HomeMy WebLinkAbout1990-10-25 PRF MinutesMINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA October 25, 1990 Mounds View City Hall 6:30 p.m. CALL TO ORDER The meeting was called to order at 6:30 p.m. by Chairperson Burmeister. ROLL CALL Commissioners present: Burmeister, Long, Stevenson, Silvis, Trettel and Starr. Staff present: Saarion Visitor: Jack Newton MINUTES A motion was made by Commissioner Stevenson, seconded by Commissioner Long to approve the September 27, 1990 minutes as written. Motion passed: 6 ayes, 0 nays. CHAIRPERSON'S REPORT Chairperson Burmeister reported on the continued progress at Lakeside Park regarding the improvements to the softball field. It was reported that additional sod was laid on the field. The remainder of the areas will be finished in the spring. LAND ACQUISITION - GROVELAND PARK Mr. Newton provided .appraised costs of the properties located on the northern border of Groveland Park. The appraiser suggested that parcel A could be split into two lots for $28,000 each. Parcel B containing the house and garage was appraised at $70,000 and Parcel C, the wooded lot, was appraised at $32,000. Chairperson Burmeister expressed his interest in pursuing the purchase of this land citing the fact that there are few chances available to acquire or enlarge park land. His opinion was that this was a good opportunity. The Commission inquired whether or not the Groveland Park Foundation might be a group willing to solicit support for the acquisition. 1 Commissioner Stevenson made a motion, seconded by Commissioner Long to recommend to the City Council the acquisition of the three parcels of land. Motion passed: 6 ayes, 0 nays. Staff informed the Commission of the tight City budget and the likelihood that monies may not be available for the purchase of the properties. The Commissioners understood the circumstances. SPRING LAKE PARK - LAKESIDE PARK OPERATIONS REQUEST Staff reviewed the letter received by the Spring Lake Park Recreation Department regarding their Council's request to change operation responsibilities. Staff informed the Commission of Council's desire to discuss the issue. Staff had sent Mayor Wells information regarding in-kind services offered by the City of Mounds View to Lakeside Park. The Commission agreed that information such as this should be provided and discussed at a later date. Commissioner Stevenson added a final suggestion that perhaps the City should consider relinquishing responsibilities and annual funding for Lakeside Park. SECURITY LIGHTING AT GROVELAND PARK Staff informed the Commission that the City Council approved security lighting at Groveland Park through the installation of directional lighting Fixtures provided by NSP, to be placed on an NSP power pole. This option is the least expensive and is expected to provide more than adequate security lighting. WINONA AQUATIC CENTER REPORT Staff reviewed the report from Winona Parks and Recreation Department regarding financial data of their new water slide facility, as a point of interest. 1990 WARMING HOUSE/ RINK REPORTS Staff reviewed the survey report initiated by the profession regarding warming house/rink operations. Staff indicated that according to the survey, our operations are among the majority in most of the categories. 2 NEXT MEETING The Commission discussed an alternate date for the next meeting, since the regular meeting would fall on Thanksgiving Day. It was decided to combine November/December meetings and hold it on Thursday, December 6, 1990. TREE TRIMMING Commissioner Long asked about the brush/tree trimming activity at Silver View Park. Staff reported that many truck loads of trimmings were removed. The Commission expressed their concern that strict regulations be enforced pertaining to altering the park land. Staff replied that the City was trying to keep a handle on the trimming, insisting that all work be supervised or approved by Forester Wriskey. Staff mentioned the need to mark the property corners at Silver View Park, along the northern border. It is important to determine the home association land versus park land because some property lines run-in wooded areas. Chairperson Burmeister suggested that perhaps the Commission could take this on as a spring project. Chairperson Burmeister (a surveyor) expressed interest in supervising a scout troop for a merit badge project of survey and marking property corners with bird houses on posts. Commissioner Stevenson said that he would contact his son's scout troop about constructing the bird houses. Commissioner Trettel suggested that the residents of the home association be asked if they wish to help with the project. The Commission agreed that this would be a good spring, 1991 project. ADJOURNMENT Commissioner Long made a motion, seconded by Commissioner Silvis to adjourn the meeting. Motion passed: 6 ayes, 0 nays.
