Assistant Linke v(lisitors: Park and Recreation Commission applicants Bob Carpenter and Gary Stevenson APPROVAL OF MINUTES A motion was made by Commissioner Silvis, seconded by Commissioner Long to approve the February 25, 1988. Passed 5 ayes 0 nayes (Commissioner Starr was not present at this time) • AGENDA ADDITIONS Discussion of Greenfield Park was added to Item XI - Report on Park Maintenance Projects. CHAIRPERSON'S REPORT None COUNCILMEMBER'S REPORT None SILVER VIEW PARK PATHWAY AND PARKING LOT A petition was received from residents surrounding the Silver View Park pond supporting the installation of a pathway around the pond. This petition was forwarded to the City Council for their review. Director Saarion stated that an informational meeting has been set up with the City's Consulting Engineer, Dan Boxrud, to discuss the pathway installation at Silver View Park. Residents are invited to attend and may ask questions regarding possible drainage problems. A letter from Chairperson Burmeister will be sent out to the residents encouraging them to participate in this meeting. Commissioners are also asked to attend. 411 -2- ry' Director Saarion said that during a walking tour of the area with Mr. Boxrud, it was noted that the Miller house did have a water problem. Mr. Boxrud said this was due to a flat grade backyard which does not slope towards the pond. He felt that with the installation of the pathway, this problem could be addressed by means of a swale. The meeting with residents of the Silver View Park area is scheduled for 9:00 a.m. on Saturday, April 9. If it is rained out, the meeting will be held on April 16. At this point, Commissioner Duane McCarty asked to speak to the Commission. He stated that he had searched his records and had talked to former Park Director Anderson regarding Silver View Park. He said that the Silver View Park plan was accepted by the City Council and the Park and Recreation Commission. He felt that although it was not accepted by resolution, it could still be construed as being an addendum to the master plan. As Mayor of the City at that time, Mr. McCarty assured the realtor that the plan was correct. He called Bruce Anderson and he said that to the best of his recollection, he had stated that there would not be a path behind the houses in question. Mr. McCarty informed the Commission that if they were to pursue the • pathway, the residents would litigate. Director Saarion informed the Commission that she and Clerk-Administrator Pauley had talked to Attorney Meyers, in a conference call, and he stated that he did not see a problem with pursuing the pathway installation. Councilmember Wuori reported that residents have stated that they paid a premium to ensure that the path was not located in the park area in back of their homes, Actually, all owners of homes and townhomes along the lake paid a pre- mium for the purpose of the lake view. The Commissioners concurred that the pathway is park land and available to the entire community and that they did not want to set a precident of having to consult adjacent property owners everytime the City wishes to improve park property. The Commissioners firmly stated that they were in favor of the pathway being installed around the entire pond. -3- Commissioner Wuori stated that she feels the realtor mis-represented the situation in order • to make sales. She further stated that current radio ads by Mary Anderson refer to the Silver Lake Woods condo addition as being on a "fishing lake with a large trail system". This could also be construed as mis-representation. The Commission inquired about the trapping of muskrats. Bob Carpenter, resident of the Silver Lake Woods homes, reported that 38 muskrats, one mink, one duck and one raccoon had been trapped. He added that the trapper is planning to return in the spring. COMMISSION VACANCY Director Saarion reported that John Daniels had resigned from the Commission. The vacancy has been advertised and applications are being taken until April 4, 1988. A new commissioner will be appointed by the Mayor and Council. Two applicants were present at the meeting; Gary Stevenson and Bob Carpenter. Both gentlemen briefly told the Commission of their qualifications. HILLVIEW PARK SITE PLANS Director Saarion stated that the following items are needed to complete the Hillview Shelter: • 1. Permanent foundation. 2. Permanent steps. 3. Landscaping. After discussing the various possibilities for locating the shelter building, a motion was made by Commissioner Starr, seconded by Chairperson Burmeister to keep the Hillview Building in its present location and put it on a permanent foundation. In addition staff was directed to pursue a plan for alternative parking at the site. Motion passed; 6 ayes, 0 nayes. TRAILWAY POSSIBILITIES AT FROM ARDAN PARK TO GREEN- FIELD PARK Land was donated from MnDOT, north of 610 extension and south also. There is a possibility of installing a wood chipped path from Ardan Park to Greenfield Park. This path would be in wetlands natural area and would provide a recreational use walk for residents. A motion was made by Commissioner Silvis, seconded by Commissioner Long to proceed with a plan for a path from Ardan to Greenfield. Motion passed; 6 ayes , 0 nayes. -4- PURCHASE OF BIKE RACKS Director Saarion asked the Commission if they would be interested in taking advantage of a sale on bike racks. This would involve an exchange of • capital purchases; bikes racks purchased this year instead of tether ball sets. A motion was made by Commissioner Silvis, seconded by Commissioner Long to approve the purchase of the bike racks this year. Motion passed; 6 ayes, 0 nayes. Gary Stevenson suggested that the bike racks be held down with a 2 or 3 foot spike. Otherwise, the galvanized type rack is easily moved. PARK MAINTENANCE PROJECTS Director Saarion referred the Commission to the schedules of maintenance projects in the packet. GREENFIELD PARK This item is an agenda addition. Staff discussed the possibility of having street sweepings dumped in the Greenfield Park site, directly across from Oakwood Park. This area is uneven and is in need of grading. It is a wetland and special permission would be needed to alter the area. Following a discussion, a motion was made by Commissioner Silvis, seconded by Commissioner Burmeister to request a permit from the City Council to deposit street sweepings to be used • in grading the area of Greenfield Park located across from Oakwood Park on Hillview Rd. The motion passed; 6 ayes, 0 nayes. REVIEW OF 1988 GOALS Staff provided the Commission with a copy of the 1988 Parks and Recreation Department goals. SPRING PROGRAMS Director Saarion gave a brief overview of the spring programs. OLD BUSINESS The following items were provided as information to the Commission: 1. Outdoor Athletic Field Guidelines were approved by the City Council. As yet , no group has been assessed these fees. 2. The playground equipment approved by the Commission at the last meeting has been ordered and delivery is expected in around 6 weeks from order date. 3. Letter to residents around Silver View Park will be sent this week. 4. Articles regarding safety of playgrounds was included in packets for Commissioners information. -5- BLOCK CAPTAINS Commissioners were asked to volunteer as block captains for the recycling program beginning in 111 May of this year. All the commissioners and Gary Stevenson agreed to participate.
