HomeMy WebLinkAboutResolution 9901RESOLUTION 9901 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA APPROVAL TO ALLOW KEYSTONE UTILITY SYSTEMS TO REPLACE INOPERABLE RESIDENTIAL METER VALVES DURING THE 2024 WATER METER REPLACEMENT PROJECT AT THE CITY'S EXPENSE WHEREAS, one of the most important services provided by Public Works is a reliable source of drinking water for the community; and WHEREAS, Water meters were last replaced in 1996-97 and in 2007-08 the meter readers were replaced; and WHEREAS, Commercial meters are, in some cases, are over 40 years old and the water meters located in the multi -family units should be compound meters, in order to capture low water flows in these units, but the majority are not; and WHEREAS, the average "life" of a water meter is between 20-25 years; and WHEREAS, at the September 7, 2021 Work Session the water meter replacement project was discussed and Council directed Staff to continue with the project; and WHEREAS, the City Council approved Resolution 9767, June 12, 2023, awarding the contract to Milbank WinWater Works for the City Water Meter Replacement program; and WHEREAS, at the April 1, 2024, Council Work Session the Council discussed the replacement of the water service valves, these are valves typically on each side of the meter; and WHEREAS, The Council requested that Staff obtain a cost estimate from the sub- contractor to replace the meters; and WHEREAS, Staff received the following estimate from Milbank Winwater Works for the inoperable residential water meter valve replacements: Contractor 30 min - Labor and Parts 1 hour - Labor and Parts 1.5 hours- Labor and Parts Milbank Winwater Works $92.50 $185.00 $277.50 WHEREAS, the funding for these repairs is not budgeted and would come from the Drinking Water fund, 700-4823-7030, which includes $1,375,000.00 for Commercial/Residential Water Meter replacement. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, Ramsey County, Minnesota as follows: Resolution 9901 Continued The City hereby approves the bid from Milbank Winwater Works Company, St. Louis Park, MN to replace inoperable private residential water meter valves per the schedule submitted, as part of the Water Meter Replacement Project, City project 2021-004. 2. Property Owners must sign the waiver in order to have Water Meter Valves replaced. 3. The Council will re-imburse property owners up to $300.00 if the property owner has already paid to have the valve(s) replaced between March 19 and April 15, 2024. Paid receipts for replacement valves are to be turned in to the Public Works Department. 4. Funding will be from the Drinking Water Fund, 700-4823-7030. 5. The Mayor and City Administrator are hereby authorized and directed to execute all appropriate documents to effectuate the actions contemplated by this resolution. 6. The Mayor and City Administrator, Staff and consultants are hereby authorized and directed to take any and all additional steps and actions necessary or convenient in order to accomplish the intent of this Resolution.
