PARKS AND RECREATION COMMISSION

CALL TO ORDER The meeting was called to order at 6:32 p.m. by
Acting Chairperson Silvis.
ROLL CALL Commissioners present: Stevenson, Silvis, Rowley,
Long.
Commissioners absent: Starr, Burmeister, Anderson
Councilmembers present: Wuori and Hankner
Staff present: Director Saarion, Administrative
Assistant Linke and Lt. Brick.
Visitors: Bob and Kathryn Carpenter, 2650 Lake Court
Drive; Jackie Entsminger, 7954 Long Lake Rd. ; John
and Florence Bargy, 7927 Greenfield Ave. ; Randy
Miller, 7409 Parkview Dr. ; Dave Rademacher, 7421
Parkview Dr. ; David Stanton, 5091 Longview Dr.
MINUTES A motion was made by Commissioner Stevenson, seconded
• by Commissioner Long to approved the August 25, 1988
minutes as written. Motion passed 4 ayes , 0 nayes.
PARK SECURITY
DISCUSSION Director Saarion welcomed representatives from
different neighborhood park areas and asked for their
suggestions for increasing security in our parks.
Residents responded, by park, with the following
problems and possible remedies to the problems.
GREENFIELD PARK
Problems:
1. Destruction of bleacher backs.
2. Satellite being tipped over.
3. Hockey playing on tennis courts.
4. Crawling on backstop.
5. Lights remaining on past curfew at tennis
courts.
6. Excessive noise.
7. Climbing on basketball standard.
8. Youth present after curfew.
9. Trash cans thrown in creek.
10. Damage to surrounding residential property.
• 11. Burning of bridges.
12. Three wheelers and motorcycles on trailways.

PARK SECURITY (CONT'D) Remedies (Greenfield) :
1. Swinging gate across parking lot.
2. Fence border to County Road J. •
3. Portable restroom enclosures.
4. Signage - rules and regulations.
5. Regulate timer on lights to turn off at 10 p.m.
6. Provide areas for skate boarding.
7. Park security lighting at all three entrances.
WOODCREST
Problems:
1. Large amount of cars in parking lot late at
night.
2. Some noise.
3. Using volleyball courts with car headlights.
4. Motorized vehicles on the easement behind
Longview lots.
Remedies:
1. Report disturbances to police department
immediately.
2. Signage - curfew, rules, etc.
3. Regular patrolling by police officers.
4. Gate across entrance.
5. Neighborhood watch group. •
HILLVIEW
Problems: Because of the location of the park in
relation to residential homes , this park does not
experience much vandalism.
Remedies: The only suggestion for Hillview would be
a security light which has been planned for in the
redevelopment.
SILVER VIEW
Problems:
1. Curfew violators.
2. Noise near water.
3. Turf and tree damage.
4. Three-wheelers and motor bikes.
5. Vagrants
6. Trees and undergrowth obstructing view of pond.
Remedies:
1. Report disturbances immediately to police.
2. Gate across entrances. •
3. Security lighting (if not harmful to wildlife).
4. Park watch group.
5. Clean out undergrown for better view of park
(Homeowners Association will volunteer labor).
6. Substantial administrative offense for being in
park after curfew and/or when gate is closed.

7. Signage to include the following:
a. Welcome to the park.

b. Park closed 10:00 p.m. - 6:00 a.m.
c. Unleashed pets prohibited.
d. Clean-up after your pets.
e. Motorized vehicles prohibited.
f. No golfing, snowmobiling.
g. Glass containers and alcoholic beverages are
prohibited.
h. No harrassing wildlife
A discussion continued regarding education of the
public in the use of parks. Each year, the Director
of Parks and Recreation is invited t speak to
Irondale High School ninth graders regarding
vandalism. Commissioners suggested that articles on
use of parks be placed in the city brochure on a
regular basis and that the city work with the local
schools to promote responsible park usage.
OCTOBER MEETING The Commission requested staff to present information
and costs for the following items at the October,
1988 meeting:
1. Gates - different types.
2. Signs - slides of different park signs in other
communities.
• At the October meeting the Parks and Recreation
Commission will discuss an overall security lighting
plan and handicapped acceibility and usability.
MVCT UPDATE Commissioner Silvis reported that Janet Paone had
resigned as director of the Mounds View Community
Theater. Irondale Principal Groth offered to provide
storage for the MVCT materials if they were donated
to Irondale. This proposal needs to be submitted to
the City Council before any action can be taken.
LAKESIDE PARK
REDEVELOPMENT The Lakeside Park Redevelopment Committee toured a
beach house facility at French Hennepin County
Regional Park and like the design. The tot lot has
been ordered and will be installed this fall.
SILVER VIEW PARK
UPDATE The City Council is interested in pursuing the water
management study at Silver View Park pond and has
requested Director Saarion to search for funding
sources.

HILLVIEW PARK Bids have been received for the Redevelopment of
Hillview Park and work will begin as soon as the City
Council approves the project.
Commissioner Stevenson requested copies of the final •
Hillview Park redevelopment plan.
FALL PROGRAMS Director Saarion stated that fall program
registration had taken place and the programs began
the second and third week of September.
ADJOURNMENT Commissioner Rowley left at approximately 8:00 p.m.
so a quorum did not exist at the end of the meeting.
The meeting adjourned at 8:50 p.m.
