The motion passed 4 ayes, 0 nayes (Commissioner Starr was not yet present). None Mounds View Lion's Club representative Jerry Linke reviewed plans for a picnic shelter at Silver View Park with the Commission. He stated that the Parks and Recreation Commission proposed the site for the shelter on the south end of the parking lot. This area is intended to be "family recreation area", having the amphitheater, multi-purpose court, proposed sandlot volleyball court and tot lot in addition to the picnic shelter. Mr. Linke explained that in the park shelter plans, the Lion's have proposed to include roll up type doors, a small serving area, two bathrooms and a fireplace. He added that the plans would possibly be scaled back if bids come in too high. He stated that it was designed to be as vandal -proof as possible, with construction being of rock faced concrete block with a concrete floor. This picnic shelter would be the first facility in the City parks to offer indoor toilet facilities and a kitchen area. This facility offers the residents more than adequate facilities to hold church picnics, family reunions, company potlucks, Sr. Citizen outings and other community affairs. At this point, a motion was made by Commissioner Stevenson, and seconded by Commissioner Long to recommend to the City Council that they accept the plans, when formally proposed to the City Council, for the Silver View Park picnic shelter as proposed by the Mounds View Lion's Club. The motion passed unanimously, 5 ayes, 0 nayes. -3 - Before the Commission's vote, a lengthy discussion involving resident's comments ensued. Many residents expressed concern for the possibility of greater vandalism because of the picnic shelter. Commissioner Starr stated that the location on the south side of the parking lot was highly visible and easily accessible by the police and that it shouldn't increase vandalism, but could actually decrease it due to greater lighting. Mr. Lhotka from the Silver Lake Woods Association asked if the police department had reviewed the proposed plans and site plan. Chairperson Burmeister read a memorandum from Chief Ramacher stating that, in his opinion, the addition of the picnic shelter would not cause added incidence of vandalism in the park and that the police department would be able to adequately patrol the area. Resident Carole Golden had concerns about consumption of beer in the park and asked if the Commission or Council had intentions of legalizing it. Commissioner Burmeister stated that there is currently an ordinance prohibiting consumption of alcoholic beverages in City parks and that there is no intention of changing the ordinance at this time. Lion's representative Linke went on to state. that the Lion's may want to add other amenities to the park in the future. He stated that they could possibly "adopt" Silver View Park as a project. Residents expressed concerns that the Lion's were giving the funds with "strings attached". Mr. Linke explained that the Lion's must appropriate their funds acquired from pull tabs in accordance with Federal law. Had they not committed the $751000 for the picnic shelter building, the club would have had to give 50 percent of their earnings to the Federal government. -4 - Mr. Linke further stated the project was originally proposed as a Celebrate MN grant application. A public hearing was held to choose a project. The City Council chose the Silver View picnic shelter as the number one project. The City approached the Lion's requesting a contribution of matching funds for the construction of the picnic shelter. The grant was awarded to the City with matching funds to be paid by the Mounds View Lions Club. The Lions, however, found that they were able to contribute far more than originally proposed, so the Lion's Club Picnic Shelter Committee came up with the plans that were proposed. Resident David Rademacher stated that he felt that the City was allowing the Lion's to set City policy and that they were not following the original plan. The Commission reiterated that the picnic shelter has always been in their vision for Silver View Park. The picnic shelter was chosen by the council as the number one project for the Celebrate MN grant application. A public hearing was held regarding this decision. The Lion's were requested by the City to participate in the project as a matching fund community organization. Mr. Linke asked the Commission to approve the installation of utilities to the picnic shelter. Chairperson Burmeister explained that SEH had reviewed the site two years ago, and made recommendations for sources of the sewer, water and electricity. This same plan has recently been reviewed by both SEH and City Engineer Minetor. Residents expressed concern with the cost of the utilities and that the utilities were brought up without previous notice. Chairperson Burmeister stated that the Commission had proposed installation of utilities at Silver View Park two years ago. -5 - Commissioner Stevenson added that it was more cost effective to install the utilities during construction of the picnic shelter rather than after. Commissioner Long and Director Saarion explained to residents the progression of park improvements and the use of the Five Year Capital Improvement Plan. Director Saarion also explained the different types of parks within the City; neighborhood parks, community parks and regional parks; stating that Silver View Park was a regional park serving the entire community, not just one specific area or age group. In response to residents request for play equipment at Silver View Park, she stated that it was in the Five Year Capital Improvement Plan for 1992. She added that all of the other neighborhood parks were equipped with play equipment. (Oakwood Park play equipment is scheduled for 1990). Currently there is no need for additional play equipment at the neighborhood parks. Residents expressed dissatisfaction with maintenance at Silver View. They stated that certain areas were not mowed. Director Saarion stated that these areas were natural areas for observing wildlife, trees, etc. Residents expressed more concern about the cost, maintenance and safety of the picnic shelter. A resident then commented that the City does not have the option to spend the money elsewhere and that if the City does not accept the picnic shelter, that the Lion's could give the money to another City or charity. Councilmember Quick re -stated that the City requested the Lion's to participate as a matching fund community organization for the Celebrate MN grant application. The City chose the picnic shelter as the number one project. The project was awarded. M OAKWOOD PARK IMPROVEMENTS Director Saarion presented overheads of the proposed improvements to Oakwood Park including grading, re-establishment of turf, relocation of ballfield and installation of a soccer field in the Oakwood Park section. Construction of a sandlot volleyball court, installation of tot lot equipment, picnic tables, grill, trash receptacles and horseshoe pits were proposed for the section of Greenfield Park northwest of Oakwood Park. Many residents expressed the need for a stop sign on Hillview Rd. and Quincy St. Councilmember Quick stated that it was already under consideration. Resident Richard Kops stated that he was opposed to allowing baseball teams to use the ballfield at Oakwood because he feared that baseballs would be hit into his yard. Chairperson Burmeister stated that with the relocation of the ballfield, this should alleviate that problem. Mr. Kops still expressed concern. Mr. Rod Melbo, a MVAA baseball coach, stated that he coached 11 and 12 year olds and that they did not have the capabilities of hitting a baseball far enough to reach Mr. Kops yard. He also expressed the need for additional baseball fields in Mounds View for practices. He added that his team members sometimes must ride their bikes across Highway 10 for practice because permits are not given out for Oakwood Park to baseball teams at this time and that he felt that his team members were in danger by crossing Highway 10 and their safety should far outweigh the fear of having baseballs go into a yard or possible breaking of windows. Mr. Kops said that he appreciated Mr. Melbo's concerns and agreed that the safety of the ball players was more important. -7 - The discussion concluded with residents expressing their appreciation of the Commissions efforts to improve Oakwood Park and their approval of the site plan as reviewed.. A motion was made by Commissioner Stevenson, seconded by Commissioner Silvis to recommend to the City Council the use of current Park Dedication Funds to implement improvements at Oakwood Park. The motion passed unanimously 5 ayes, 0 nayes. SILVER VIEW PARK PATHWAY Director Saarion stated that the installation of the Silver View Park pathway extension would be delayed until fall, 1989. The pathway would take about two weeks to install. Following completion, Forester Rick Wriskey will meet with residents after the pathway extension is complete, to discuss plantings along the pathway for spring, 1990 planting. Director Saarion reviewed the memorandum regarding the Engineer's recommendation for installation of a culvert where the foot bridge is currently in place. She explained that the Engineer feels the culvert would make it possible for maintenance vehicles to cross that area of the pond for better maintenance of the pathway. Director Saarion asked for the Commission's direction on the recommendation. The Commission did not feel that they were able to give direction at this time. Resident Gary Jones asked staff what the costs of the constructing the new pathway were. Staff stated that material costs were approximately $1,400 for an ag lime pathway. Mr. Jones requested the cost of labor. Staff explained that the labor was budgeted in the General Fund and was not figured into the cost. SILVER VIEW PARK UTILITIES MVCT REPORT COUNCILMEMBER'S REPORT CHAIRPERSON'S REPORT MAINTENANCE STANDARDS In Staff reviewed SEH recommendations for utilities at Silver View Park. The water would be brought in along side the parking lot with a 6" line from the County Road I main source. The sewer would connect with the main located at the east side of the park; the same main currently serving the Manor Homes Development. The electricity would come from a terminal located across Silver Lake Rd. Director Saarion stated that these recommendations were made two years ago and recently reviewed by SEH and City Engineer Minetor. SEH has predicted the approximate cost of installation of all three utilities (water, sewer and electricity) is $33,000: Water $10,540.00 Sewer 16,033.00 Electricity 5,600.00 A motion was made by Commissioner Long, seconded by Commissioner Silvis to recommend to the City Council approval for the installation of the utilities at Silver View Park using Park Dedication Funds to coincide with the construction of the picnic shelter. Motion passed unanimously: 4 ayes, 0 nayes. Commissioner Silvis reported that rehearsals for the "Sound of Music" have begun. No report Chairperson Burmeister reported that the beach house was 99 percent complete and that there was some special equipment on order, such as metal doors and plumbing handles. Mayor Hankner asked the Park Commission if they would be willing to meet with the City Council to discuss the proposed parks maintenance standards. The Commission agreed to meet and asked that a date be set. la PARK PROJECT UPDATE Director Saarion reviewed the status of the park projects and maintenance: ADJOURNMENT Respectfully submitted, Mary Saarion, Director Parks, Recreation and Forestry MS/SL - Eagle Scout, Chad Nelson, is constructing a sandlot volleyball court at Hillview Park. - Hillview Park improvements are basically complete except for plantings which will be done in the fall or spring. - Two grounds keepers are mowing and re -chipping Silver View pathway, with two groundskeepers doing field grooming and other maintenance chores. - Public works employees are working on many projects within the parks including installation of benches, picnic tables, fountains, etc. Commissioner Stevenson asked that the installation of park signs be made a priority. Director Saarion stated that the signs were currently being installed, that one-half are already installed. Commissioner Long moved to adjourn the meeting at 9:42 p.m. Seconded by Commissioner Stevenson. Motion passed: 4 ayes, 0 nayes.
