CALL TO ORDER The meeting was called to order at. 6:35 p.m. by
Chairperson Wayne Burmeister.
ROLL CALL Commissioners present: Commissioners Silvis, Wuori ,
Long, and Chairperson Burmeister.
Commissioners absent: Commissioners Weflen and
Letendre.
Councilmember present: Councilmember Quick.
Staff present: Director Saarion, Administrative
Assistant Linke and Forester Wriskey.
APPROVAL OF MINUTES A motion was made by Commissioner Silvis, seconded
by Commission Long to approve the minutes as
presented. Motion passed unanimously; 4 ayes, 0
nayes.
•INTRODUCTION OF RINK
ATTENDANTS Director Saarion introduced the rink attendants to
the Commission and gave a brief overview of the
winter skating program.
CHAIRPERSON'S REPORT None
COUNCILMEMBER'S REPORT Councilmember Quick advised the Commission- that the
Council liaison for 1987 to the Park and Recreation
Commission would be Sue Hankner, with Gary Quick as
the alternate.
CITY FORESTER'S REPORT Forester Wriskey distributed a variety of
information to the Commission including articles on
Gypsey Moth quarantines and Dutch Elm disease. He
then presented a slide show to the Commission on a
variety of forestry issues and answered numerous
questions following the presentation.
REVIEW OF 5 YEAR CAPITAL
IMRPOVEMENT PLAN FOR
LAKESIDE PARK Staff stated that at this time, the Spring Lake Park
Parks and Recreation Commission will go to the City
Council in February to ask for additional funding
for Lakeside Beach operations.

WOODCREST PARK
CAPITAL IMPROVEMENTS Director Saarion advised the Commission that the
population in the Woodcrest. Park area was changing
• to include many families with young children.
Woodcrest Park currently does not have facilities
for these young children and the equipment that is
available in the Park and needs replacement.
Director Saarion went on to state that there is
$20,000 available, from the re-organization of the
department, which she felt could be used for
improvements of Woodcrest Park.
A motion was made by Commissioner Wuori , seconded by
Commissioner Silvis to direct staff to check into
tot lot equipment for Woodcrest Park and to earmark
the $20,000 available from the re-organization of
the Parks and Recreation Department to be used at
Woodcrest Park. The motion passed unanimously; 4
ayes, 0 nays.
A motion was made by Chairperson Burmeister,
seconded by Commission Long to request the City
Council to use sewer and water management fund
monies to complete the drainage ditch along
Woodcrest Park. The motion passed unanimously; 4
ayes, 0 nays.
Commissioner Wuori suggested using the fill from the
• drainage ditches at Woodcrest in the regrading
process at Woodcrest Park.
The Commission also suggested that a pathway be
developed from Woodcrest to County Road H2 to give
better access and connect to Silver View Park.
STAFF REPORT Director Saarion reviewed the following issues with
the Commission:
1. Re-organization of the Park and Recreation
Department.
2. Use of Tim Ramacher's snowmobile for tracking
the cross ski trails at Silver View Park.
3. Plowing of the parking lot at Silver View Park
by Ramsey County.
4. Security lighting at parks.
5. Night flooding of rinks.
6. Need for a dock system for traveling between
shelter buildings to skating rinks.

A motion was made at this time by Commissioner Long,
seconded by Chairperson Burmeister to direct staff

Woodcrest if feasible. Motion passed unanimously; 4
ayes, 0 nayes.
7. Requested the removal of no parking signs along
Hillview Rd. by Hillview Park in order to
facilitate parking of cars during hockey games.
ADJOURNMENT A motion was made by Commissioner Silvis, seconded
by Commissioner Wuori to adjourn the meeting at 9:25
p.m.
