ROLL CALL Commissioners present: Burmeister, Long , Rowley, Silvis, Starr, Stevenson Commissioners absent: Anderson Councilmembers present: Wuori , Quick Staff present: Director Saarion, Adm. Asst. Lake Rd. APPROVAL OF MINUTES A motion was made by Commissioner Silvis , seconded by Commission er 1988 Stevenson to approvetheJune16 , 6 minutes as written. Motion passed. ayes , 0 nayes. CHAIRPERSON ' S REPORT Chairperson Burmeister reported on two meetings attended by Director Saarion and himself regarding the redevelopment of Lakeside Beach. He reviewed the project planning and goals stating that the committee plans to install a new playgrund this fall. Other planned projects are a new beachhouse , fishing pier, dredging of lake , trail system and picnic shelter with restroom facilities. The committee will be working with the DNR in establishing fish stock, construction of the fishing pier, etc. Chairperson Burmeister stated that the committee would like to complete the • project within 1 - 1-1/2 years. COUNCILMEMBER' S REPORT Councilmember Wuori reported that the Council is working on the 1989 budget at this time and any special req should be made now. -2- MVCT REPORT Councilmember Wuori reported that the play "West Side Story" will open on Friday, July 29 followed by a reception at Robert Lee ' s. SILVER VIEW PARK POND WATER MANAGEMENT Staff contacted experts in water • management for maintaining Silver View Pond. Scott Carlstrom, a hydrologist who specializes in recreational areas which have storm water drainage , agreed to develop a proposal for Silver View Park pond. Mr. Carlstrom, along with specialists in wild life management , water quality, and fisheries , has been requested to study the pond and present their suggestions to the commission at the August 25 meeting. Councilmember Wuori requested that the meeting be video taped. Director Saarion stated that it can be if staff is available to do the taping. Commissioner Starr asked how far the water level of the pond was down. Resident Bob Carpenter stated that it was down approximately 18 inches. Mr. Carpenter also requested that staff retain the services of a trapper again. Director Saarion stated that she would • request him to come out again. HILLVIEW PARK REDEVELOPMENT Director Saarion welcomed the residents from the Hillview Park area who were invited to the meeting. Staff distributed information regarding the redevelopment of Hillview Park and reviewed the proposal. Resident Kurt Entsminger expressed his concern with the proposed location of the hockey rink which would be located next to his home. He fears that pucks will be flying over the boards and hitting his house. In addition, he is concerned about the lights and noise during hockey season. Director Saarion stated that the commission had discussed the installation of pine trees located between the park property line to serve as a buffer between the hockey rink and house. A cyclone fence extending the height of the hockey boards on that side was also discussed. -3- The commission suggested that the residents abutting Hillview Park meet with Forester Wriskey to plan the • planting of trees along the border. -3- Resident Jackie Entsminger asked why the proposal included new lights because she thought they were new. Staff explained that the lighting old system was approximately 20 years and sub-standard. She added that Gopher Electric has reviewed the system and stated that the entire electrical system needs to be replaced. Mrs. Entsminger requested the dates and times of the hockey season. Staff stated that the season began the third week in December and ran through the second week in February. Rink houses close at 9 : 00 p.m. Sunday - Thursday and are open until 10 : 00 p.m. on Friday and Saturday evenings. Mrs. Entsminger was also concerned about the amount of usage of the rink. Staff explained that only one team, a • mites team, used Hillview Rink as its home park last year. This age group does not usually have the potential of shooting pucks over the boards. They had only three scheduled games at Hillview and some practices. Other broomball usages are for pick-up games , and boot hockey games. Staff added that during the open hours , an attendant is on duty and is instructed to call the police it there is rowdiness or uncontrollable behavior. Resident Don Seivert expressed concern nerne about the drainage of the park hockey rink thaws in the spring. Director Saarion explained that the park will be regraded and sloped toward the storm sewer drainage. Mr. Seivert requested that an additional drain be added. The Commission agreed that the addition of two flat drains located at both rinks would beneficial in aiding drainage. • -4- Mr. Seivert was also concerned about balls from the softball field flying into his yard. Staff stated that the teams scheduled by the Park and Recreation Department for usage of the • field do not normally have the potential of hitting balls over the fence. Youth playing pick-up baseball games are probably responsible for this and the department has no control over pick-up games. The Commission felt that the installation of an 8 foot outfield fence would help alleviate the problem. Mrs. Entsminger asked when the redevelopment would begin. Staff stated that the City Council must first approve the proposal and appropriate spending tor the completion. Resident Dale Bently expressed concern with parking cars on the residential side of the street. He has experienced turf damage to his lawn and requests that parking be on the park side only and that NO PARKING signs be posted on the residential side on Hillview, Greenwood and Long Lake Roads. The Commission added that the proposal • includes diagonal off street parking on Hillview which should help alleviate the parking problem. Director Saarion explained the lighting proposal , options and funds available for the project. The Commission suggested that three of the present southernly facing lights be utilized for the 1988-89 skating season by turning them towards the pleasure rink and make the hockey rink available only during the daylight hours. Staff conveyed concern about the safety of sub-standard lighting and about the possibility that the whole electrical system is interwoven. Staff will discuss the possibility of dividing the system. • -5- Commissioner 5- Commissioner Stevenson made a motion to proceed with the Hillview RelocationPark of redevelopment including : the building , permanent• foundation, lete landscaping , P ramps and stairs , regrading and installation of flat drain, electrical work for building , and installation of outfield fence. He further moved that the Commission request additional funds from the City Council to complete the electrical work at Hillview Park. The motion was Motion seconded by Commissioner Long. passed: 6 ayes , 0 nayes. Commissioner Starr made a motion that the installation of the tot lot equipment commence as soon as staff becomes available to do the work. The motion was seconded by Commissioner Silvis. Motion passed: 6 ayes , 0 nayes. THE PARK Director Saarion reviewed the "Festival FESTIVAL IN in the Park" celebration. She stated that the City Council had requested information regarding the possibility of changing the "Festival" to September. A motion was made by • Commissioner Long , seconded by Commissioner Stevenson to recommend that the "Festival in the Park" celebration be held in September Motion passed: 6 ayes , 0 nayes. FRIENDS OF THE PARKS Director Saarion reviewed information sent to the Commission regarding a request for a donation to the Ramsey County Friends of the Parks Committee which is studying the need for additional park facilities in Ramsey County. A motion was made by Commissioner Silvis , seconded by Commission Long to donate $50. 00 to the Ramsey County sFriends aof the Parks. Trees are being which is unavoidable, but Forester Wriskey plans to replace the lost trees with more drought resistant varieties. -6- The Commission suggested that staff request Ric Minetor to write an article , for the next City Newsletter on where the City of Mounds View gets its water. PARK SECURITY TASK FORCE Staff reviewed the proposed Park • Security Task Force, a security plan which could include lighting , resident watch committee , speed bumps, 10 mph speed limits , etc. Once the security plan is developed it could be administered by the department and monitored by the commission. A motion was made by Chairperson Burmeister, seconded by Commissioner Silvis to devote the September k ecemeeting to the development of a p plan. The motion further directed staff to request representatives from the police department , City Council and interested citizens to attendthe meeting. Motion passed: 6 ayes , nayes. ADJOURNMENT A motion was made by Commissioner Silvis, seconded by Commissioner Long to adjourn the meeting at 8 : 30 p.m. Motion passed: 6 ayes, 0 nayes.
