CALL TO ORDER Following a tour of City parks, the meeting was
called to order at 7 : 35 p.m. by Chairperson
' Wayne Burmeister.
ROLL CALL Commissioners present : Commissioners Starr,
Daniels, Rowley, Anderson and Chairperson
Burmeister.
Commissioners absent : Commissioners Long and
Silvis
Councilmembers present : Councilmember Quick.
Staff present: Director Saarion and
Administrative Assistant Linke.
AGENDA ADDITIONS Staff recommended that a discussion on a Public
Hearing for Random Park be added under section
VIII "Old Business" .
. CHAIRPERSON ' S
REPORT Chairperson Burmeister reported that he had
received a letter from a resident requesting
permission to place duck and geese feeders on
Silver View Park property. After a brief
discussion, a motion was made by Commissioner
Daniels, seconded by Commissioner Anderson to
deny permission for the duck and geese feeders
on park property and to suggest that he place
them on his own property. The motion passed
unanimously: 5 ayes , 0 nays.
Chaiperson Burmeister also expressed concern
about the growing numbers of muskrat houses
along the bank of the Silver View Park pond and
suggested that staff contact the DNR about
arranging for a the muskrats to be trapped.
In addition, Chairperson Burmeister stated that
the drainage culverts in Silver View Park were
full of trash and should be cleaned out. Staff
indicated that those types of maintenance items
would be taken care of when the summer J . P.T.A.
crew begins work.

. SILVER VIEW POND
PATHWAY SYSTEM Staff distributed a .letter from Mr. Dan Hill , a
Mounds View resident , regarding his concern that

the Silver View Park path would not be continued
around the park.
There was a discussion regarding past agreements
with the developer about the continuation of the
pathway around the park. After searching for
any documents with the developer regarding
this matter, Director. Saarion did not find
anything that would indicate a prior agreement
with the developer.
Director Saarion stated that it would be
advantageous to the park to continue the trail
around the pond. The Commission agreed and
suggested that staff begin work on the portion
of park property in back of the Scotland Green
Apartments. The Commission recommended that
staff prepare a time line for completing the
trail around the pond.
A motion was made by Commissioner Daniels,
seconded by Chairperson Burmeister to proceed
with plans to install the trail completely
around Silver View Pond and to have staff
present a detailed plan and timeline for the
installation. The motion passed unanimously: 5
• ayes , 0 nays.
HILLVIEW PARK Director Saarion informed the Commission of the
need to better utilize the neighborhood parks.
She suggested that programs such as bocce ball ,
and horseshoes be initiated and possibly the
installation of a Vita Course.
The Commission inquired as to when the equipment
at Hillview and Oakwood parks were scheduled for
replacement. Staff indicated that Hillview Park
is recommended for 1988 and Oakwood for 1989 .
OLD BUSINESS Staff indicated that the play ground equipment
for Woodcrest Park had arrived and is scheduled
for installation in late May or early June.
The Commission was informed that a public
hearing would be necessary before the portable
classroom could be put at Random Park. The
meeting was set for May 5 , 1987 at 8 : 00 p.m. at
the Mounds View City Hall Council Chambers.
Staff would send notices to residents of
abutting properties of Random Park and post the
notice of a public hearing in the New Brighton
Bulletin.

Director Saarion gave an overview of the spring
and summer park projects . They include
installation of the playground equipment,
painting of the puppet wagon, installing cement
slabs for portable toilets , and improvements to
the park shelters.
ADJOURNMENT A motion was made by Commissioner Daniels,
seconded by Commissioner Starr to adjourn the
meeting at 8: 35 p.m. Motion passed unanimously:
5 ayes, 0 nayes.
