Chair Jim Freichels called the meeting to order at approximately 7:30 a.m.

3. APPROVAL OF NOVEMBER 17, 2022 AGENDA
Motion/Second: Commissioner Stevenson moved and Commissioner Rundle seconded
the approval of the November 17, 2022 EDC agenda.
Motion Carried: 5 Ayes, 0 Nays
4. APPROVAL OF FEBRUARY 17, 2022 EDC MINUTES
Motion/Second: Commissioner Rundle moved and Commissioner Stevenson seconded
the approval of the February 17, 2022 minutes.
Motion Carried: 5 Ayes, 0 Nays
5. EDC BUSINESS
Recommend EDC Commissioners to EDA:
Motion/Second: Commissioner Moritko moved and Commissioner Stevenson seconded
the motion to recommend Gary Rundle and Andrina Moe be appointed as Resident
Representative EDC Commissioners. The EDA will consider the recommendation at its
November 28, 2022 regular meeting.
Motion Carried: 5 Ayes, 0 Nays
Consider 2023 EDC Meeting Dates and Times:
Motion/Second: Commissioner Stevenson moved and Commissioner Rundle seconded
the motion to approve the 2023 EDC Calendar.

6. REPORTS OF STAFF
Assistant City Administrator Beeman provided an update on approximately a dozen
projects happening within the city. City Administrator Zikmund provided an update on
the Community Center expansion and the Reuter Walton housing development.
7. REPORTS OF CITY COUNCIL MEMBERS
Council Member Meehlhause provided an update on the Reuter Walton housing
development as it related to the Planning Commission support for rezoning as well as
recognition of Dan Larson’s service to the EDC. As, Commissioner Larson has not
reapplied for an additional term.
8. REPORTS OF COMMISSIONERS
Commissioner Helgemoe encouraged the EDC to attend the upcoming Mounds View
Business Council to be held December 14, 2022 at the Mounds View Community &
Event Center from 8:00-9:00 a.m. There were no other reports.
9. NEXT REGULAR EDC MEETING
Chair Freichels reminded the Commission that the December EDC meeting is canceled
and the next meeting will be held January 19, 2023.
11. ADJOURN
There being no further business, Chair Freichels adjourned the November 17, 2022
meeting at approximately 8:23 a.m.

Members
Background
At their November 28, 2022 regular meeting, the the Economic Development Authority
(EDA) appointed Gary Rundle and Andrina Moe to the Economic Development
Commission (EDC) with terms starting January 1, 2023 and ending December 31, 2025.
As per standard practice, all new commission appointees are required to be sworn in, or
in other words, take an oath of office.
Staff Recommendation
The Oaths of Office for each appointee is attached and will be administered at the
beginning of the January 19, 2023 EDC meeting.

Item Title/Subject: Appoint 2023 EDC Chairperson and Vice Chairperson
Background
Per the following Section 408.07 of the Mounds View City Code:
Subd. 1 Organization: At the first regular meeting of the year, the Commission shall
appoint a chairperson from among its voting members. This appointment shall be
subject to Authority approval and shall consist of a one (1) year term. The position
of chair shall rotate among members, with no Commissioner serving in that
capacity for more than two (2) consecutive terms. The Commission shall also
elect a vice-chair from among its appointed members for a term of one (1) year.
The Commission may create and fill such other offices from its members as it may
determine to transact Commission business.
Current and past EDC Members highlighting past Chairpersons is attached.
Staff Recommendation
Consistent with City Code, Staff recommends that the EDC make a motion
recommending appointment of the 2023 EDC Chairperson and Vice Chairperson to the
EDA. The appointment will be confirmed by the EDA on Monday, January 23, 2023.
Once the appointments are confirmed by the EDA in January, the new EDC Chair and
Vice Chair will begin their duties at the February 16, 2023 at the regular EDC meeting.

any other City Commission because the EDC represents both residents and businesses.

Item Title/Subject: Discuss Future Topics & Presentations
Background
The EDC is an advisory commission to the EDA and meets as-needed per City Code. The Commission
meets January, February, and November each year to complete administrative requirements such as,
new Member recommendations, Oaths of Offices, Chair & Vice Chair appointments, assignment of the
annual calendar of meeting dates, review of by-laws, goals and priorities, and other topics. The
Commission normally breaks for the summer and only meets if necessary until the November meeting.
The EDC should have a discussion to identify specific topics and/or potential presenters that it feels will
add value for 2023 if needed.
Discussion
The EDC to brainstorm ideas for potential topics and/or speakers for 2023. The EDC to further
elaborate and discuss.
Recommendation
Staff recommends the EDC continue to meet January, February, and November and meet as-needed
for the remaining of the year. If a topic/speaker is recommended then a meeting will be set up in one of
the established 2023 EDC calendar slots.

Item Title/Subject: Reports of Staff
A. Rice Creek Commons (TCAAP) Development Update
In late spring of 2019 project engineers were in the process of plans for mass grading, utility installation, and
primary roadways on the site. This work was slated to be completed in 2019. Initially, the first phase of housing and
early commercial construction was expected to begin in 2020 and when fully realized, the mixed-use development
was expected to offer 1,460 housing units, support at least 4,000 living-wage jobs, and generate approximately
$8.6 million in property taxes annually. Ramsey County Commissioner Nicole Joy Frethem met with the Mounds
View City Council January 11, 2021 and stated that the law suit is still in effect however, neither party is at liberty to
mention any details of the lawsuit. However, she stated that they feel progress is being made and they are nearing
an agreement. “All construction is still on hold”.
According to the Startribune, January 10, 2023 the newly elected Arden Hill City Council members immediately
began to move forward with their unified campaign promise: thaw a political stalemate and develop the former Twin
Cities Army Ammunition Plant site. The majority promised to spur TCAAP development.
B. Skyline Redevelopment
The Village at Mounds View is a 120 unit affordable senior living facility being constructed at the old Skyline Motel
site. It is anticipated that it will be completed June 2023. Bauer Welding has indicated that they will use their 2
acres of vacant land for their own expansion. Bio Clean is still planning to expand their operations as well.
However, it is unknown when their expansion will occur.
C. Long Lake Woods
Marty Harsted is moving forward in creating 12 new single-family residential lots. He would like to break ground in
the summer of 2023. He apparently has about four homes that would be built right away once the development has
been completed.
D. Tom Fields Estate
A developer had planned to purchase three lots from Tom Fields located across from Lambert Park to construct
three assisted living homes, however Mr. Fields has delayed the project. Therefore, the developer has backed out
of the project. Three more developers have inquired about these lots, however the asking price is too high and they
have backed out as well. This project is on hold until the land owners agree to move forward.
E. Simon’s Building
The Simon’s property has a signed purchase agreement by a local dentist and the Phase I environmentals have
been completed. He is working on the possibility of small apartment building because the lending institution he was
working with is not favorable on a mixed-use product.
F. New Vision Theater
The movie theater owners are considering a feasibility study to determine the highest and best use for the property.
AMC currently has a lease agreement of approximately six years.
G. MV Square
The City has received a grant from Ramsey County to conduct a redevelopment study in the Mounds View Square
area. Staff is cooperating with Paster Enterprises. It is unknown when the study will be completed. Does the EDA
have any ideas for this potential redevelopment that staff can pass along?
H. Long Lake Cove
A proposed three building, 7 unit townhome development is scheduled for April or May 2023 at the intersection of
County Road I and Long Lake Road.
I. Ardan & Greenfield Park Redevelopment
Five housing developers presented their proposals for townhomes and single-family products at the January 3,

2023 Council Worksession. The EDA reviewed the five proposals again at the January 9, 2023 EDA meeting. The
five developers who made presentations were Lennar, Pulte, M&I, Centra Homes, and Yard Homes.
J. Woodale Redevelopment
ReuterWalteron, A reputable developer in the Twin Cities metro, proposed a 140 unit workforce housing project
next to the Bel Rea Senior Living facility. The City Council did not produce enough votes to rezone the property and
there doesn’t seem to be enough interest for multifamily at that site which is the highest and best use. Therefore,
the site will likely be removed from the redevelopment map.
K. Other Upcoming Events/Reports
Mounds View Business Council Meeting
The next meeting will be held at the MV Event Center Wednesday March 8, 2023 from 8:00-9:00 a.m. All meetings
are free and all EDC Members are encouraged to attend. The featured speaker will be TBA.
