HomeMy WebLinkAboutCOMMISSION_MINUTES_1987-03-26 MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA //fr 6:30 p.m. Mounds View City Hall Council Chambers CALL TO ORDER The meetings was called to order at 6:33 p.m. by Chairperson Wayne Burmeister Commissioners Present: Silvis, Starr, Anderson, Long, Rowley and Chaiperson Burmeister. Commissioners Absent: Daniels Councilmembers Present: Wuori, Quick and Linke Staff Present: Director Saarion, Administrative Assistant Linke and Forester Wriskey Residents Present: Ed and Laurie Trettel, Carol Golden, Randy Miller, Tom McKay APPROVAL OF MINUTES A motion was made by Commissioner Long, seconded by Commissioner Silvis to approve the February 26, 1987 minutes as written. Motion passed unanimously, 6 ayes, 0 nayes. 11/ CHAIPERSONS REPORT NONE COUNCILMEMBERS REPORT NONE REVIEW THE RESOLUTION Director Saarion reviewed the resolution regarding ESTABLISHING A POLICY park land abutting residential property. Forester FOR PARK LAND THAT ABUTS Wriskey said that he had located the park RESIDENTAL PROPERTY boundaries and would be working with residents regarding landscaping of the boundary areas. Director Saarion requested feedback from residents regarding the trail going totally around the park. Resident Carol Golden stated that she had a map indicating that the trail would not go through the residents backyards and added that she had paid a $10,000 premium to the builder to have a lot located on the pond. Commissioner Silvis stated that the agreement was merely verbal regarding the trail and that nothing was ever put in writing. Forester Wriskey asked the residents if people are continuing around the pond. The residents said yes they are, but they stay very close to the edge of the pond and this becomes somewhat dangerous and unsteady. Forester Wriskey than asked if the residents felt planting shrubs to channel people around the area would help delineate park property. The residents replied that it would be a good idea. -2- Resident Tom McKay asked the status of the bridge. Chairperson Burmeister said that financially, it is not possible at this point. Chairperson Quick added that we lost funding for Phase II and III of Silver View Park. Resident Laurie Trettel said that she doesn't feel a bridge would stop traffic and feels people should be able to walk there. Chairperson Burmeister noted that the 1991 budget calls for a floating boardwalk. Ed Trettel was concerned that a boardwalk would obstruct the wildlife in the area, especially the pheasants. Several residents expressed concern with the further development of the softball fields with the addition of lights. Director Saarion stated that Silver View Park is a community park serving the entire City of Mounds View including the adult softball program and that lighting the softball fields would greatly enhance the adult softball program. The softball fields lie in the open active part of the park and is designed for active use. Chairperson Burmeister requested comments from the 11/ residents regarding the level of maintenance. Mrs. Golden stated that she wanted a well groomed appearance and Mr. Trettel wanted a natural appearance to encourage wildlife. The Commission requested staff to determine the ownership of the clump of trees behind the newest townhome and see that it is not destroyed if at all possible. In addition, the Commission requested staff to contact Mary Anderson Construction Company and request that they clean up the park and pond area of all building debris. GREENFIELD PARK Mayor Linke requested that a hedge or fence be placed along the ditch at Greenfield Park to prevent basketballs and tennis balls from falling down into the ditch. Forester Wriskey said he would plant a hedge along the area. It was also requested that the Commission send out a letter to residents surrounding the Greenfield Park to report any use of three wheelers or dirt bikes on the park property, as they are damaging the turf. PORTABLE CLASSROOM A motion was made by Chairperson Burmeister, LOCATION seconded by Commissioner Long to place the portable classroom at Random Park and that a public hearing be scheduled to discuss the placement of the building with surrounding residents. The motion passed unanimously 6 ayes, 0 nayes. • -3- The Commission agreed that all the park shelter buildings should remain the same color with the exception of the Groveland Park building which will be painted earthtone brown. CLEAN UP DAY The Commission suggested that staff take pictures of the Silver View group cleaning up the Silver View Park and write an article for the newsletter and Bulletin commending their efforts. OLD BUSINESS Staff stated that the Groveland Park tennis court bid was awarded to Midwest Asphalt for the tennis courts only and that the lighting was being re-evaluated. ADJOURNMENT A motion was made by Commissioner Silvis, seconded by Commissioner Long to adjourn the meeting at 8: 50 p.m. Motion passed unanimously 6 ayes, 0 nayes.
