 24.4 This memorandum of understanding is made between the City of Mounds View ("City") and the Law Enforcement Labor Services, Inc., Local #204 ("Union"). WHEREAS, the City and Union are parties to a 2023-2025 collective bargaining agreement; and WHEREAS, during the term of this agreement, a police officer working during the holidays of Independence Day, Thanksgiving, Christmas Eve, Christmas Day, and those who were not regularly scheduled to work that day, will be compensated at a rate of two (2) times their base wage. WHEREAS, the City and Union wish to change the language in Article 24.4 and add Article 24.5 to the collective bargaining agreement; NOW, THEREFORE, IT BE RESOLVED THAT the parties agree Article 24.4 and 24.5 will read as follows: 24.4 Police officers working during the holidays of Independence Day, Thanksgiving, Christmas Eve, and Christmas Day will be compensated at a rate of two (2) times their base wage. 24.5 Police Officers who were not regularly scheduled to work during the holidays of Independence Day, Thanksgiving, Christmas Eve, and Christmas Day, however were required to start their shift early or work extra hours over those holidays, will be compensated at a rate of two (2) times their base wage, with supervisor approval.
