HomeMy WebLinkAboutCOMMISSION_MINUTES_1988-06-16 (MISSING PAGE 1) -2- MOUNDS VIEW COMMUNITY THEATER REPORT Councilmember Wuori and Commissioner Silvis reported that bids on posters and programs • had been received and a decision would be made soon. Auditions were held on June 6 , 7 and 8. One hundred and forty ( 140 ) people auditioned for the play. A number of the Irondale High School drama department participated in the auditions. Councilmember Wuori stated that letters requesting sponsorship from the other district cities were sent out but no response has been received. SILVER VIEW PARK UPDATE Director Saarion reported that the Silver View Park parking lot had been paved and the city was awaiting the striping and finish work on the curb and gutter. In addition, the multi-purpose court was laid and will need coating and marking. Landscaping for the parking lot has been budgeted for next year. Staff plans to make a special section for rollerblading , skating or skate boarding. The final plan for the pathway around • Silver View Pond, submitted by Dan Boxrud, was reviewed by Director Saarion. She stated that the plan has been submitted to the City Council for their direction. Commissioner Wuori stated that the pathway was on the agenda for the next Council meeting and all interested parties were invited to attend. LAWCON GRANT PROPOSAL The 1988 LAWCON grant proposal for development of Silver View Park was reviewed by Director Saarion. This proposal included a bituminous bicycle/walking path, picnic shelter building, tennis courts , and fishing pier. She explained the criteria for applicants and the point system which is used. In addition to the LAWCON grant , staff has applied for a grant from the DNR for the installation of a fishing pier at Silver View pond which is a designated "children' s fishing pond" . A motion was made by Commissioner • Stevenson, seconded by Commissioner Starr to recommend approval of the preliminary LAWCON application and send it to the City Council for formal approval. The motion passed 6 ayes , 0 nayes. -3- Resident Bob Carpentier asked that the Commission alter the fishing pier plan to be a bridge. Resident David Rademacher stated that he also was in favor of • altering the plans to install a bridge which could be used as a fishing pier. He felt that the bridge would be advantageous to the older walkers and to those people with young children who cannot walk around the entire pond. Director Saarion stated that the installation of a fishing pier was advantageous to the grant whereas the bridge would not add points towards getting the grant. Staff indicated that she would like the fishing pier to remain on the grant proposal and that if the Commission desired, the bridge could be added to the grant. A motion was made by Commissioner Silvis and seconded by Commissioner Stevenson to amend the original motion to recommend approval of the 1988 LAWCON grant proposal to include the installation of a bridge over the Silver View Park pond. Motion passed unanimously 6 ayes, 0 nayes. Resident David Rademacher asked staff if • the subject of an aerator for the pond was ever discussed. Director Saarion stated that water treatment of the Silver View Pond will be the topic of discussion at the July meeting. HANDICAPPED ACCESS- IBILITY IN PARKS Director Saarion met with Bob Syzman and Sue from the Courage Center. They toured the City parks and gave staff suggestions for making the parks more accessible to handicapped individuals. Staff will be making an inventory of these suggestions and presenting them to the Commission at a later date. FESTIVAL IN THE PARK Staff reviewed the plans for the Festival in the Park to be held on Sunday, July 17 . LAKESIDE PARK REDEVEL- OPMENT The Spring Lake Park Lion ' s Club has pledged $125 , 000 - $250,000 for redevelopment of Lakeside Beach. They requested two representatives from the Mounds View Parks and Recreation Commission to serve on the • committee for redevelopment of Lakeside Park. The first meeting is scheduled for June 22 at 7: 00 p.m. at the Spring Lake Park City Hall. -4- A motion was made by Commissioner Stevenson, seconded by Commissioner Starr suggest that Wayne Burmeister and Mary • Saarion represent the City of Mounds View on the Lakeside Beach Redevelopment committee. Motion passed unanimously, 6 ayes, 0 nayes. PARK SAFETY ISSUES Director Saarion reported that a resident by Greenfield Park is concerned about reckless driving in the park. This complaint has been given to the Police Chief. Commissioner Stevenson stated that he was concerned about reckless driving in the new Silver View parking lot. He suggested that speed bumps be installed. Director Saarion stated that this subject had been discussed by the department heads and City Engineer Ric Minitor discouraged speed bumps because the City would be subjected to possible lawsuits due to damage of vehicles. Commissioner Starr asked what alternatives there were to speed bumps in order to enforce speed limits. Councilmember Wuori suggested posting speed limits within the • parking lot. Director Saarion suggested that a task force be established to deal with the subject of park security including : Speeding , vandalism, alcohol consumption in the parks, littering, animals, etc. Chairperson Burmeister directed staff to prepare background information on park security and suggestions for the function of the committee for the next commission meeting. After a discussion on speed control in parks, a motion was made by Commissioner Silvis, seconded by Commissioner Stevenson to set speed limits in parks at 10 miles per hour and to direct staff to have speed bumps installed in parking lots if agreed upon by management team. Motion passed unanimously 6 ayes, 0 nayes. -5- GREENFIELD DEVELOPMENT A hearing is set for June 27 , 1988 to amend the wetlands ordinance to allow grading to be performed at the portion of Greenfield Park between Hillview and Quincy Streets.
