HomeMy WebLinkAboutCOMMISSION_MINUTES_1981-12-10 MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW 111/1COUNTY OF RAMSEY STATE OF MINNESOTA December 10, 1981 Mounds View City Hall Council Chambers 6:30 p.m. CALL TO ORDER The meeting was called to order by Secretary Frank Silvis at 6:30 p.m. ROLL CALL Commissioners Present: Frank Silvis , Wayne Weflen , Marilynne Dennehy, Cindy Wermager, Lloyd Scott, Donna Bowman , and Chairman Wayne Burmeister. Commissioners Absent: Ed Letendre 111/1 Staff Present: Director Anderson and Program Supervisor Saarion , and Clerk-Administrator Pauley. Visitor: Jerry Linke. APPROVAL OF MINUTES Wayne Weflen made a motion to approve the October 22 , 1981 minutes as presented, Donna Bowman seconded the motion. After a general discussion of the youth volunteer coaches memorandum of understanding, Commissioner Lloyd Scott made a motion to initiate the program on a trial basis to be reviewed after Park and Recreation Commission Minutes Page 2 December 10, 1981 111/1 one year. Motion was seconded by Commissioner Donna Bowman. Motion passed. 6 ayes Commissioner Denneh y 1 nay dissented. SILVER VIEW PARK Director Anderson reviewed taff also mentioned that some the status of Silver View park_ staff report regarding the current vandalism had occurred recently at Silver View Park including: 1 . Trees were cut down Halloween night. 2. The hay bales surrounding the ponds were set afire. 3. 4-Wheel drive vehicles have been driving over the berms. Staff also outlined there is some c111/1 ability of children snow oncern regarding the prob- sliding into the pond before the pond is frozen. The public rinks do not provide an adequate environ- ment for ice skating instruction , such as; even ice, music, warm temperatures , uninterrupted ice patches , and class setting. The indoor ice arena can offer such an environment. 4. The past skating lessons have been geared more towards games rather than actual skill instruction. The program is not quality instruction and should be handled by the ice arena. PARK ORDINANCE After reviewal of the Chapter 52 Park Ordinance, Commissioner CHAPTER 52 Lloyd Scott made a motion to recommend that the City Council adopt Chapter 52 of the City Code as drafted by the Parks and 111/1 Recreation Commission. The motion was seconded by Commissioner Frank Silvis. Motion passed. 7 ayes 0 nayes PARK COMMISSION Director Anderson reviewed the report outlining suggested CHAPTER 34 changes for Chapter 34. Commissioner Frank Silvis made the motion to direct staff to include the revisions as written in a written form and submit it to the Parks and Recreation Commission at the January meeting for final approval . The motion was seconded by Commissioner Lloyd Scott.
