CALL TO ORDER The meeting was called to order at 7: 00 p.m.
following a tour of Oakwood Park, by
Chairperson Wayne Burmeister.
ROLL CALL Commissioners present: Commissioners
Silvis, Rowley, Long, Anderson and
Chairperson Burmeister.
Commissioners absent: Commissioners Starr
and Daniels.
Councilmembers present: Councilmember
Wuori .
Staff present: Director Saarion and
Administrative Asst. Linke .
Vistors present : Carol Golden, Randy Miller
• and, Rebecca and Mike Delmore
APPROVAL OF MINUTES A motion was made by Commissioner Silvis,
seconded by Commissioner Long to approve the
May 28 , 1987 minutes as written. Motion
passed unanimously 5 ayes 0 nayes.
CHAIRPERSON' S REPORT Chairperson Burmeister asked staff about the
status of the irrigation system at Silver
View. Director Saarion stated that the
system was not operational and that it would
most likely have to be replaced with a more
substantial unit that would include the berms
and ballfields.
Commissioner Long inquired on the frequency
of grading the ballfields. Staff explained
that the fields are regraded about every
five years . Commissioner Long suggested
that city maintenance look into ways to im-
prove grading of ballfields.
COUNCILMEMBER'S REPORT Councilmember Wuori requested input from the
Commission on the placement of the portable
building at the July 6 agenda session. The
• Commission asked what the possibility would
be of getting dirt to use as fill in Random
Park parking lot from the new Kraus-
Anderson shopping center. Staff stated that
she would check into it.

USE OF OAKWOOD PARK Staff referred to a letter written by
• resident Richard Kops regarding the use of
the Oakwood ballfield. Staff explained that
the majority of ballfields in the City of
Mounds View had homes near the fields .
Staff explained the permit system and use
of fields. The Park Department does the
scheduling of games .
Staff indicated that the request that
Oakwood Park be limited to only t-ball teams
would be very difficult , not only because
of the limited availability of fields, but
because the Park Department can only
control the use of teams who go through our
permit system. 'Teams who schedule practices
without permits and neighborhood pick up
games are not controlled. Also the lack of
ballfield space offered limited
alternatives.
The Commission discussed the issue and
concluded that the current ballfield use
policy should remain the same. Chairperson
Burmeister stated that he would send Mr.
Kops a letter informing him of the
• Commissions decision.
OLD BUSINESS Portable Classroom: The portable
classroom building location was still under
consideration and that the Commissioners
are welcome to give the Council input.
Summer Program Update : Summer programs
are under way. New programs are Willy
Tilly ' s Summer Program and Co-rec Sandlot
Volleyball League.
Lakeside Beach: The lake is down
considerably. The new buoys are out and new
fencing has been put up around the park.
Woodcrest Park The tot lot is completed
and the tables and grills installed. The
landscaping will be completed this fall .

OLD BUSINESS (CONT D) Groveland Park : The tennis courts are
• nearing completion. The seeding and
landscaping will be done by City personnel.
Community Theater: The production cast
and crew is currently working on sets and
beginning rehearsals.
SILVER VIEW PARK TRAIL , Residents from the Silver View Park area
stated their concern about the proposed
trail behind their homes on the southside of
the pond in Silver View Park.
Carol Golden, 7417 Parkview Drive stated
that at the time of purchase of the property
she was told that there would not be a trail
in back of her home . She also stated that
they paid an $8 ,000 premium for the privilege
of building on the lakefront. She presented
letters to the Commission from the Mary
Anderson Construction Company stating that
they were under the assumption that a trail
would not be built behind those homes.
Commissioner Long asked Mrs. Golden if there
• was any statements on her deed regarding the
trail. She said no, but she did have proof
of the $8 ,000 premium for lakeshore
property.
Mrs. Golden requested that the Commission
visit the site to get a better perspective
on the issue. The Commissioners stated that
they were very familiar with the area
having walked the trails often.
The residents inquired about the bridge that
was originally proposed in the conceptual
plan. Staff stated money was not available
to construct a bridge.
Randy Miller, 7409 Parkview felt that a
sturdy wooden bridge could be built for
considerably less that the $18 ,000 quoted
to staff earlier.
ADJOURNMENT A motion was made by Commissioner Silvis,
seconded by Commissioner Long to adjourn the
meeting at 8: 40 p.m.
