PARKS AND RECREATION COMMISSION

6:30 p.m.
CALL TO ORDER The meeting was called to order at 6:36 p.m. by
Chairperson Burmeister.
ROLL CALL Commissioners present: Burmeister, Long, Trettel,
Stevenson, Starr and Silvis.
Staff present: Director Saarion
MINUTES A motion was made by Commissioner Silvis,
seconded by Commissioner Long to approve the
July 18, 1990 minutes as written. Motion passed: 5
ayes, 0 nayes.
CHAIRPERSON'S REPORT Chairperson Burmeister reported on park
development at Lakeside Park . He informed the
Commission that peat material needed to be removed
in one section of the pathway near the softball field
and also the need for additional material for fill.
GREENFIELD PARK The Commission members drove to Greenfield Park
to observe the progress of the baseball field
improvement project and to inspect the playground
equipment.
A resident notified the department of his concern
regarding a cable rope on the play equipment at
Greenfield. The cable rope is to be used as a
monkey climb from pole to pole. Evidently, the
resident's daughter, 9 years old, had used the rope as
a high -wire and attempted to walk on the rope. She
fell and bruised her tailbone.

As the Commission observed the play equipment, it
was noted that the rope could be removed. It was
noted that if the rope was lowered, it would attract
the younger children, for which it is not designed.
The height of the play equipment is designed to fit
the motor skills and development of appropriate
ages.
Moving the rope would alter the equipment, thus
altering the specifications of the manufacture's
warranty. It was the Commissioner's request that
staff contact Gametime to inquire about any other
concerns regarding this apparatus and their
recommendations.
BOND REFERENDUM Commissioner Silvis reported the discussion of the
Council and the ultimate decision to go with only
the fire department's request.
PUPPET WAGON Director Saarion informed the Commission of the
need for a new puppet wagon. This item will be
included in the Capital Parks Budget for 1991.
Commissioner Stevenson commented that he heard
from a resident that the puppet wagon performances
were not as good as usual this year. Director
Saarion replied that she had many positive remarks
but also had a negative comment by a resident. The
resident happened to be the same individual that had
remarked to Commissioner Stevenson. Because of
the discrepancy in comments, staff sent evaluation
forms to summer playcenter participants. The great
majority of the evaluations were received with
positive comments regarding the puppet wagon.
SILVER VIEW PARK Director Saarion informed the Commission that
Councilmembers and Director Saarion were invited to
the annual membership meeting of the Silver Lake
Woods Homeowners Association to listen to their
thoughts concerning the Silver View Park
Improvement Plan. The meeting is Wednesday,
September 5 at City Hall lower level. Commissioners
are invited to attend.

PARKS MAINTENANCE Director Saarion reviewed the memo to Council
regarding park maintenance. Basically staff requests
that whoever has control of park maintenance should
also have the responsibility. In the past, the Parks
and REcreation Department had the responsibility,
but no control regarding park maintenance. Since
Public Works has control of park maintenance, it is
suggested that Public Works also be given the
responsibility for the operations budget and assume
responsibility of the parks maintenance services.
SECOND QUARTER
DEPARTMENT REPORT Director Saarion reviewed the second quarter
department report. The Commission had no
questions or comments.
"GYPSY" REVIEW Commissioner Silvis reported on the Mounds View
Community Theater production of "Gypsy". The
audience numbers were less than anticipated. The
production will run in a budget deficit. However,
the production was good and the audiences were
well pleased with the show.
ADJOURNMENT Commissioner Stevenson made a motion to adjourn
the meeting, seconded by Commissioner Long. The
motion passed: 5 ayes, 0 nayes. The meeting
adjourned at 8:15 p.m.
