HomeMy WebLinkAbout1990-02-22 PRF MinutesMINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CALL TO ORDER ROLL CALL APPROVAL OF MINUTES COUNCILMEMBER'S REPORT CHAIRPERSON'S REPORT FORESTER WRISKEY'S REPORT CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA February 22, 1990 Mounds View City Hall Council Chambers 6:30 p.m. The meeting was called to order at 6:35 p.m. by Chairperson Wayne Burmeister. Commissioners present: Burmeister, Silvis, Starr, and Trettel. Commissioners absent: Long and Stevenson. Staff present: Director Saarion, Administrative Assistant Linke, Athletic Coordinator Johnson and Forester Wriskey. Director Saarion had to leave at 7:00 p.m. to attend a joint meeting between the City Councils and School Board at Edgewood Community Center. A motion was made by Commissioner Silvis, seconded by Commissioner Trettel to approve the January 25, 1990 minutes as written. Motion passed: 4 ayes, 0 nayes. None None City Forester Richard Wriskey presented the Commission with handouts regarding the prevention of tree thefts, the pine engraver beetle, and the greenhouse effect. He then gave a slide presentation based on drought related issues. Slides were shown of damage done by insects on drought weakened trees. Forester Wriskey stated that the hardest hit area was the Groveland Park region where oaks and pines have died due to lack of water and insect invasion. 1 FORESTER WRISKEY'S REPORT (CONT'D) Reforestation programs involving community groups such as the Pinewood School Arbor Day projects, scout troop plantings and the Friday Nite Special Ed Club projects were presented. Forester Wriskey stated that although many seedlings were planted, 1989 was not a good year for them because no real moisture was present in the soil 12-18 inches below the ground. Commissioner Trettel requested that an article be written for the May/June City Newsletter informing residents of the need to water park trees. He also suggested that in order to conserve water, specific quantities of water needed for the size of the trees be given. Commissioner Trettel asked Forester Wriskey what his plans were if the drought conditions were a permanent issue. Forester Wriskey stated that arborist are currently developing drought tolerant species of trees and that if the drought conditions continue past 1990, the City will begin to plant the more drought tolerant trees. TRANSPORTATION VEHICLE GRANT UPDATE Administrative Assistant Linke reviewed Director Saarion's memo regarding the Transportation Vehicle Grant, and stated that Steps III and IV had been delivered to the State Department of Transportation on Tuesday, February 20. ICE RINK EVALUATION Athletic Coordinator Johnson reviewed the attendance statistics for the ice rinks with the Commission. The Commission was informed that the rinks were closed for the season due to lack of ice. The letter written to Mr. Bill Heslin was distributed to the Commission and reviewed, stating that the Ice Age Broomball Tournament was very successful event and that the city and Irondale staff cooperated to make it an enjoyable activity. GREENFIELD PARK BASEBALL FIELD UPDATE Staff reviewed the memorandum regarding Greenfield Park baseball field. As of yet, there has not been any donations received by the Mounds View Athletic Association. Staff will keep the Commission apprised of any progress. 2 L NYSCA TAPE REVIEW AND RESOLUTION Athletic Coordinator Johnson stated that the NYSCA tape will be shown at the next Commission meeting when all of the members are present. He added that the City Council had adopted Resolution 2596 Implementing the National Standards for Youth Sports by the City of Mounds View. GIFTS CATALOGUE Staff asked the Commission to review the samples of gifts catalogues included in their packet and to make comments or suggestions for a gifts catalogue for the City of Mounds View. Commissioner Starr requested that the catalogue be concrete in nature, not conceptual, giving specific items with descriptions. Commissioner Trettel suggested that both a service oriented category and an open ended amount category be included. The Commissioners agreed that items ranging from trash containers, bike rakes, picnic tables and swing seats to picnic shelters, ballfield lighting, fencing and score boards should be included. WOODCREST PARK BOUNDARIES A motion was made by Commissioner Silvis, seconded by Commissioner Starr to direct staff to prepare a draft gifts catalogue of approximately 25 items to include one open ended amount item and one service related item, to be presented to the Commission at the March 22 meeting. Motion passed: 4 ayes, 0 nayes. Chairperson Burmeister reviewed the memorandum regarding the concerns of Mr. Downing regarding the infringement by park users on his property. Because the property line is currently unmarked, staff recommended that bushes be planted along the property line to designate the boundary and to also hinder peoples passage onto Mr. Downing's property. A motion was made by Commissioner Silvis, seconded by Commissioner Starr to direct Forester Wriskey to plant shrubs along the property line between Woodcrest Park and the Downing property to define the boundary. Motion passed: 4 ayes, 0 nayes. 3 CELEBRATE MN Staff stated that the Commission's ideas for a Celebrate MN Celebration were presented to Mayor Hankner on February 5. At this time, a date has not been chosen for the celebration but the Commission will be notified by Staff when a date has been chosen. FESTIVAL IN THE PARK DATE CHANGE The Commission was informed that the Festival in the Park Celebration will be held on Saturday, September 22. CITY SURVEY UPDATE/ SILVER VIEW TASK FORCE The city survey has been implemented and results are expected by March 12. Commissioner Silvis stated that he had been called. Commissioner Trettel asked when the Silver View Park Task Force would begin meeting. Staff responded that Director Saarion was attempting to set up a meeting in which all members could attend. The first meeting will be after the results of the survey were submitted. At this time, a specific meeting date has not been determined. OTHER BUSINESS Commissioner Silvis asked when the next meeting will be with Spring Lake Park. Staff stated that a meeting date has not been established but it will be discussed at the March meeting.
