COUNCIL CHAMBERS
CALL TO ORDER The meeting was called to order at 6:35 p.m. by
Chairperson Wayne Burmeister.
ROLL CALL Commissioners present: Commissioners Silvis,
Long, Daniels, Anderson, Starr, Rowley and
Chairperson Burmeister.
Councilmembers present: Councilmember Wuori
Staff present: Director Saarion and
Administrative Assistant Linke.
APPROVAL OF MINUTES A motion was made by Commissioner Silvis, "seconded
by Commissioner Long to approve the minutes as
written. Motion passed unanimously 7 ayes, 0
nayes.
CHAIPERSON'S REPORT No report
41)UNC1LMEMBER'S REPORT Councilmember Wuori reported that the park
dedication fee from the Red Oak Sub-division would
be approximately $1,500.
WELCOME NEW MEMBERS Chairperson Burmeister welcomed the new
Commission Members.
LAKESIDE PARK FUNDING
REPORT Staff informed the Commission that the Spring Lake
Park City Council had passed the $1,200 requested
for capital improvements at Lakeside Beach for the
1987 swimming season. The Spring Lake Park City
Council preferred to reassess the need for the
capital improvements monies on a yearly basis
rather than make it a permanent part of the
Lakeside budget. Staff added that the Mounds View
City Council would be considering the request for
funds at their March 2, 1987 meeting.
SILVER VIEW PARR CITIZENS
CONCERNS Mary Mitchell, a resident from the Mary Anderson
development abutting Silver View Park was present
at the Commission meeting representing the
neighbors of her area. She had several concerns
regarding a landscaping plan around the pond area
and the proposed maintenance of the area as well.

Ms. Mitchell stated that former Director Anderson
had promised the residents that Forester Rick
Wriskey would contact them regarding a landscaping
110 plan. Staff explained that during the transition
between former Director Anderson and herself, this
been conveyed, but she would direct Forester
Wriskey to develop a questionnaire to determine
the residents ideas regarding the landscaping
plans.
Other questions raised during the discussion
included the possibilty of stocking the pond and
the use of Aqua-shade to eliminate the excessive
weed growth in the pond.
WOODCREST PARK IMPROVE-
MENTS AND PLAY STRUCTURE Staff distributed a variety of information on play
structures and park amenities. After a lengthy
discussion, the following items were recommended
by the Commission for improvements to Woodcrest
Park:
1. Miracle play structure - white tubes with
green poles. ($9,200)
2. Two in-ground picnic tables ($756)
3. Two benches ($378)
4. One grill ($79)
5. Miracle four seat swing set ($450)
6. Repairs to Woodcrest shelter building as
follows:

c. Locks
• d. Flooring
' e. Stairs
f. Ramp

7. Glider swing ($682)
• 8. Landscaping ($500)
9. Maze 'n' Trail ($1,500)
10. Timbers and sand ($400)

Commissioner Daniels suggested a landscaping plan
to make a physical barrier between the tot
111 lot/picnic area and the skating rink area in order
to beautify the picnic area.
A motion was made by Chairperson Burmeister and
seconded by Commissioner Daniels to recommend that
the aforementioned improvements to Woodcrest park
be submitted to the City Council for their
approval at the next regular meeting. The motion
passed unanimously, 7 ayes, 0 nayes.
CITY HALL PLAY STRUCTURE A motion was made by Chairperson Burmeister,
seconded by Commissioner Daniels to recommend the
preschool play structure by Miracle as suggested
by staff and submit it to the City Council for
their approval. The motion passed unanimously, 7
ayes, 0 nayes.
The Commission decided on blue and white as the
• colors of the play structure at City Hall.
ADJOURNMENT A motion was made by Commissioner Silvis, seconded
by Commissioner Long to adjourn the meeting at
9:10 p.m. Motion passed unanimously, 7 ayes, 0
nayes.
