HomeMy WebLinkAboutCOMMISSION_MINUTES_1989-10-26MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CALL TO ORDER ROLL CALL APPROVAL OF MINUTES CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA October 26, 1989 Mounds View City Hall Council Chambers 6:30 p.m. The meeting was called to order at 6:35 p.m. by Chairperson Wayne Burmeister. Commissioners present: Burmeister, Long, Silvis, Starr and Stevenson. Commissioners absent: Trettel Councilmember present: Quick Staff present: Director Saarion, Administrative Assistant Linke. A motion was made by Commissioner Silvis, seconded by Commissioner Long to approve the September 28, 1989 minutes as written. Motion passed unanimously 4 ayes, 0 nayes. CHAIRPERSON'S REPORT Chairperson Burmeister reported that installation of a sand volleyball court at Lakeside Park is nearly complete. Projects which the Spring Lake Park Lions have tentatively planned for Lakeside Park are the relocation of the ballfield, new ag lime, new benches and a new backstop. COUNCILMEMBER'S REPORT None AGENDA ADDITIONS None DISCUSSION OF SURVEY QUESTIONS Director Saarion requested input from the Commission regarding possible questions for the community survey. -2 - After lengthy discussion, the Commission directed staff to develop and submit questions to the City Council in the following areas: 1. What is your opinion of the level of park maintenance? Would you want more and would you be willing to support the higher level of maintenance with an increase in taxes? 2. How do you use the parks now and what could be added to allow you more use? 3. Should a trail system (bike/walking) be considered to interconnect parks and if so, what kind of trail material should be used; i.e. bituminous, ag lime, or wood chip. Would you be willing to support a trail system with an increase in taxes. 4. What are your priorities for the park system? 5. Are you willing to pay increased user fees to support higher costs? (A higher percentage of the actual cost). 6. Where is the park of your choice and why do you like it? 7. If you don't use Mounds View parks, what specifically would you like to see in the parks to allow you to use them? 8. If you use parks in other communities, for what reason do you use them? 9. Questions relating to Silver View Park trail, i.e. should path be limited or extend around the entire pond. 10. How can the Festival in the Park be improved? Do you attend the Festival. Is the date and time convenient? -3- 11. How do you rate the park facilities? 12. What is the greatest need in the Mounds View parks at this time? Director Saarion stated that she intends to add several questions relating to recreation programs and demographics. The Commission also requested that a question be added regarding the residents interest in a Community Center. SILVER VIEW PARK PICNIC SHELTER Director Saarion reviewed the progress at the Silver View Park shelter building site as follows: 1. The foundation is completed and the sewer is stubbed in. The water and plumbing services have been installed. 2. Construction of the wall has begun. 3. The slab will be poured on Monday or Tuesday. Director Saarion stated that the restoration work such as seeding will be done in the spring of 1990. GREENFIELD PARK BASEBALL FIELD Director Saarion stated that the information regarding proposed baseball field improvements was given to MVAA representative Neal Valley. He will use them to help solicit funds from local organizations to assist the funding of the proposed improvements. OAKWOOD PARK IMPROVEMENTS Staff reviewed the progress to date at Oakwood Park. The sand volleyball court and horsehoe pits will be installed. -4- 1990 FESTIVAL IN THE PARK Director Saarion asked for the Commission's input regarding plans for the 1990 Festival in the Park. After a lengthy discussion a motion was made by Commissioner Stevenson, seconded by Commissioner Long to direct staff to bring to the City Council the following suggestions for the 1990 Festival in the Park: 1. Use Silver View Park as the 1990 location for the Festival in the Park. 2. Hold in conjunction with the Celebration MN 1990 event to commemorate the new Silver View Park picnic shelter. 3. Hold the fireworks at Lakeside Park for the following reasons: a. Proximity of fireworks to buildings is within the recommended safety procedures. b. Lake offers a mirrored image for overhead fireworks displays. c. Site offers greater visibility for viewers of ground fireworks displays. 3. Change day to a Saturday rather than a Sunday for the following reasons: a. Does not conflict with church activities or Viking's games. b. Allows children to participate in evening activities such as fireworks without conflicting with school night bedtimes. The motion passed unanimously: 5 ayes, 0 nayes. WINTER PROGRAMS Director Saarion distributed copies of the November/December Newsletter and reviewed the programs which are offered during the holiday season. -5 - NEW BUSINESS Program Cost Accounting - Director Saarion that this new way of accounting takes into consideration not only the direct costs of programs such as instructors and materials, but also includes administrative staff time, facilities use and maintenance. Holiday Meeting Date - It was decided that the November and December meeting will be combined and will be held on December 7. Pine Trees at Hillview Park - Director Saarion stated that four large pine trees had been placed at Hillview Park; three along Long Lake Road and one next to the park building. Scotland Green Easements - The requests from the Commission for development of an easement agreement along the Scotland Green Apartments property by Silver View Park pond was approved by the City Council. Ice Skatin&Rinks - Ice skating rink possibilities were brought before the City Council for their consideration. An extension of the Hillview Park rink was suggested. In addition, prices for the padding of one of the light posts will be presented to council. Commissioner Stevenson asked staff to research the possibility of using the rink houses as youth centers offering either drop in or structured activities. After further discussion of the youth center possibilities, a motion was made by Commissioner Silvis, seconded by Commissioner Long to direct staff to explore the possibility of using rink houses as youth centers offering unorganized indoor activities during the winter time. Motion passed unanimously: 5 ayes, 0 nayes. M Silver View Master Plan - Director Saarion reviewed timeline for the development of the Silver View Park Master plan. Ramsey County Plan for Parks, Trails andOven Space. Director Saarion distributed copies of the Ramsey County Plan for Parks, Trails and Open Space for review. This plan will be discussed at the December meeting. Commissioners should contact staff if they have any questions. ADJOURNMENT A motion was made by Commissioner Silvis, seconded by Commissioner Long to adjourn the meeting at 8:21 p.m. Motion passed unanimously: 5 ayes, 0 nayes.
