APPROVING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY AND
LAW ENFORCEMENT LABOR SERVICES LOCAL 204 REGARDING
NEIGHBORHOOD RESOURCE OFFICER (NRO) SPECIALTY PAY
WHEREAS, the City of Mounds View entered into a labor agreement with Law
Enforcement Labor Services (LELS) representing Police Officers and Investigators (Local
204), valid from 2023 through the end of 2025; and,
WHEREAS, the Business Agent for LELS 204 submitted a Memorandum of
Understanding requesting employees assigned by the employer as the Neighborhood
Resource Officer (NRO) receive an additional 2.75% of wages while designated and
serving in this capacity; and
WHEREAS, the HR Committee reviewed other members of the LELS 204 Union
who currently receive additional wages for added duties and supports the 2.75% increase
when the assigned Police Officer is designated and serving in the Neighborhood
Resource Officer (NRO) capacity.
NOW, THEREFORE BE IT RESOLVED THAT the Mounds View City Council does
hereby approve the attached Memorandum of Understanding authorizing employees
assigned by the employer as the Neighborhood Resource Officer to receive an additional
2.75% of wages while designated and serving in this capacity.

MEMORANDUM OF UNDERSTANDING
LELS 204 — PATROL AND INVESTIGATORS
NRO OFFICER TO RECEIVE AN ADDITIONAL 2.75% OF WAGES WHILE DESIGNATED
AND SERVING IN THIS CAPACITY
This memorandum of understanding is made between the City of Mounds View ("City") and the
Law Enforcement Labor Services, Inc., Local #204 ("Union").
WHEREAS, the City and Union are parties to a 2023-2025 collective bargaining agreement; and
WHEREAS, during the term of this agreement, a police officer assigned as the Neighborhood
Resource Officer receives an additional 2.75% of wages while designated and serving in this
capacity; and
WHEREAS, the City and Union wish to make this adjustment to Appendix A of the collective
bargaining agreement.
NOW, THEREFORE, IT BE RESOLVED THAT the parties agree as follows:
1. Employees assigned by the EMPLOYER as the Neighborhood Resource Officer to receive
an additional 2.75°% of wages while designated and serving in this capacity.
