HomeMy WebLinkAboutCOMMISSION_MINUTES_1986-07-24 MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW 4111 COUNTY OF RAMSEY STATE OF MINNESOTA July 24, 1986 Mounds View City Hall Council Chambers 7: 30 p.m. CALL TO ORDER The meeting was called to order at 7: 50 p.m. by Chairperson Wayne Burmeister . ROLL CALL Commissioners present: Commissioners Wuori Letendre , Silvis and Chairperson Burmeister . Commissioners absent: Commissioners Linnell , Long, Weflen . Councilmembers present : Gary Quick. APPROVAL OF MINUTES A motion was made by Commissioner Silvis, seconded by Commissioner Letendre to approve the May 22 , 1986 minutes as submitted. Motion passed unanimously 4 ayes, 0 nayes. 4111 IAIRPERSON'S REPORT Chairperson Burmeister reported on the need for additional woodchips at Silver View Park and that he felt the "Arts in the Park" pro- gram was a success. COUNCILMEMBER'S REPORT No report REVIEW OF POSSIBLE Director Anderson reviewed the options for PROJECT IDEAS FOR THE the use of the $39 ,000 from the Herbst sub- HERBST SUB-DIVISION division. After a lengthy discussion, FUNDS a motion was made by Commissioner Wuori, seconded by Commissioner Silvis to dedicate two-thirds of all park dedication fees into a park fund until a balance of $500,000 is achieved, at which time , the interest will be used for park development. The motion passed unanimously, 4 ayes, 0 nayes. A second motion was made by Commissioner Wuori , seconded by Commissioner Letendre to use one-third of the park dedication fees from the Herbst sub-division to begin the soil correction for the Groveland Park tennis court construction based on City Council 1111 approval of the 1987 funding of the Groveland Park tennis courts. Motion passed unanimous- ly 4 ayes, 0 nayes. -2- ESTABLISH A POLICY Staff reviewed the process and purpose for FOR SILVER VIEW PARK the establishment of a policy regarding use of park property adjacent to residental pro-r_ • pety. After_ a brief_ discussion, a motion was made by Chairperson Burmeister , seconded by Commissioner Silvis to endorse and adopt the policy as submitted and request that the City Council formally adopt the policy in resolution form. Motion passed unanimously 4 ayes, 0 nayes . Staff also mentioned that there had been some interest by the Silver View Park residents in purchasing the property adjacent to the park land. The Commission unanimously agreed that they would not be in favor of selling park property. DISCUSSION ON THE CAPITAL IMPROVEMENT PROGRAM It was agreed upon that because of the amount of time needed to thoroughly discuss this issue, that a special work session by held on August 7 at 6 : 30 p.m. GREENFIELD PARK EQUIPMENT Staff informed the Commission of the City Council approval of the purchase of play- ground equipment for Greenfield Park. Staff reviewed the three bid proposals submitted . 4110 A motion was made by Chairperson Burmeister, seconded by Commissioner Silvis to accept the bid proposal from MN Playgrounds, Inc . for playground equipment for Greenfield Park not to exceed $15 ,000 . The motion passed unani- mously 4 ayes, 0 nayes. STAFF REPORT Director Anderson discussed the possibility of treating Silver View pond in 1987 with Aqua-shade in addition to updating them on the recent pipeline disaster. ADJOURNMENT A motion was made by Commissioner Silvis, seconded by Commissioner Letendre to adjourn the meeting at 10 :07 p.m. The motion passed unanimously, 4 ayes, 0 nayes.
