HomeMy WebLinkAboutResolution 7369 RESOLUTION 7369 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION ADOPTING THE 2009 FEE SCHEDULE WHEREAS, revisions and updates to the Fee Schedule are necessary; and WHEREAS, each City of Mounds View Department Head has reviewed all fees relevant to his/her department and recommended changes to the City Council where necessary. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Mounds View does hereby approve the 2009 Fee Schedule, which is attached to this resolution. BUILDING/COMMUNITY DEVELOPMENT RELATED FEES A. VALUATION TABLE The following Valuation Table shall be used to determine fees for those permits indicated below and in all cases where the work is of such a nature that the permit fees cannot be determined from the schedule established below for such work. SURCHARGES Building Surcharge: Where the fee for the permit is based upon valuation, the surcharge is as follows: 1. OTHER INSPECTIONS / PLANNING FEES Applicants are responsible for all costs incurred associated with the filing, review and processing of development applications. Such fees are to be paid in escrow up front or upon receipt of statement from the City of Mounds View. Fees may include but are not limited to costs for consultants retained by the City, consultant planning services, attorney, and engineer fees. A deposit may also be required to cover costs of public notices, materials and staff time spent in the review, research or preparation of materials associated with this application. The applicant shall be responsible for all reasonable incurred costs in excess of the initial deposit amount. Any portion of the deposit not spent or encumbered shall be refunded to the applicant within 30 days after consideration of the application is completed. Payment of park dedication fees is required with subdivision applications. Application fees are not refundable. Building Inspections Inspections conducted outside of normal business hours $47/hr. Changes to the Fee Schedule from 2008 to 2009 are highlighted in red and blue. There was no public comment at November 24, 2008, public hearing in regard to this Fee Schedule. However, the Public Hearing on the Fee Schedule was continued to allow Staff time to research business license fees. Discussion The City Council directed Staff to research what other communities charges for various business licensing fees. Below are the results of Staff Research: Amusement Device License: The City currently charges $15 per location plus $15 per machine for all amusement devices, which includes “pinball machines”, arcade machines, kiddie cars, etc. Staff found that some cities either charged a flat fee (for example, Forrest Lake charges $100.00) or they charge, like we do here in Mounds View, a fee per location in addition to a fee per machine. The Mermaid, Moe’s, Robert’s, and the Wynsonng Movie Theatre currently have Amusement Business Licenses. The Mermaid has the most amusement machines (41 machines). Attached is the League of Minnesota Cities Permit Survey for your reference. Staff recommends to not increase this fee. This fee seems to be consistent with the League’s survey. Automobile Sales: In accordance with Section 510.01, anyone who, as a part of their livelihood, engages in the regular sale, trade or exchange of automobiles shall be deemed to be doing business as a new or used automobile dealer. The City only has one car dealer, Saturn. The City currently charges, $158.00/year. After looking at the League of Minnesota Cities Permit Survey, Staff feels that the City should be charging more. For example, the City of New Brighton charges $190.00. Staff recommends revising this fee to $200.00/year. Bowling License: The Mermaid is the only bowling facility in Mounds View. The City currently charges $20 per alley, per year. The Mermaid paid $640.00 in 2008 (32 bowling alleys X $20 = $640). Staff recommends not to increase this fee. This fee seems to be consistent with the League’s survey. Cigarette/Tobacco License: The City currently charges $158.00/year for a Cigarette and Tobacco License. Researching the League of Minnesota Cities Survey, Staff recommends increasing this fee to $200.00/year. Most cities on the survey charge more than $150.00/year for this type of license. Liquor Licenses: According to the League of Minnesota Cities Survey, we are charging more than most cities for this type of license. Staff recommends to not increase these fees. Massage Licenses: Staff recommends to not increase this fee. Staff is not sure if the cities listed on the League Survey are including investigation fees for their massage licenses. The City has three licensed Therapeutic Massage Therapists and Staff requests more time to research. Peddler/Solicitor: Staff recommends to not increase this fee. The League Survey seems to include that we are charging more that most cities for this type of license. Restaurant: Staff recommends to not increase this fee. This fee seems to be consistent with the League’s survey. Recommendation: Make any necessary changes to the Fee Schedule and adopt Resolution 7369.
