HomeMy WebLinkAboutCOMMISSION_MINUTES_1988-02-25 r- MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA • February 25, 1988 6: 30 p.m. Mounds View City Hall Council Chambers CALL TO ORDER The meeting was called to order at 6: 43 p.m. by Chairperson Wayne Burmeister. ROLL CALL Commissioners present : Burmeister, Long, Silvis, Rowley, and Starr Commissioners absent : Anderson, Daniels Councilmembers present: Wuori Staff present : Director Saarion, Admin. Assistant Linke and Forester Wriskey Visitors : Keith and Todd King David and Sue Rademacher CHAIRPERSON' S REPORT None COUNCILMEMBER' S REPORT Councilmember Wuori reported on the progress of the Pinewood Playground Committee . Comm ttee . • Fund raising activities to date have raised approximately $20, 000 . She also stated that a seminar on Wetlands is being held on Saturday, February 27 beginning at 9: 00 a.m. at City Hall . This is open to the public and Park and Recreation Commissioners are encouraged to attend . 1987 END OF YEAR FORESTRY SUMMARY City Forester Rick Wriskey distributed a pamphlet on purple loosestrife which is an agressive plant that is invading our wetlands, replacing valuable wetland plants , eliminating food and shelter for wildlife and choking waterways . He added that both the Silver View Park and Greenfield Park wetlands were at risk . Forester Wriskey distributed a brochure on the gypsy moth and reported that no gypsy moths had been trapped in 1987. Forester Wriskey then proceeded with a slide presentation on a variety of forestry issues including oak wilt , Dutch elm disease and • vandalism in the parks . Following the presentation he answered questions from the Commission. -2- Regarding oak wilt control , Commissioner Silvis asked if Asplund Tree Service was abiding by the trimming restrictions set forth in the City of Mounds View. Forester • Wriskey stated that they were following the policy. Forester Wriskey reported that a tree was planted at Woodcrest Park in remembrance of Bev and Jennifer Spano. He added that a plaque will be installed in the Spring . He also reported that Mounds View once again has been awarded the Tree City USA designation. Forestry plans for 1988 are as follows : 1 . Planting on Highway right of way by Pinewood School . 2. Arbor Day planting at Pinewood School scheduled for the last Friday in April . 3 . Plantings south of pond at Silver View Park. 4 . Plantings to screen ballfields from highway at City Hall Park . 5 . Planting of 500 evergreen seedlings at Greenfield Park. • 6 . Seedlings to be given away with every load at City Clean-up Day. 7 . Screening of tennis courts at Groveland Park. 8 . Landscaping of Random Park. 9 . Completing path from building at Woodcrest Park and planting Tamaracks . 10. Flowers planted in all the parks . Commissioner Long asked if Forester Wriskey had noticed an increase in oak wilt along the border of Spring Lake Park due to the lack of a Disease Control Program in that City . Forester Wriskey stated that yes there was an increase of incidence in that area for that reason. • - r -3- POLICY FOR USE OF OUTDOOR PARK FACILITIES A motion was made by Commissioner Silvis , • seconded by Commissioner Long to recommend the adoption of the "Policy for Use of Outdoor Park Facilities" as written and that it be forwarded to the City Council for formal approval . Motion passed unanimously 5 ayes, 0 nayes . SILVER VIEW PARKING LOT PLANS Director Saarion reviewed the plans for the parking lot at Silver View Park. She stated that she had met with the engineer and that he found no problem with water drainage . He estimated the cost for installation of concrete curb and gutter to be approximately $32, 000 . This would include curb and gutter up to the road and the center island . The Commission directed staff to get an estimate on completing the parking lot . Staff also stated that she would like to have the sewer and water installed at the same time as the parking lot but a special request for funds would have to be made to the City Council . The Commission agreed that this would be the • most effective way to proceed if funds were available . PLAY EQUIPMENT Director Saarion distributed pamphlets from Game Time, Inc . for play equipment which is on sale . Since this item is budgeted for 1988 , staff suggested that the Commission select from the sale items . A motion was made by Chairperson Burmeister, seconded by Commissioner Silvis to purchase the play structure as displayed in the pamphlet from Game Time , Inc . The motion passed 5 ayes, 0 nayes . Color choice was green. STAFF REPORT Director Saarion reported that a vandal was apprehended at Silver View Park and forced to pay restitution for damages . She also reported that the winter skating season had gone well . -4- Staff reported that the Mounds View Community Theater Board had chose the musical "West Side Story" as their summer production. She also stated that a grant proposal had been submitted for funding of the "School Days Out" program. Staff reminded the Commission that the April meeting would be in conjunction with the Spring Lake Park Commission. ADJOURNMENT A motion was made by Commissioner Silvis , seconded by Commissioner Long to adjourn the meeting at 9 : 15 p.m. Motion passed 5 ayes , 0 nayes .
