HomeMy WebLinkAboutCOMMISSION_MINUTES_1989-04-27MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA April 27, 1989 6:30 p.m. Mounds View City Hall Council Chambers CALL TO ORDER The meeting was called to order at 6:58 p.m. by Chairperson Wayne Burmeister. ROLL CALL Commissioners present: Burmeister, Silvis, Starr, Stevenson, Trettel. Commissioners absent: Long. Councilmembers present: Quick. Staff present: Director Saarion, Adm. Asst. Linke. APPROVAL OF MINUTES Commissioner Silvis requested that the name of Eric Hanson be added to the list of visitors at the March 17 meeting, as he was present at the meeting. A motion was made by Commissioner Silvis, seconded by Commissioner Stevenson to approve the March 17 meeting minutes as corrected. Motion carried: 5 ayes, 0 nayes. INTRODUCTION OF EDD TRETTEL AS COMMISSIONER Director Saarion introduced Mr. Trettel to the Commission as the new Park and Recreation Commissioner. Chairperson Burmeister welcomed him on behalf of the Commission. AGENDA ADDITIONS Director Saarion asked that discussion of the Adult Water Exercise Program be added to the agenda and gave background on the program. The water exercise program is offered during daytime and evening hours. Currently, there is a greater number of non-resident participants than residents, and of the non-residents, a large majority do not live even in School District #621. The daytime water exercise program was scheduled to be discontinued in the summer to allow for the addition of children's instructional classes during the prime instructional time of 9:00 - 9:45 a.m. (currently being used by water exercise). The current participants signed a petition requesting that the program be continued throughout the summer. Director Saarion explained that she had spoken with Ms. Hoel who had made the original request and explained that the department felt that the youth of the community should have the opportunity to participate in swimming lessons during this prime time during the summer, as the water exercise participants had the use of pool at the 9:00 - 9:45 a.m. time in the fall, winter and spring. At that time, Director Saarion offered them a 7:00 - 7:45 a.m. time, but Ms. Hoel was not interested in that time and wanted the 9:00 -9:45 a.m. time. She than organized a petition and brought her concerns to a City Council meeting. At that meeting, Mayor Hankner offered her the 7:00 a.m. time and she agreed. April 27 minutes Page two Director Saarion asked that the Commission give direction in setting priorities for resident and non-resident participation. Commissioner Stevenson stated that in the case of the aquatics program, summer youth instructions should always be given priority over adult aquatic activities. After discussion, the Commission decided that each program is unique and participation priorities should be determined on an individual basis by department staff. CHAIRPERSONS REPORT Chairperson Burmeister reported that the footings were installed at the new Lakeside Park beach house and plumbing installation had begun. He added that the civil defense siren had not been moved yet. COUNCILMEMBER'S REPORT Councilmember Quick reviewed the actions and items from the previous month's Council Meetings which included authorization for the purchase of picnic tables and the hiring of summer parks groundskeepers. GREENFIELD SECURITY LIGHTING Director Saarion reviewed two bid proposals from electrical contractors, Gopher Electric and Bacon Electric, stating that both proposals exceeded the budgeted amount. These bids cover the lighting of the general Greenfield Park area, not the trail area. The Commission agreed that security lighting for Greenfield Park was a priority item and asked staff for financing suggestions. Director Saarion suggested the following ways to finance the installation of security lighting at Greenfield Park: 1. Substitute funds from another project for the lighting. 2. Save money from this year and add additional funds next and do the project in 1990. 3. Request additional funding from the City Council. 4. Use park dedication funds. Chairperson Burmeister stated that he would like to see the security lighting go in this year. After discussion, the Commission decided to change the twin volleyball court at Hillview to a single court and eliminate the purchase of bike rakes, which will allow enough additional funds to complete the security lighting at Greenfield Park. A motion was made by Commissioner Silvis, seconded by Chairperson Burmeister to recommend to the City Council the approval of the bid proposal from Bacon Electric for the installation of security lighting at Greenfield Park. April 27 minutes Page three DISCUSSION OF PLANS FOR PARK DEDICATION MONIES FROM SYSCO The Commission discussed options for the use of the $50,000 park dedication fees from the SYSCO development project. Director Saarion stated that this is most likely the last park dedication monies the City will be receiving. Possible projects suggested were: 1. Installation of water and sewer to the Silver View Park Shelter Building to be built this summer by the Mounds View Lion's Club. 2. Improvements to Oakwood Park. Savings program for replacement of equipment as needed. Commissioner Starr stated that she wanted the park dedication monies spent to complete the parks as much as possible now, rather than save the money for future years. Director Saarion added that items being installed currently in parks have a long lifespan and are as maintenance -free as possible, so it is advantageous to presently enhance the park facilities for greater use. O•*0 1T.. SITE PLAN OPTIONS Commissioner Burmeister asked staff if any decisions had been made regarding Oakwood Park. Director Saarion stated that before any improvements could be done at Oakwood Park, grading needs to be done. The Commission discussed in length the possibility of replacing the backstop, changing the location of the ballfield, developing the Greenfield side of the park first, putting in playground equipment on the Greenfield side along with the picnic table and grill which is already purchased. Director Saarion stated that playground equipment for Oakwood Park was budgetted for in the 1990 capital improvements. A motion was made by Commissioner Silvis, seconded by Commissioner Stevenson to direct staff to get cost estimates for future development of Oakwood Park and the area of Greenfield Park on Quincy and Hillview Road using reserve park improvement funds to be replenished with monies from the SYSCO park dedication monies. Motion carried: 5 ayes, 0 nays. St&l � L Director Saarion requested Commission direction regarding the UVB installation of sewer and water at Silver View. A motion was made by Chairperson Burmeister, seconded by Commission Starr to use reserve monies in park dedication fund to proceed with the installation of sewer and water at Silver View in the most cost efficient manner as possible, and to ask the City Council for additional funds to complete the project if needed. Motion carried: 5 ayes, 0 nays. April 27 minutes Page four UPDATE ON PARK PROJECTS Director Saarion distributed a picture of galvanized trash containers with chained tops which are attractive and easily accessed for emptying. The containers sell for $189.00 each which is more costly than others. Staff did, however, recommend the purchase of these containers due to their durability, easy access and asthetics. The Commission agreed with staffs recommended and directed staff to purchase six containers. Director Saarion updated the Commission on the turf management program, stating that an irrigation system had been installed at Silver View Park and that after the adult leagues have ended, establishment of new turf would begin at Silver View. The City Hall fields are being proposed for an irrigation system in 1990. Staff stated that the Silver View pathway extension is scheduled to be completed in early summer with the trail base being of crushed aggregate. Planting along the trail will begin when Forester Wriskey feels it is the opportune time. PARK CLEAN-UP DAY Commissioner Starr asked Commissioners to volunteer their time to supervise clean-up of their local park on the May 20 City-wide Clean-up Day. Commissioner Trettel had already organized a clean-up at Silver View Park to be held in early May. Commissioner Starr will supervise a clean-up at Hillview Park. The Park and Recreation Department will distribute flyers and/or letters informing residents around the parks of the event. ADJOURNMENT A motion was made by Commissioner Silvis, seconded by Commissioner Stevenson to adjourn the meeting at 8:54 p.m. Motion carried: 5 ayes, 0 nays.
