Mayor Lindstrom read a proclamation in full for the record declaring April 22 as Earth Day and
April 26 as Arbor Day in the City of Mounds View.

1 Sharon Kirscher, 8406 Red Oak Drive, thanked the City for their hard work on the Tribute Park.
2 She requested action on this item be held off until the park report could be further studied.
4 8. COUNCIL BUSINESS
5 A. PUBLIC HEARING: Resolution 9898, Approving a Chicken -Keeping License
6 for Jeffrey Hedstrom, 7748 Woodlawn Drive.
8 City Administrator Zikmund requested the Council consider approving a chicken -keeping license
9 for Jeffery Hedstrom at 7748 Woodlawn Drive. He explained all necessary paperwork was
1 o submitted to the City and staff recommended approval.
12 Mayor Lindstrom opened the public hearing at 6:09 p.m.

14 Maxine Smedshammer, 7730 Pulner Road, explained she grew up on a farm and was familiar with
15 raising animals. She questioned if a standard sized lot was required to keep chickens. She asked
16 why six hens were not recommended as was done in other communities. She inquired if the City
17 had requirements when it came to the size of the chicken coop and asked if a fenced outdoor space
18 was required for the hens. She recommended the fenced area be covered to protect the hens from
19 flying pests. She questioned if the City had other animal ordinances in place that would allow for
20 goats or horses. She asked of the houses on this block could have chickens. She expressed concern
21 with the number of wild animals in her neighborhood, which included fox and coyotes. She stated
22 she was concerned for the welfare of the chickens given the number of predators in the
23 neighborhood. She indicated she was not in favor of residents of Mounds View keeping chickens,
24 given the size of the lots in the community.

26 Jeffrey Hedstrom, 7748 Woodlawn Drive, reported he had an outside pen and he was following
27 all of the City's requirements that was completely covered and contained. He explained he would
28 be having the hens for personal use. He indicated his backyard had a six foot fence in place.

30 Hearing no further public input, Mayor Lindstrom closed the public hearing at 6:15 p.m.
31
32 Mayor Lindstrom responded to Ms. Smedshammer's questions noting the City did not have a lot
33 size requirement in place for chicken keeping. He indicated the City has allowed up to 12 chickens
34 after receiving a request from a community member. He noted this number has not been a concern.
35 He stated he has found the neighbors have embraced the residents who keep these animals. He
36 explained the City does have requirements for coop size and the run. He indicated all of the
37 neighbors on the street could keep chickens.

39 Council Member Meehlhause commented there is no requirement in the Ordinance related to lot
40 size, but there are requirements related to how far the coop had to be from property lines. City
41 Administrator Zikmund stated coops had to be 20 feet from property lines.

43 Mr. Hedstrom explained his coop was 20 feet from the north property line and 60 feet from the
44 west property line. He asked the Council if the chickens could free range in his backyard given the
45 fact his backyard was fully fenced.

8 B. Resolution 9892, Approving an Individual Therapeutic Massage License for
9 Crystal Hoon, Minnesota Muscle Recovery, LLC.

11 City Administrator Zikmund requested the Council approve an individual therapeutic massage
12 license for Crystal Hoon with Minnesota Muscle Recovery. He reported Ms. Hoon was proposing
13 to teach massage classes out of the Mounds View Community Center. He explained all necessary
14 paperwork had been submitted to the City and staff recommended approval.

22 C. Second Reading and Adoption of Ordinance 1013, Easement Vacation for
23 Alexander Gardens.

25 City Administrator Zikmund requested the Council adopt an Ordinance, which was an easement
26 vacation for Alexander Gardens. He reported staff has received no feedback from the public and
27 staff was recommending approval of the request.

29 MOTION/SECOND: Meehlhause/Cermak. To Waive the Second Reading and Adopt Ordinance
30 1013, Easement Vacation for Alexander Gardens and direct staff to publish a summary of the
31 Ordinance.

37 D. Resolution 9899, Approving Various Sanitary Sewer Manhole Repairs.

39 Public Works/Parks and Recreation Director Peterson requested the Council approve various
40 sanitary sewer manhole repairs. He explained during the City's regular cleaning of sewer lines,
41 staff found several sanitary sewers that required repair work. He stated staff pursued bids for this
42 work and the low bid was received from Thul Specialty Contracting.

3 E. Water Meter Replacement Program - Valve Replacement.

5 Public Works/Parks and Recreation Director Peterson requested the Council approve the water
6 meter replacement and valve replacement program. He explained the Council approved the
7 replacement of the City's water meters back in June of 2023. He indicated at the April 1, 2024
8 Council worksession that the Council discussed the replacement of residential valves on each side
9 of the inoperable meters. He stated water service lines, including the internal service lines were to
10 be maintained by residential property owners. He reported letters were sent to residential property
11 owners encouraging them to schedule a time to have their water meter replaced. It was noted this
12 letter explained residents would be responsible for replacing valves on either side of the meter, if
13 there were concerns. Staff estimated it would cost residents $92 to replace inoperable valves if
14 requiring only 30 minutes of work, this amount would increase to $185 for an hour of work. Staff
15 requested the Council review this information and provide staff with direction on how to proceed.

17 Mayor Lindstrom asked if water meters were in an inconvenient location, how the contractor
18 would address this concern. Public Works/Parks and Recreation Director Peterson stated he would
19 have to speak with the contractor regarding this matter.
20
21 A member of the public (Tony Preciado) asked if he could replace his own water meter. Public
22 Works/Parks and Recreation Director Peterson explained this could not be done. He stated staff
23 had to ensure all meters were properly installed and operational with software readings. He
24 reported the contractor would be doing inspections of service lines in order to inventory which
25 homes have lead water lines. He indicated this was a requirement of the federal government.

27 Jeffery Hedstrom, 7748 Woodlawn Drive, reported he had the City out last summer and noted the
28 valve inside his home was not holding. He questioned how the water meter would be changed out
29 if this valve was not holding.

31 Mayor Lindstrom explained this valve would be addressed as part of the meter replacement. Public
32 Works/Parks and Recreation Director Peterson commented further on how valves were replaced.

34 Council Member Meehlhause asked if there would be a small increase in utility fees to cover the
35 cost for the water meter replacements over time.

37 Mayor Lindstrom recalled this would be a later discussion for the Council. City Administrator
38 Zikmund indicated this item would be discussed at the May budget session.

40 Council Member Meehlhause suggested the Resolution be amended to include an amount up to,
41 for the valve replacement work.

43 Mayor Lindstrom suggested a maximum reimbursement of $300 be considered for work
44 performed to replace valves.

46 Rebecca Scholl, 2467 Hillview Road, asked if the City inspector had to come back to inspect the

1 water meter and would there be a permit fee loss for this work. Public Works/Parks and Recreation
2 Director Peterson explained no permit would be required.

4 City Administrator Zikmund reported Kennedy & Graven has prepared a waiver that individuals
5 that want to avail themselves could fill out.

7 Public Works/Parks and Recreation Director Peterson indicated a new letter would be sent by the
8 contractor after the Council takes action at this meeting. He reported Nine North created a
9 proactive video that would be pushed to the public via social media.
10
11 Ms. Scholl questioned if homeowners could replace the valves on their own and seek a
12 reimbursement from the City. City Administrator Zikmund indicated the contractor would have to
13 say the valve needs replacing in order for property owners to be reimbursed. Public Works/Parks
14 and Recreation Director Peterson explained once this is approved, homeowners will be notified
15 that the contractor has been approved to replace the valves.

17 City Administrator Zikmund clarified that if a homeowner has a plumber complete the valve
18 replacement work, the homeowner could receive a reimbursement up to $300.

20 Mike Lee, 7719 Woodlawn Drive, reported he had a leak last year with his water main. He stated
21 his valve was replaced last year and asked if this could be reimbursed this year or was this too far
22 out.

24 Further discussion ensued regarding when the letters were sent to residents regarding the valve
25 replacements.
26
27 Mayor Lindstrom supported the City tying the valve replacement to the date of this letter, which
28 was in March of 2024. Public Works/Parks and Recreation Director Peterson supported this
29 recommendation.

31 MOTION/SECOND: Meehlhause/Cermak. To Waive the Reading and Adopt Resolution 9901,
32 approving to allow Keystone Utilities Systems to replace inoperable residential meter valves
33 during the 2024 Water Meter Replacement Project at the City's expense allowing for to $300 in
34 reimbursement fees and directing staff to clarify the date the letter was mailed with the program
35 ending April 15, 2024.

40 A. Reports of Mayor and Council.

42 Council Member Cermak reported the Mounds View Police Foundation would be meeting on
43 Tuesday, April 9 at 5:30 p.m. at Hodges Park.

1 Council Member Meehlhause reported NYFS would be holding a finance committee meeting next
2 week. He indicated he would be attending the Community Support Services luncheon on April 18.
3 He noted he would also be attending the CPY luncheon on April 23.

5 Mayor Lindstrom stated the Festival in the Park Committee would be doing an Earth Day Clean
6 Up at 12:00 p.m. at Silver View Park on April 21. He commented further on the clothing drive
7 that was being sponsored in partnership with Disability Motivation and encouraged residents to
8 participate in the clothing drive.

10 Mayor Lindstrom commented on a collaboration conversation that was held surrounding a
11 potential project with the County and school district. He explained four other cities were also in
12 attendance at a meeting, along with Commissioner Frethem, Commissioner Jeppson, and
13 Commissioner Meisner. He reported another meeting would be held on April 30, where additional
14 guests would be in attendance.

16 Mayor Lindstrom encouraged all residents in Mounds View to get out and vote for at the
17 Community Center for a vacant Council Member seat and also on the proposed charter amendment
18 regarding organized collection.

20 B. Reports of Staff.

22 Finance Director Bauman reported the audit was still moving along.

24 Public Works/Parks and Recreation Director Peterson stated the Public Works crew would be
25 planting trees for Earth Day on Friday, April 26 at Groveland Park at 12:00 p.m.

27 Public Works/Parks and Recreation Director Peterson explained the City was working to hire
28 seasonal workers for summer programs.
29
30 Public Works/Parks and Recreation Director Peterson stated Water Treatment Plant 2 was up and
31 operational.

33 City Administrator Zikmund reported the Council would be holding a Special Worksession
34 meeting on Monday, April 15 along with a Special City Council meeting where the election results
35 will be canvased and the new Council Member will be sworn in.

37 City Administrator Zikmund explained four of the City's flock cameras went into operation on
38 Friday, April 5. He noted a felony arrest was made in the community on this same day. He
39 indicated six of the ten cameras should be operational by the end of this week. He commented
40 further on how the flock camera system worked to assist the Mounds View Police Department.

42 City Administrator Zikmund commented on the SBM Fire Department staffing concerns that were
43 discussed by Fire Chief Retka at last week's worksession meeting. He noted a safer grant was
44 being considered by the City of Mounds View, which would assist with paying salaries for full
45 time fire fighters.

City Administrator Zikmund stated the Options Committee was done. He explained a Resolution
would be brought to the Council on April 22 addressing the City's next step. He reported the
recommendation at this time was for the City to pursue an RFP.

The City of Mounds View Citizen of the Year Award recognizes ordinary citizens who have demonstrated
initiative to improving the community, whose service or performance exemplifies the spirit of giving back,

The City received three nominations for the 2023 Mounds View Citizen of the Year Award. The nominations
were reviewed by the City Council during the March 25, 2024 Council meeting. A decision was made to
designate the 2023 Mounds View Citizen of the Year Award to two candidates. At this time, the City will
recognize one nominee, Former Mayor Al Hull.
Staff is in the process of locating the second nominee. Information will be delivered to Council when the
nominee is located.
The Mounds View Citizen of the Year Award will be presented at a future City Council Meeting, date to be
selected by recipient/family members.

Increase community engagement. A place where residents can work, live, and play safely, and show
pride in the community.

2023 MOUNDS VIEW CITIZEN OF THE YEAR AWARD
Presented to
AL HULL
In recognition of many years of community participation and dedicated service as a
resident of Mounds View
WHEREAS, Al Hull exemplified the courage and determination to follow his values; and
WHEREAS, Al Hull's direct service to the community revolved around serving as a Planning
Commission member for two years in 2005-2006, a City Council member for 16 years, and
then Mayor for five months, before he unfortunately lost his battle to leukemia on May 20,
2023; and
WHEREAS, Al Hull's contributions to the community revolved around him as a person and
the tremendous respect he had earned from the community at large. He demonstrated drive
and initiative in his approach to citizenship through his job at The Station in Mounds View.
In this position, Al was public facing and had the innate instinct and understanding on the
community's overall mood. Al was the heart and soul of the City Council for 16+ years,
working consistently and successfully maintaining harmony between Council members; and
WHEREAS, Al Hull was a strong supporter of organizations that partnered with the City and
provided valuable resources to the City's residents such as: Community Partners for Youth,
Ralph Reeder Food Shelf, Community Support Center, and Northeast Youth and Family
Services. Al supported these organizations personally besides supporting the City's
partnership.
WHEREAS, Al Hull thoroughly enjoyed the Night to Unite event because of the opportunity
it provided to talk to residents throughout the community, and he enjoyed seeing neighbors
spending time together. Al loved Festival in the Park. The event was an annual highlight for
Al as he loved the sight of family and friends spending the day together. The community's
respect for Al always came through loud and clear during the Festival in the Park parade
with residents constantly calling out: "Al, Al, Al", when they saw the trailer with the City
Council members; and
WHEREAS, Al Hull served as an elected official for the right reasons; he wanted solely to
do what was in the best interest of the community as a whole. Al made these contributions
generously and selflessly.
NOW, THEREFORE BE IT RESOLVED, that the Mounds View City Council does hereby
present the 2023 Mounds View Citizen of the Year Award to Al Hull with sincere gratitude
and appreciation for his efforts as a long-time Mounds View resident, and present this award
posthumously to his family.

Item Title/Subject: Financial Report for the Quarter Ended March 31, 2024
SUMMARY FINANCIAL REPORT
The first quarter financial results are generally as expected. During the year, City books are kept on a
cash basis which means that only items that are received are booked as revenue and items paid are
booked as expenditures. The City should not see reductions in State revenues with the State in a surplus
position. One of the greatest challenges has been filling the police officer positions.
General Fund:
The main source of revenue for the City is property taxes and these come in twice a year. Expenditures
are at 20.8% of budget through the end of the quarter, compared to 17.6% last year. Some of this
difference is due to the timing of invoices. Most of the General Fund revenues come in late in the second
quarter and then again late in the fourth quarter, so it is important to maintain a fund balance that
approximates 50% of budgeted expenditures and transfers for cashflow purposes. The General Fund
ended 2023 with unassigned fund balance that is equal to 54.86% of the 2024 budgeted expenditures
and transfers compared with 54.15% in 2022.
Other Funds:
The Street Improvement Capital Projects Fund ended 2023 with a fund balance of $1,286,624. This fund
is integral in maintaining the newly reconstructed streets and reconstructing streets still in need. The
major projects for 2024 will be street improvements on Bronson Drive, Pine Wood Circle and Edgewood
Drive, and the annual sealcoating project. Other projects include work on the Park System Master Plan,
CIPP sanitary sewer lining, replacement of water meters, and storm water maintenance.
Investments & Economy:
Investment income to date for 2024 is $148,926 compared with $112,793 for the same period in 2023.
The market value of our portfolio for March 31, 2024 was 19,964,179 compared with $21,603,223 for
2023. The decrease is mainly due to the water meter replacement, sewer lining, and 2023 street
improvement projects.
The Federal Open Market Committee (FOMC) has decided to maintain the target range for the federal
funds rate at 5'/4 to 5'/2 percent. It seeks to achieve maximum employment and inflation at the rate of 2
percent over the longer run. The economic outlook is uncertain, and the Committee remains highly
attentive to inflation risks. Inflation has eased over the past year but remains elevated. Treasury

State unemployment for February was 3.6% which compares to national unemployment of 4.2%.
Nationally, inflation has come down from 5.0% in 2023 to 3.5% in 2024. The high was back in 2022 at
9.1 %.
At the state level, the legislature is working with a $3.7 billion surplus based on the February 2024
forecast. The Legislature will need to adopt any budget amendments by May 201h or hold a special
session to complete any unfinished business.
Finance Department Operations:
The audit fieldwork is complete for the 2023 audit and MMKR will present their management report at an
upcoming Council meeting. Staff is working on the five year financial plan with adoption at a May Council
meeting. Staff has started work on the 2025 City budget. Budget work will continue thru the summer
and into the fall.
Recommendation
Staff recommends the City Council review and accept the quarterly report.

Background
Police Officer Kasey Keckeisen submitted his resignation from the City of Mounds View effective April
24, 2024. Officer Keckeisen has been employed by the City for 23 years (March 17, 2001). Attached is
Resolution 9909, which authorizes separation compensation to Officer Keckeisen in accordance with the
City's Personnel Manual and LELS Labor Agreement 204.
Discussion
Section 5.03 of the City of Mounds View Personnel Manual states employees leaving in good standing
will receive a lump -sum compensation for all accrued vacation and compensation time. Article 23 of the
LELS Labor Agreement states employees with two (2) or more years of service will contribute their eligible
sick leave hours to the Retirement Health Savings Plan.

AUTHORIZING SEPARATION COMPENSATION FOR
POLICE OFFICER KASEY KECKEISEN
WHEREAS, Police Officer Kasey Keckeisen has resigned from the City of Mounds View; his last
day of employment is April 24, 2024; and
WHEREAS, in accordance with the Labor Agreement between the City of Mounds View and the
Law Enforcement Labor Services, Inc. (LELS) Local No. 204, and the Mounds View Personnel Manual,
Officer Keckeisen will receive a cash payout of his vacation hours and compensatory time; and
WHEREAS, in accordance with the Labor Agreement between the City of Mounds View and the
Law Enforcement Labor Services, Inc. (LELS) Local No. 204, and the Mounds View Personnel Manual,
50% of Officer Keckeisen's sick leave hours will be deposited into his Retirement Health Savings Plan;
and
WHEREAS, Officer Keckeisen's balance of accrued and unused vacation is estimated at 31.82
hours and his compensation balance is 4.00 hours; and
WHEREAS, Officer Keckeisen's balance of accrued and unused sick leave is estimated at
392.87 hours; and
WHEREAS, Officer Keckeisen's rate of pay upon resignation is $48.61 per hour.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council approves separation
compensation to Police Officer Kasey Keckeisen consistent with the Labor Agreement between the City
of Mounds View and the Law Enforcement Labor Services, Inc. (LELS) Local No. 204, and the Mounds

Department Intern Position and Approve the Job Description
Introduction:
Staff would like to add a Police Department Intern position. This would be an ongoing paid internship
program, allowing Interns to work at the City up to 12 — 16 weeks, one Intern at a time. The Intern would
assist with administrative duties (scanning documents, shredding, lite clerical and transporting items to the
BCA); Neighborhood Resource Officer (NRO) duties (such as: Night to Unite; Festival in the Park, rock wall
events; and taking informational reports with the NRO for child or adult protection; etc.), and assist the PD
with special projects. The Intern would receive an overview of the K9, Patrol, Investigations, SRO, SWAT,
, and Administration/Support areas of the PD.
Discussion:
The Intern program would allow Police Department Staff an opportunity to view potential candidates for
Police Officer openings; and, give the Intern an opportunity to achieve an internship, earn wages, and
discover the meaning behind the Mounds View Police Departments core values: Integrity; Service;
Commitment.
The HR Committee supports the request for the Police Internship program, and would like to begin the
program immediately. Staff is requesting Council approve the job description and allow staff to post the
Internship as it becomes available moving forward. If funding no longer exists as Police Officer positions
are filled in the future, staff will return for a discussion on continuation of the program.

Create a culture where employees desire to work.
Financial Impact:
None, currently there is funding available as the Police Department is low on Police Officer staff.

AUTHORIZE A RECRUITMENT PROCESS FOR THE POLICE DEPARTMENT

WHEREAS, Staff is requesting the City Council authorize approval of an ongoing
paid internship program, allowing Interns to work at the City up to 12 — 16 weeks, one
Intern at a time; and
WHEREAS, Interns would be compensated at a rate of $18.00 per hour, working
a flexible schedule between the hours of 8:00 a.m. to 4:00 p.m., with the possibility of
some evening and weekend hours, and amenable to the students college course
schedule; and
WHEREAS, a job description has been prepared for the position, which has been
reviewed by staff and the City's consultant, DDA.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council
approves the Police Intern job description and authorizes Staff to complete the following:
• Commence a Police Department paid Intern program
• Allow Interns to work up to 16 consecutive weeks
• Pay Interns $18/hour during their Internship
• After an Intern completes the program, a new qualified Intern will be eligible to start
the program

Nature of Work:
The Police Student Internship provides qualified students with practical work experience that compliments their
academic course work, as well as the ability to earn college course credit. The Internship also provides the Mounds
View Police Department with an opportunity to involve college students in various aspects of police work. The Intern
is a seasonal, non -sworn position, providing technical and clerical support for the Police Department. The position
provides entry-level clerical, technical, and customer service support while building relationships with the community,
external agencies, and staff. Students are able to gain valuable work experience, on-the-job training, and have an
opportunity to develop a networking base for future positions within the City of Mounds View.

Essential Work Functions:
Interns must be detail oriented and organized, with the ability to complete projects within timelines and under minimal
supervision. Interns must be proficient in: Microsoft Office, research methods, and technical writing. Interns are
expected to follow guidelines required by their college/university regarding journaling their experience during their
internship activities while at Mounds View in order to assist in their coursework evaluation process. The progress and
oversight of the Interns are monitored by the Deputy Chief, or their designee.

WHEREAS, public works professionals focus on infrastructure, facilities, and services that are of vital
importance to sustainable and resilient communities and to the public health, high quality of life, and
well-being of the people of Mounds View; and,
WHEREAS, these infrastructure, facilities, and services could not be provided without the dedicated
efforts of public works professionals, who are engineers, managers, and employees at all levels of
government and the private sector, who are responsible for rebuilding, improving, and protecting our
nation's transportation, water supply, water treatment and solid waste systems, public buildings, and
other structures and facilities essential for our citizens; and,
WHEREAS, it is in the public interest for the citizens, civic leaders, and children in Mounds View to
gain knowledge of and maintain an ongoing interest and understanding of the importance of public
works and public works programs in their respective communities; and,
WHEREAS, the year 2024 marks the 64th annual National Public Works Week sponsored by the
American Public Works Association/Canadian Public Works Association be it now,

Building Safety Month — May 2024
Whereas the City of Mounds View is committed to recognizing that our growth and strength depends on
the safety and essential role our homes, buildings and infrastructure play, both in everyday life and when
disasters strike, and;
Whereas our confidence in the resilience of these buildings that make up our community is achieved
through the devotion of vigilant guardians —building safety and fire prevention officials, architects,
engineers, builders, tradespeople, design professionals, laborers, plumbers and others in the construction
industry —who work year-round to ensure the safe construction of buildings, and;
Whereas these guardians are dedicated members of the International Code Council, a nonprofit that brings
together local, state, territorial, tribal and federal officials who are experts in the built environment to
create and implement the highest -quality codes to protect us in the buildings where we live, learn, work
and play, and;
Whereas these modern building codes include safeguards to protect the public from hazards such as
hurricanes, snowstorms, tornadoes, wildland fires, floods and earthquakes, and;
Whereas Building Safety Month is sponsored by the International Code Council to remind the public about
the critical role of our communities' largely unknown protectors of public safety —our local code officials —
who assure us of safe, sustainable and affordable buildings that are essential to our prosperity, and;
Whereas "Mission Possible," the theme for Building Safety Month 2024, encourages us all to raise
awareness about building safety on a personal, local and global scale, and;
Whereas each year, in observance of Building Safety Month, people all over the world are asked to consider
the commitment to improve building safety, resilience and economic investment at home and in the
community, and to acknowledge the essential service provided to all of us by local and state building
departments, fire prevention bureaus and federal agencies in protecting lives and property.

Introduction: Chapter 90.005 of the Mounds View Code allows limited and controlled
raising and keeping of chickens and/or ducks on properties zoned R-1, Single Family. Peter
Weston Miller has submitted an application to raise and keep chickens on his property.
Discussion: The applicant, Peter Weston Miller, has submitted an application to raise and
keep chickens on his property located at 2933 County Road H2. The City Code allows for
up to twelve chickens at one time and requires that backyard areas within which the chickens
roam be fenced. Mr. Miller has indicated that he plans to raise and keep seven chickens at
this time. Mr. Weston Miller has indicated that the entire backyard is fenced with five foot
high fence. The coop is not yet built, but Mr. Miller states that he will abide by the City Code
requirements of a minimum of 20 of feet from all property lines.
In accordance with Chapter 90.0005, initial applications shall be considered by the City
Council after holding a public hearing. Approval of renewal applications are done
administratively unless the City has received substantial complaints or related violations
have been documented during the previous year.
As required, staff has published a public hearing notice in the April 8, 2024, edition of the
St. Paul Pioneer Press, the City's official newspaper. In addition, as required, notices were
mailed to residents within 350 feet of the subject property.
It appears this application meets all requirements of Chapter 90.005.
If issued, this will be the 15t" chicken -keeping license that is current in the City. We also
have numbers 16 and 17 on the agenda this evening. We have another application that
is being processed, which would be number 18.
Mr. Miller has indicated that he will be on spring break vacation but that his neighbor will be
present at the City Council Meeting/Public Hearing to answer any questions.

BE IT FURTHER RESOLVED that the license may be revoked or denied by the
City Council based on negligence, nuisance, or violation Chapter 90.005.
BE IT FINALLY RESOLVED that the license will expire December 31, 2024, and
shall be renewed annually.

Chicken and Duck Permit Requirements:
1. Located on single-family residential properties only
2. Limit of a total of 12 chickens and/or ducks
3. New chicken/duck keeping permits require a public hearing (notices will be mailed to all property owners with 350 feet of applicant's
property) and approval by the City Council
4. Annual renewal permits may be approved administratively unless there have been substantiated complaints or related violations during
the previous year
5. Detailed site plan showing:
All existing structures on the property
Coop dimensions
Coop setbacks from all property lines and the house
6. Zoning permit if the coop will be a new structure. The coop must meet all accessory building requirements in Section 1106.06 of the
Zoning Code
No more than 3 accessory buildings are allowed per property (this includes all garages, sheds and coops)
Maximum of 1,800 square feet total of accessory building per property.
Coop Structure and Bird Containment Requirements:
1. Cool structures must be set back at least 20 feet from all property lines and the applicant's house,
2. Coop structures shall only be located in rear yards,
3. Backyard areas within which chickens or ducks are allowed to roam shall be fenced to confine the birds to applicant's property (zoning
permit required for new fences).
Additional Requirements:
1. No roosters or drakes allowed,
2. No slaughtering or beheading of the birds is permitted,
3. Food shall be stored in a watertight, rodent -proof container.

I received the letter regarding the residents at 2933 wanted Chickens. I live a couple houses down at
3001 County Road H2 and do have a couple of concerns. We already have coyotes and many foxes
running around so I'm sure these Chickens would increase that. And my only other concern is more
dogs barking because of them... maybe that wouldn't happen.

Introduction: Chapter 90.005 of the Mounds View Code allows limited and controlled
raising and keeping of chickens and/or ducks on properties zoned R-1, Single Family.
Andrew Paine has submitted an application to raise and keep chickens on his property.
Discussion: The applicant, Andrew Paine, has submitted an application to raise and keep
chickens on his property located at 5249 O'Connell Drive. The City Code allows for up to
twelve chickens at one time and requires that backyard areas within which the chickens
roam be fenced. Mr. Paine has indicated that he plans to raise and keep seven chickens at
this time. The entire backyard is fenced, however, Mr. Paine plans to have only a portion of
the backyard designated (and fenced) for the chickens to roam. Mr. Paine has also indicated
that he will abide by the City Code requirements of a minimum of 20 of feet from all property
lines.
In accordance with Chapter 90.0005, initial applications shall be considered by the City
Council after holding a public hearing. Approval of renewal applications are done
administratively unless the City has received substantial complaints or related violations
have been documented during the previous year.
As required, staff has published a public hearing notice in the April 10, 2024, edition of the
St. Paul Pioneer Press, the City's official newspaper. In addition, as required, notices were
mailed to residents within 350 feet of the subject property.
It appears this application meets all requirements of Chapter 90.005.
If issued, this will be the 16t" chicken -keeping license that is current in the City. We also
have numbers 15 and 17 on the agenda this evening. We have another application that
is being processed, which would be number 18.
Mr. Paine has indicated that he will be present at the City Council Meeting/Public Hearing
to answer any questions you may have.

RESOLUTION APPROVING A CHICKEN -KEEPING LICENSE FOR
ANDREW PAINE, 5249 O'CONNELL DRIVE
WHEREAS, the Mounds View City Code, Chapter 90.005, allows limited and
controlled raising and keeping of chickens and/or ducks on properties zoned R-1, Single
Family Residential; and
WHEREAS, Andrew Paine has submitted an application, with an approved site
plan, and the appropriate fees to keep and raise chickens on his property located at 5249
O'Connell Drive; and
WHEREAS, Staff has reviewed the application and it meets all requirements set
forth in Chapter 90.005; and
WHEREAS, in accordance with Chapter 90.005, initial applications shall be
considered by the City Council after holding a public hearing, which was held April 22,
2024.
NOW, THEREFORE BE IT RESOLVED, that the Mounds View City Council does
hereby approve a Chicken -Keeping License for Andrew Paine, 5249 O'Connell Drive, for
no more than 12 chickens or 12 ducks or a combination of both;
BE IT FURTHER RESOLVED that the license may be revoked or denied by the
City Council based on negligence, nuisance, or violation Chapter 90.005.
BE IT FINALLY RESOLVED that the license will expire December 31, 2024, and
shall be renewed annually.

Chicken and Duck Permit Requirements:
1. Located on single-family residential properties only
2. Limit of a total of 12 chickens and/or ducks
3. New chicken/duck keeping permits require a public hearing (notices will be mailed to all property owners with 350 feet of applicant's
property) and approval by the City Council
4. Annual renewal permits may be approved administratively unless there have been substantiated complaints or related violations during
the previous year
5. Detailed site plan showing:
All existing structures on the property
Coop dimensions
Coop setbacks from all property lines and the house
6. Zoning permit if the coop will be a new structure. The coop must meet all accessory building requirements in Section 1106.06 of the
Zoning Code
No more than 3 accessory buildings are allowed per property (this includes all garages, sheds and coops)
Maximum of 1,800 square feet total of accessory building per property.
Coop Structure and Bird Containment Requirements:
1. Cool structures must be set back at least 20 feet from all property lines and the applicant's house,
2. Coop structures shall only be located in rear yards,
3. Backyard areas within which chickens or ducks are allowed to roam shall be fenced to confine the birds to applicant's property (zoning
permit required for new fences).
Additional Requirements:
1. No roosters or drakes allowed,
2. No slaughtering or beheading of the birds is permitted,
3. Food shall be stored in a watertight, rodent -proof container.

As a retired insurance adjuster of 40 years my only concern is that the CITY will be held
liable in the case of any health and other issues caused by these birds correct? We
have seen a huge increase in claims being submitted for non domesticated animals that
may or may not be covered under home owners insurance. When issuing permits and
charging a fee the city takes on a certain amount of liability upon itself so please make
sure there is coverage in case of future problems.

Hello Nyle,
We would like to respond to the notice Mounds view sent regarding the chickens request for 5249
O'Connell Dr. We see they wish to have chickens on this property. It does not say how many chickens
they are asking to keep only the maximum of 12 is listed. If they wish a couple for pets that is OK but 12
chickens is a farm not appropriate for a city property. We had experienced the chickens at 5209 Jeffery
and those chickens are not quiet like everyone believes. They make noise like little kids crying or
screaming and somehow get loose running around the property and out in the street. We had to notify
the owners they were out loose several times. And were disturbed many times with the noises they
made. Often going out to see if a child was hurt and found it was the damn chickens making noise like a
hurt child. Very disturbing and uncalled for in a neighborhood. We do not support this property having
chickens as they have not even taken care of the home and have a lot of junk all over the front of the
property which shows they will likely not upkeep a chicken coop and the cleaning it takes to maintain
the chickens which will burden neighbors and make a dirty yard and potentially an unhealthy lot for the
neighborhood. Please let the city council know we do not support approval of chickens for this property.
If they do approve please place a lower limit like they had before of maximum of 6 birds not 12 as
proposed. 12 is just too many for a city property.
We also hope the city has checked into the liability insurance as referenced by Gary Stephanson who has
many years of insurance experience. He brings up a very good point that chickens may not be covered
under home owners insurance and the property owner should be required to prove the chickens are
covered for any health or liable claims before the city issues a permit for the property to have
chickens. Just a good idea.

within which the chickens roam be fenced. Ms. Rattanapamonsook has indicated that
she plans to raise and keep nine chickens at this time. Ms. Rattanapamonsook has
indicated that the entire backyard is enclosed with a six foot high fence. Also, the
submitted site plan indicates she will abide by the City Code requirements of a minimum
of 20 of feet from all property lines.
In accordance with Chapter 90.0005, initial applications shall be considered by the City
Council after holding a public hearing. Approval of renewal applications are done
administratively unless the City has received substantial complaints or related violations
have been documented during the previous year.
As required, staff has published a public hearing notice in the April 10, 2024, edition of the
St. Paul Pioneer Press, the City's official newspaper. In addition, as required, notices were
mailed to residents within 350 feet of the subject property.
It appears Ms. Rattanapamonsook meets all requirements of Chapter 90.005.
If issued, this will be the 17t" chicken -keeping license that is current in the City. We also
have numbers 15 and 16 on the agenda this evening. We have another application that
is being processed, which would be number 18.
Ms. Rattanapamonsook has indicated that she will be present at the City Council
Meeting/Public Hearing to answer any questions you may have.

JAMIE RATTANAPAMONSOOK, 7880 GROVELAND ROAD
WHEREAS, the Mounds View City Code, Chapter 90.005, allows limited and
controlled raising and keeping of chickens and/or ducks on properties zoned R-1, Single
Family Residential; and
WHEREAS, Jamie Rattanapamonsook has submitted an application, with an
approved site plan, and the appropriate fees to keep and raise chickens on her property
located at 7880 Groveland Road; and
WHEREAS, Staff has reviewed the application and it meets all requirements set
forth in Chapter 90.005; and
WHEREAS, in accordance with Chapter 90.005, initial applications shall be
considered by the City Council after holding a public hearing, which was held April 22,
2024.
NOW, THEREFORE BE IT RESOLVED, that the Mounds View City Council does
hereby approve a Chicken -Keeping License for Jamie Rattanapamonsook, 7880
Groveland Road, for no more than 12 chickens or 12 ducks or a combination of both;
BE IT FURTHER RESOLVED that the license may be revoked or denied by the
City Council based on negligence, nuisance, or violation Chapter 90.005.
BE IT FINALLY RESOLVED that the license will expire December 31, 2024, and
shall be renewed annually.

Chicken and Duck Permit Requirements:
1. Located on single-family residential properties only
2. Limit of a total of 12 chickens and/or ducks
3. New chicken/duck keeping permits require a public hearing (notices will be mailed to all property owners with 350 feet of applicant's
property) and approval by the City Council
4. Annual renewal permits may be approved administratively unless there have been substantiated complaints or related violations during
the previous year
5. Detailed site plan showing:
All existing structures on the property
Coop dimensions
Coop setbacks from all property lines and the house
6. Zoning permit if the coop will be a new structure. The coop must meet all accessory building requirements in Section 1106.06 of the
Zoning Code
No more than 3 accessory buildings are allowed per property (this includes all garages, sheds and coops)
Maximum of 1,800 square feet total of accessory building per property.
Coop Structure and Bird Containment Requirements:
1. Cool structures must be set back at least 20 feet from all property lines and the applicant's house,
2. Coop structures shall only be located in rear yards,
3. Backyard areas within which chickens or ducks are allowed to roam shall be fenced to confine the birds to applicant's property (zoning
permit required for new fences).

1. No roosters or drakes allowed,
2. No slaughtering or beheading of the birds is permitted,

Item Title/Subject: Resolution 9914, Approving the Evaluation of the City Storm Water
Ponds located on Silver Lake Road and Woodcrest Drive, SC-2.P1
and SC-2.P2, by Stantec Engineering Services
Background/Discussion:
The Public Works Department has many responsibilities and one is to efficiently operate and
manage the storm water system. The system was first constructed in the 1970's and as with
other similar core functions, research, innovation, and best management practices have
changed over the years.
Council passed Resolution 9544 approving the proposal from Stantec Engineering Services to
complete an overall Storm Water Pond assessment with a final report providing a list of ponds,
features, and maintenance needs, including a Capital Improvement Plan for City Storm Water
Ponds.
Council also approved Resolutions 9783 and 9784 authorizing Stantec to complete the
assessments for the Ardan Park, AA-1.P1 and AA-1-.P2, and the Silver View Park storm water
ponds. Stantec and City Staff are currently preparing and reviewing plans for dredging and
improvements to both the Ardan Park and Silver View Park storm water ponds.

way radio and City graphics for a cost of $1,326.25. Total cost for the unit is $70,208.74,

As a cost saving measure, Staff will remove existing plow controls and mount from unit #308,
these will be installed on the new F-350 by Crysteel Truck and Equipment. In addition Crysteel
will be installing new plow wiring along and a wing blade extensions to the plow for a cost of
$3,690.00.
The vehicle will require seat covers, City 2-way radio, body strobes, and City graphics for a cost
of $1,687.50.
Total cost for the unit is $82,669.79. The unit is in the 2024 Vehicle and Equipment (fund) Parks

City Council approved Resolution 9561 on March 14, 2022, authorizing T.A. Schifsky & Sons Inc.
to perform the 2022-2023 Street Rehabilitation Project, Areas J & K, with the contract expiring
June 30, 2024.
Background/Discussion:
The Contractor is in the final phase of the project to include punch list items, warranty work, which
was to begin April 22, 2024, and project close out documentation.
Staff recently received several letters from residents expressing concerns over the driveway
openings on Spring Lake Road, North of Mounds View Blvd. Staff was directed to provide a cost
estimate for widening all of the driveway openings that were installed under 12 feet during the
construction project for the April 15, 2024 Special Work Session:
1) Full driveway apron replacement and install a new apron at 12' width for an estimated cost
of $49,677.77, (staff estimated draft cost).
2) Driveway Alterations to only one side of the driveway opening at the gutter line, providing
a driveway opening of 12 feet at an estimated cost of $7,803.37,
(staff estimated draft cost).
Staff estimated draft cost are based of the current project constructions costs.
Council directed Staff to obtain a Cost Change Order from the T.A. Schifsky and Sons Inc., the
current project contractor for option 2 — Driveway Alterations; the cost will be (see
note bottom of page).
With the requested change order and based on the contractors schedule, the warranty work that
was scheduled to start on Monday, April 22, 2024, had to be postponed for 30 days.
