HomeMy WebLinkAboutCOMMISSION_MINUTES_1988-10-27 MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW COUNTY OF RAMSEY • STATE OF MINNESOTA October 27, 1988 Mounds View City Hall Council Chambers 6:30 p.m. CALL TO ORDER The meeting was called to order at 6:35 p.m. by Chairperson Wayne Burmeister. ROLL CALL Commissioners present: Burmeister, Silvis , Starr, Stevenson, and Long. Commissioners absent: Anderson and Rowley. Councilmembers present: Hankner Staff present: Director Saarion and Administrative Assistant Linke. Visitors present: Kathryn and Bob Carpenter, 2650 Lake Court Drive; and Tom LaHoud, 2373 Laport Drive. AGENDA ADDITIONS The issue of the location of the new Ramsey County Library was added to the agenda and discussed at this time. Director Saarion reviewed a memo which was • sent by her to the City Council giving the department 's preference for location of the library. The first priority is on the current location of the Phillips 66 station on the corner of Highway 10 and Long Lake Road. After a lengthy discussion, a motion was made by Commissioner Stevenson, seconded by Commissioner Long to recommend to the City Council that only the Phillips 66 location be considered for the location of the new Ramsey County Library. He further moved that the Council recognize that the City Hall Park is the most highly developed, multi-use community park in the City and that it plays a vital part in the continuity of the park system and should it be deformed in any way, it would cause a great hardship to the City park system. The motion passed unanimously, 5 ayes, 0 nayes. The Commission discussed park lighting needs. It was decided to concentrate on parks with buildings. Director Saarion stated that there was approximately $2,600 budgeted for park security lighting and that the Cobra security lights are quite feasible. A motion was made by Chairperson Burmeister, seconded • by Commissioner Silvis to repair existing security lighting at existing buildings and to use the remaining funds to place security lighting at Greenfield Park. Motion passed unanimously, 5 ayes, 0 nayes . -2- PARK LIGHTING CONT'D Commissioner Stevenson asked what type of lighting will be used at the Hillview hockey rink. Director Saarion stated that metal halite fixtures, which are very energy efficient, will be used and that photo- • electric lighting will be used for a security light. Commissioner Silvis inquired about the evergreen buffer which was proposed between the hockey rink and the residential homes along Hillview Park. Director Saarion stated that Forester Wriskey had ordered the trees and that they would be planted in the spring. HANDICAPPED ACCESSIBIL- ITY/USEABILITY Director Saarion gave the Commission background on the tour she made with Courage Center staff to City parks. The Commission was asked to develop a policy relating to handicapped accessiblity/useability of parks. Following a lengthly discussion of the possibilities, a motion was made by Chairperson Burmeister, seconded by Commissioner Long to establish a policy designating City Hall Park, Greenfield Park and Silver View Park as handicapped accessible/useable parks now and to add handicapped facilities at neighborhood parks when funds become available. It was further moved that these parks be designated as handicapped accessible on all maps, brochures, etc. The motion passed unanimously, 5 ayes, 0 nayes. PARK GATES Director Saarion reviewed the philosophy of parks • relating to gates. She stated that residents should have the feeling that they are welcome in the parks and that gates give the perception that they are not allowed. She further stated that maintaining the gates would be difficult, as volunteers can not be relied upon to open and shut gates consistantly, and that the gates would not be a priority for the police department as they may be out on calls. Electronic gates are very expensive. The Commission unanimously agreed that they are not interested in installing gates in any of the city parks. PARK SIGNS Slides of various park signs were shown by Director Saarion followed by a brief discussion on types and uniformity of signs. It was suggested that staff check into the possibility of putting the City logo on each of the signs. A motion was made by Commissioner Stevenson and seconded by Commissioner Silvis to order one "Rules and Regulations" sign for every park that does not currently have one. The motion passed unanimously, 5 ayes, 0 nayes. • -3- CELEBRATE MINNESOTA The Commission was asked to brainstorm ideas for projects relating to the Celebrate Minnesota grant application. The following ideas were given: • 1. Picnic shelter at Silver View Park. 2. Summer flower program. 3. Handicapped drinking fountains. 4. Large flower or rose garden to be maintained by service group. 5. Improve the water quality of Silver View Pond. 6. Demolition of the Phillips 66 station on Highway 10 and Long Lake Road. 7. Develop a program on the history of Mounds View. CHAIRPERSON'S REPORT Chairperson Burmeister reported that the Lakeside Park tot lot was installed and that existing equipment was painted. He added that the building plans were being worked on but not formalized at this time. He asked staff what the policy was on commissioner's absences because Commissioner Anderson had not attended many of the 1988 meetings. Director Saarion stated that she had called Mr. Anderson several times with no answer. She will send a letter stating the policy and ask if he is still interested in serving on the Commission. COUNCILMEMBER'S REPORT Councilmember Hankner reported on negotiations regarding the Miller property. • REVIEW OF PROGRAMS Director Saarion reviewed current programs and statistics for fall participation. NEXT MEETING Because of the upcoming holiday season, the Commission decided to meet only once in November/December. The next meeting will be Thursday, December 1.
